Worden Managing Director, State Regulatory Operations January 22, 2018 ADVICE 3731-E (U 338-E) PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION SUBJECT: Establishment of Smart Energy Program and Modification of Summer Discount Plan in Compliance with Decision In compliance with Decision (D.) , Southern California Edison Company (SCE) hereby submits for filing the following changes to its tariffs. The revised tariff sheets are listed on Attachment A and are attached hereto. PURPOSE Pursuant to Ordering Paragraph (OP) 21 of D , SCE submits this advice letter to update the Summer Discount Plan and Peak Time Rebate program tariffs. As part of that update, and after conducting market research to determine how to best reflect the new program changes, SCE is making a program name change to Schedule SEP, Smart Energy Program. 1 SCE is also updating various Domestic Service rate schedules, identified further below, to remove provisions and references to the Peak Time Rebate (PTR) program which is being replaced by the new SEP tariff. 2 Additionally, SCE is updating its Schedule D-SDP, Domestic Summer Discount Plan, Schedule GS-APS-E General Service Automatic Powershift-Enhanced, and Form , Summer Discount Plan Commercial Application with modifications and new incentive levels. BACKGROUND On December 21, 2017, the California Public Utilities Commission (Commission) issued D , Decision Adopting Demand Response Activities and Budgets for 2018 through 2022, which adopted and modified Demand Response (DR) program budgets 1 See Application , Exhibit SCE-02, p. 32 ( Finally, SCE plans to change the name of this program to better reflect new program changes and will perform market research to develop a new name for use in ). 2 The PTR provisions will now be included within Schedule SEP instead of within each residential rate schedule. 2 ADVICE 3731-E (U 338-E) January 22, 2018 and programs for Pacific Gas and Electric Company, SCE, and San Diego Gas & Electric Company, (collectively, the IOUs ). Pursuant to OP 21 in D , SCE s SDP and PTR programs are approved with the exception of the increase in event hours for Peak Time Rebate. OP 21 also ordered SCE to file a tier one advice letter updating the SDP and PTR program tariffs to comply with D within 30 days from the issuance date of this decision. Additionally, on June 9, 2016, the Commission issued D adopting bridge funding for the IOUs 2017 DR programs and approving SCE s proposed PTR and SDP program changes. OP 27 of D adopted SCE s proposal for 2017 DR programs and activities with modifications for some programs, but not for the PTR program. In other words, the Commission adopted SCE s proposed tariff change for PTR programs without modification. SCE filed Advice 3572-E, a Tier 1 advice letter on March 6, 2017 to decommission PTR and Peak Time Rebate Enabling Technology (PTR-ET) to prohibit new customers from enrolling and to remove customers from the programs in April of SCE submitted an extension request to the Commission s Executive Director on December 13, 2017, requesting an extension until June 1, 2018 to complete the program enhancements approved in D This extension is necessary to allow SCE sufficient time to upgrade its systems to implement the approved changes. SCE s extension request was approved via letter from Executive Director Sullivan on December 27, DISCUSSION Summer Discount Plan Pursuant to OP 21, SCE proposes to modify Schedules D-SDP and GS-APS-E to implement the program changes approved in D with a January 22, 2018 effective date, the same as this filing s date. The program changes include implemention of the approved SDP incentives for the next five years, 2018 through 2022, as shown in Table 1 below. 4 SCE plans to update Schedules D-SDP and GS-APS-E annually to display the applicable credits for the current year. 3 Advice 3572-E is still pending Commission approval. 4 Tables 1 and 2 were presented in SCE s testimony in support of its DR Program Application , Exhibit SCE-03, Table II-4, p. 11.

