3 Ohio EPA Operator Certification Update RULE MAKING
4 Contingency Plan Rules (Revised 12/23/2016) Systems with automation shall have plans to manually operate the system. Test plans monthly Plans for auxiliary power. Exercised monthly. Discussion of alternative sources. Sources must have sufficient quantity and quality to support drinking water needs of the system Method for providing water within 24 hours if system cannot produce or distribute water
5 Contingency Plan Rules List with contact info for consecutive systems. Annual exercise of responses to one or more circumstance identified in plan. Each circumstance should be exercised 1/5yrs Must follow your contingency plan Immediately notify Ohio EPA contingency plan has been activated
6 Contingency Plan Rules Director may require an after action report Supply the Agency emergency contact information at least 1/yr. Guarantee a response from a public water system representative w/in 30 minutes

8 Rule Making 2017 All of the Operator Certification rules are due for review.
9 Rule Making (Continued) 2017 Proposals for change to the Current Operator Certification Rules. Throughout the rules we will be referring to operators as Professionals (Definitions) Changes to the definition of operating experience Moving laboratory, pretreatment and engineering components to experience which only counts for a maximum of 25% of the total operating experience requirement Collection and Distribution experience moved to the same provision when an operator is applying for a Wastewater Treatment or Water Supply Certificate.
10 Rule Making (Continued) (Definitions) Adding the definition of a Week 7 day period beginning on Sunday and ending on Saturday (Certified professional operators required) Contract must clearly define the responsibilities of the owner and the professional operator Contracted professional operator shall perform their duties in accordance with the contract operator rule
11 Rule Making (Continued) (Public water system classification and staffing requirements) Remove provision allowing 12 months after a change in classification by the Director to obtain an appropriately certified operator Distribution staffing -» Class 1 - Visit the system 3 days per week» Class 2 - Visit the system 5 days per week Clarification of backup operator provisions for Class A and 1 Addition of a provision clarifying backup operators are responsible for violations that occur while they are staffing a plant
12 Rule Making (Continued) (Recordkeeping requirements and responsibilities of a certified professional operator) Operation and maintenance records must be maintained in hard bound books with consecutive page numbering or computer logs which automatically document the date, time and person making entry
13 Rule Making (Continued) (Recordkeeping requirements and responsibilities of a certified professional operator) Each professional operator shall ensure the record keeping requirements are being met Each professional operator of record shall ensure the minimum staffing requirements are met Each professional operator shall display a copy of their certificate at the plant or office of the owner. Reducing grace period from 1 year to 6 months.

29 Disruption of Service Rule Depressurization is still defined in Several exemptions are provided This rule addresses what to do in the case of those alternatives In the even of an issue, transients and non transient non community systems Provide bottled water Other Director approved actions.
30 Disruption of Service Rule Community and non transient non community systems greater than 1000 people must follow provisions in rule. Definitions affected area Contamination intrusion positive pressure Type 1-4
31 Disruption of Service Rule Disruption of service - Inability to maintain a minimum pressure of 20 PSI Transient (TNC) and Non transient non community (NTNC) serving <1000 shall provide bottled water or the equivalent All Communities and NTNC with a population 1000 or more shall follow the rule Must monitor pressure upstream and downstream of the water line repair
32 Disruption of Service Rule Pressure monitored by in-line pressure monitors, hydrant pressure recorders, elevated storage tanks, towers or other Director approved methods
33 Disruption of Service Rule TYPE 1 controlled pipe repair, positive pressure maintained and no sign of contamination intrusion. No boil advisory, sampling for total coliform or notification to Ohio EPA are required provide following are met: Excavate below the repair Maintain pit water level below the repair
34 Disruption of Service Rule TYPE 1 (Continued) Disinfect in accordance with AWWA C651 Repair under positive pressure After repair verify disinfectant presence Document steps taken If all steps not followed the event is elevated to Type 2
35 Disruption of Service Rule Type 2 controlled pipe repair, positive pressure maintained until a controlled shutdown of the affected area can be completed and no signs of contamination a boil advisory, sampling for total coliform and notification to the Ohio EPA not required if the following are met: Water line replacement does not exceed on full section of pipe Excavate to below the repair
36 Disruption of Service Rule Type 2 (Continued) Maintain pit water level below the repair Affected critical customers notified Perform controlled shut down Disinfect affected area in accordance with C651 Repair the water line

38 Disruption of Service Rule Type 3 loss of pressure at the repair site, localized depressurization near repair, an uncontrolled shut down or signs of possible contamination intrusion Activate the notification procedures in the system contingency plan. If the disruption affects 10 percent of a systems customers or 100 customers whichever is least, notify the appropriate District office or Ohio EPA hotline (after hours) Must speak with a person at Ohio EPA
39 Disruption of Service Rule Type 3 (Continued) Document possible contamination Issue precautionary boil advisory Disinfect, repair and flush in accordance with C651 Test for Chlorine residual and comply with minimum requirement Move to Type 4 if event becomes a widespread disruption
