Location: Wertz Mill Bridge Purpose: To answer questions from prospective bidder attendees about the Berks County bidding process and the project scope of work. Bids will be accepted by the County, c/o County Controller, Berks County Services Center, 633 Court Street, 12 th Floor, Reading, PA, 19601, until 1:00PM, Monday, January 14, Bids received after that time shall not be considered. 2. Each bid must be accompanied by bid security naming as payee or obligee, as appropriate, the County, and shall be in an amount not less than Ten Percent (10%) of the Bid Sum. Refer to the Instructions to Bidders, Section One, Subsection 4. E, for additional information. 3. The deadline for submitting project questions to the Engineer is January 7, 2013 at 2:00 PM. 2 Addendum 1 Addendum by 2:00 PM on January 10, Only those answers contained in the written Addendum shall be considered legitimate and binding. 4. The Time Period for Performance of Work on this project is 65 calendar days. Anticipated Start Date of Work: February 1, 2013 Anticipated End Date of Work: April 5 th, Liquidated Damages for this project are set forth as $2, per calendar day. 6. Permits. The PaDEP GP-11 permit - pending 7. The Unforeseen Water Pollution Control line item on the Bid Form applies to all work and materials necessary to prevent any debris from entering the waterway during demolition or removal of fallen debris activities. Refer to Item in the Technical Specifications for additional information. 8. The Contractor is responsible for the means and methods for all activities commissioned by the proposed contract 9. No scaffolding is permitted to be erected in the waterway. 10. It is unknown if the bridge contains lead-based paint. The Contractor is responsible for addressing the presence of lead-based paint in accordance with the Technical Specifications. 11. No significant earth disturbances are anticipated for this project. 12. Berks County acknowledges that weather limitations may affect paint application. 13. Follow bid instructions as directed regarding insurance. 14. Any bids not properly filled out will not be considered. IMPORTANT NOTE: A revised bid form, is attached and made part of this Addendum Number 1. The revised bid form addresses the required inclusion of the PUBLIC WORKS EMPLOYMENT VERIFICATION FORM as referred to in paragraph F of SECTION ONE INSTRUCTIONS TO BIDDERS AND GENERAL CONDITIONS OF CONTRACT. Bids are required to be submitted on the revised bid form unless it is superseded by a subsequent revision. 3 Addendum 1 Questions/Responses 1- Can any available drawings be ed to the contractors? Response No new drawings are being issued with this bid package. Archived drawings from the most recent rehabilitation of the bridge will be made available to the successful bidder contracted for this project for reference only. 2- Are the weight limits for the bridge available? Response - The weight limit for the bridge is three (3) tons. 3- If scaffolding cannot be set in the water is there an approved method of access? Response There is no pre-approved method of access. The contractor will be required to submit for review and approval a plan to scaffold the bridge in accordance with the technical specifications: Item ; Painting Existing Siding; Construction. 4- Please confirm weather regarding painting from a time completion standpoint. Response Weather will be monitored to determine suitable conditions for paint application. The County will take into account unsuitable weather conditions in addressing requests by the contractor for a time extension. 5- Is the consideration of the bats nesting a further concern as discussed at the prebid? Response Yes. This issue is expected to be addressed most effectively through scheduling of the roof replacement after contract award. 6 This Bidder agrees to furnish bonds required by Instructions to Bidders and General Conditions. Bid Security in the amount required by Instructions to Bidders and General Conditions is enclosed. It is agreed that Bid Security shall be forfeited to the addressee if this Bidder does not, within ten (10) days after notification of Award of Contract, enter into a Contract and provide the required bonds and insurance. 7 This Bid is submitted with the definite understanding that Bids are valid for acceptance by the County of Berks and may not be withdrawn for a period of at least sixty (60) days after the actual date of the opening thereof unless the Award of Contract is delayed due to required approvals of other governmental agencies, or sale of bonds, in which case, Bids shall be irrevocable for one hundred twenty (120) days in compliance with Act , approved November 26, It is understood that the Owner reserves the right to reject any or all Bids, or part thereof or items therein, and to waive technicalities required for the best interests of the Owner.