Therefore, SCE will convert the $/ton/summer day rate for each cycling plan to display as $/ton/summer month in the tariff and enrollment form. See Table 3 below for the $/ton/summer month credit values. Commercial SDP Plans TABLE 3 Authorized 2018 Credits: $ per-tonper-summer day Summer Days-per- Month Authorized 2018 Credits: $ per-ton- Summer month 30% Cycling Option % Cycling Option % Cycling Option D approved SCE s proposal to eliminate dual participation between PTR and the residential SDP programs. 5 Currently, there are approximately 7,300 customers that are dual-participating in both PTR and SDP programs. SCE plans to communicate to all dual participants to provide them the opportunity to elect whether to remain enrolled in SDP or PTR. SCE will ask customers to inform SCE of their choice no later than April 30, 2018 to allow sufficient time to process all de-enrollments by June 1, Any customer who does not respond by April 30, 2018 will remain enrolled on Schedule 5 See SCE Proposal for Approval of its 2017 Demand Response Program and Bridge Funding Authorization, filed February 1, 2016, at p. 16.

4 ADVICE 3731-E (U 338-E) January 22, 2018 D-SDP and be de-enrolled from PTR on June 1, SCE will also modify its Schedule D-SDP to waive the one year participation requirement for the dual participants of SDP and PTR. This tariff revision will allow the dual participants who have not yet met the minimum participation requirement to terminate service under Schedule D-SDP or PTR. Peak Time Rebate (Smart Energy Program) In accordance with SCE s approved PTR proposal in its DR Application, 6 SCE will essentially rename the PTR program to SEP and establish Schedule SEP as an optional rate. As such, Schedule SEP will contain the same PTR program provisions as well as the PTR program changes approved in D and D These same program changes will also be included within Schedule D-SDP. 7 Consistent with Executive Director Sullivan s approval of SCE s extension request for implementing these program enhancement changes, tariff revisions associated with the PTR (SEP) program change will become effective on June 1, The program changes approved in D consist of the following: 8 Modify dispatch window to one event per day, at any time of the day, for up to four hours per day during any non-holiday weekday; Modify incentive level from an energy payment of $1.25/kWh to an energy payment of $0.25/kWh, along with a fixed annual payment of approximately $25/year/service account; Modify to dispatch Day Of notification instead of Day Ahead; Modify to dispatch at the Sub-Lap level; Modify to allow use for either reliability or capital deferral needs; Eliminate customers ability to dual-participate in PTR-ET-DLC and SDP; and Make necessary IT system changes to update incentive levels and dispatch flexibility by both hours and location. The program changes approved in D continue to refine the program and consist of the following: 9 Dispatch window will be between 11:00 a.m. and 8:00 p.m. during non-holiday weekdays; 6 Application , Exhibit SCE-02, p One of the PTR program changes approved by D is the disallowance of the dual participation between PTR and SDP programs. 5 ADVICE 3731-E (U 338-E) January 22, 2018 Events will be called with a minimum duration of one (1) hour and with a maximum of four (4) hours; 10 Multiple events can be called per day; Customers will receive two types of incentive payments. The program will provide an energy incentive of $0.07 for every kwh reduced from baseline hours. The program will also provide a capacity payment of up to $10 per month from June to September. 11 To enable SCE to dispatch SEP events, SCE will use the same triggers used for SDP events. An event will trigger if any of the following situations occur: After the California Independent System Operator (CAISO) has (i) publicly declared a Warning, Stage 1, Stage 2, Stage 3, or Transmission Emergency and (ii) has taken all necessary steps to prevent the further degradation of its operating resources according to Operating Procedure 4420; Upon determination by SCE s grid control center of the need to implement load reductions in SCE s service territory; At the discretion of SCE s energy operations center in response to a CAISO economic award in the wholesale market, or high wholesale energy prices; At the discretion of SCE for program evaluation or system contingencies. PROPOSED TARIFF CHANGES Summer Discount Plan with an Effective Date of January 22, 2018 Schedule D-SDP Domestic Summer Discount Plan o Remove the condition limiting the annual 20 minimum and maximum dispatched hours to only 2016 and 2017 o Update the incentive credit amount for 2018 o Add exception language to Special Condition 4 to allow the dual participants of SDP and PTR who have not met the minimum one-year participation requirement to terminate service under Schedule D-SDP. Schedule GS-APS-E General Service Automatic Powershift-Enhanced o Remove the condition limiting the annual 20 minimum and maximum dispatched hours to only 2016 and 2017 o Update the incentive credit amount based on the approved reduction schedule for 2018 Form , Summer Discount Plan Commercial Application 10 In its Testimony in support of its DR Application, SCE proposed a six-hour maximum event duration. D denied this proposal and ordered a maximum event duration of four hours. 11 Because of the extension to implement PTR changes pursuant to D requested by SCE and approved by Executive Director Sullivan, SCE will implement its 2017 and changes at the same time, on June 1, Therefore, changes for will take precedence over 2017 changes if they conflict.

6 ADVICE 3731-E (U 338-E) January 22, 2018 o Modify the incentive amount to reflect the approved reduction Proposed Tariff Changes for Smart Energy Program (PTR Program) with an Effective Date of June 1, Schedule SEP Smart Energy Program o SCE proposes to establish a new tariff, Schedule SEP, Smart Energy Program, with all the existing PTR provisions, modified by the program changes approved in D and D Schedule D-SDP Domestic Summer Discount Plan o Modify the list of ineligible programs to disallow dual participation between Schedule SEP and Schedule D-SDP Schedule D, Domestic Service; Schedule D-CARE, California Alternate Rates for Energy, Domestic Service; Schedule D-FERA, Family Electric Rate Assistance; Schedule TOU-D, Time of Use Domestic; Schedule TOU-DPP, Time-of-Use - Domestic Pilot Program, and Schedule TOU-D-T, Time of Use Tiered Domestic o Remove all PTR program provisions No cost information is required for this advice filing. This advice filing will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule. TIER DESIGNATION Pursuant to General Order (GO) 96-B, Energy Industry Rule 5.1, and OP 21 of D , this advice letter is submitted with a Tier 1 designation. EFFECTIVE DATE This advice filing will become effective on January 22, 2018, the same date filed. Specific tariffs will become effective on January 22, 2018, with other tariffs becoming effective on June 1, 2018 due to system upgrades and implementation, and in accordance with Executive Director Sullivan s letter dated December 27, 2017 approving SCE s extension request to June 1, NOTICE Anyone wishing to protest this advice filing may do so by letter via U.S. Mail, facsimile, or electronically, any of which must be received no later than 20 days after the date of this advice filing. For the above rate components, the summer season shall commence at 12:00 a.m. on June 1, and continue until 12:00 a.m. on October 1 of each year. The winter season shall commence at 12:00 a.m. on October 1 of each year and continue until 12:00 a.m. of June 1 of the following year. Holidays are New Year's Day (January 1), Presidents Day (third Monday in February), Memorial Day (last Monday in May), Independence Day (July 4), Labor Day (first Monday in September), Veterans Day (November 11), Thanksgiving Day (fourth Thursday in November), and Christmas (December 25). When any holiday listed above falls on Sunday, the following Monday will be recognized as a holiday. No change will be made for holidays falling on Saturday. 2. Seasonal Service: For customers who normally require service for only part of the year, this Schedule is applicable only on annual contract. 3. Customer-Owned Electrical Generating Facilities: a. For customers not eligible for service under Schedule NEM, Net Energy Metering, or its successor, Schedule NEM-ST, and where customer-owned electrical generating facilities are used to meet a part or all of the customer's electrical requirements, service shall be provided concurrently under the terms and conditions of Schedule S and this Schedule. Parallel operation of such generating facilities with SCE s electrical system is permitted. A generation interconnection agreement is required for such operation. b. For customers of record on Schedule D-PG as of April 30, 1996, who were subsequently transferred by SCE to an applicable Domestic rate schedule, who have a valid Qualifying Facilities (QF) contract with SCE, and who are not eligible for service under Schedule NEM, Net Energy Metering, or its successor, Schedule NEM-ST, the Energy Charges for such parallel generation customers shall be determined using kwh of Net Energy as defined and set forth below: (1) Net Energy: Net Energy is ES minus EF where ES is energy supplied by SCE and EF is energy generated by the customer and fed back into SCE's system at such times as customer generation exceeds customer requirements. Only if Net Energy is positive shall Net Energy charges be applied at the rates specified above except that the Minimum Charge will be applied in any case. If the calculation of Net Energy yields a negative result, all such negative Net Energy shall be considered Net Energy transmitted and shall be treated as stated in Section (2), below. The components of Net Energy, ES and EF shall be separately recorded unless SCE and customer agree that energy fed back, EF, is negligible or zero, and so specify by waiver in the generation interconnection agreement. 5P19

Customer-Owned Electrical Generating Facilities: (2) Net Energy Transmitted: Net Energy transmitted occurs when the cumulative value of EF exceeds the cumulative value of ES during an entire billing period and is the amount by which the energy generated by the customer and fed back into SCE s system exceeds the energy supplied by SCE over an entire billing period. Such Net Energy transmitted will be purchased by SCE at a rate for payment equal to SCE s applicable standard offer energy payment rate filed with the Commission. A new rate for payment shall be effective for Net Energy transmitted on and after the effective date of each such filing. (3) Billing: Payment by SCE to the customer for Net Energy transmitted shall be included as a component of the customer's bill for service rendered under this tariff. (4) Standby: Exempt from the charges of Schedule S. c. Customer-owned electrical generating facilities used solely for auxiliary, emergency, or standby purposes (auxiliary/emergency generating facilities) to serve the customer s load during a period when SCE s service is unavailable and when such load is isolated from the service of SCE are not subject to Schedule S. However, upon approval by SCE, momentary parallel operation may be permitted to allow the customer to test the auxiliary/emergency generating facilities. A Momentary Parallel Generation Contract is required for this type of service. 5. Billing Calculation: A customer s bill is calculated according to the rates and conditions above. The charges listed in the RATES section are calculated by multiplying the Total Delivery Service rates and the Generation rates, when applicable, by the billing determinants (e.g., per kilowatt [kw], kilowatthour [kwh], etc.). As of January 1, 2012, all generation supplied to Bundled Service Customers is provided by SCE. The DWR Energy Credit provided to Bundled Service Customers is determined by multiplying the DWR Energy Credit rate component by the customer s total kwhs. a. Bundled Service Customers receive Delivery Service and Generation service from SCE. The customer s bill is the sum of the charges for Delivery Service and Generation service determined, as described in this Special Condition, and subject to applicable discounts or adjustments provided under SCE s tariff schedules. 6P16

Residential California Climate Credit: A semi-annual credit from the State of California to fight climate change. The credit is applied on an equal basis, per household, to the April and October billing statements of customers receiving service under this schedule at the time the California Climate Credit is disbursed (April 1 st and October 1 st ). Customers are only eligible to receive service under this rate at one residential location at any one time and the rate applies only to a customer s permanent primary residence. This Schedule is not applicable where, in the opinion of SCE, either the dwelling or occupancy is transient. 6. Verification: Information provided by the applicant is subject to verification by SCE. Refusal or failure of a customer to provide documentation of eligibility acceptable to SCE, upon request by SCE, shall result in removal from this Schedule. Applicants with electric usage above 400 percent of their baseline allowance may be asked to provide proof of qualifying household income, including IRS tax return transcripts, agree to participate in the Energy Saving Assistance program, and keep their usage below 600 percent of baseline allowance to remain eligible for this Schedule. 8. Notice From Customer: It is the customer s responsibility to notify SCE if there is a change in their eligibility status. 9. Rebilling: Customers may be rebilled for periods of ineligibility under the applicable rate schedule. 10. This Schedule may only be combined with Schedules D-SDP, DMS-1, DMS-2, DMS-3, DS, TOU-D, TOU-D-T, CPP, or Option CPP of an applicable TOU rate schedule. This Schedule may also be combined with Schedule DM when serving eligible Group Living Facilities, Agricultural Employee Housing, and Migrant Farm Worker Housing. 11.
