2 June 16, 2016 DR-4272-TX-NR-003 FEMA News Desk: SBA PIO: News Release What Texans Should Expect after FEMA Registration AUSTIN, Texas When disaster survivors register for federal assistance, FEMA requires applicants to provide specific information to help determine eligibility. When registering, all applicants will be asked for the following: Social Security number address of the damaged primary residence description of the damage information about insurance coverage a current contact telephone number an address where they can receive mail annual gross household income a bank account and routing numbers for direct deposit of funds identification and proof of occupancy such as a lease, rent receipt or utility bill Additionally, homeowners are asked to provide proof of ownership such as a property deed or title, mortgage payment book, property insurance policy or tax receipts. Important documents destroyed in the disaster may be duplicated with help from outside sources such as a county clerk s office, insurance agency or utility company. Damage Inspections Speed Up the Process After registering for federal disaster assistance, a FEMA contract inspector contacts the applicant and makes an appointment to view the disaster damage. Applicants unable to be present for the inspection can designate someone in the household over 18 years of age to handle the inspection as long as that person was also living in the household prior to the disaster. If an inspection cannot be made, FEMA may not be able to finish processing the application. FEMA inspectors have the applicant s nine-digit case number assigned at registration and always carry FEMA identification badges with a photograph. Inspections are free; inspectors are not authorized to ask for personal financial information other than to verify information provided at registration. 2

3 The inspection may last only 10 or 20 minutes. The inspector does not make decisions on eligibility. After the inspection, applicants receive a letter from FEMA explaining their eligibility for assistance. Assistance Grants If eligible, homeowners may use FEMA housing assistance grants to repair or replace: plumbing, electrical and heating systems roofs, outside walls and foundations windows, doors, floors, walls, ceilings and cabinetry septic and well systems mobile home resetting and anchoring, and reconnecting utilities Both renters and homeowners may qualify for grants for other disaster-related necessary expenses and serious needs, such as clothing, child care, room furnishings and appliances, medical and dental costs, vehicles and moving and storage expenses. 4 Complete an SBA Loan Application to be Considered for Other Assistance Release date: June 15, 2016 AUSTIN, Texas Texans who suffered damage or loss from the May flooding and were referred to the U.S. Small Business Administration may lose income-based FEMA grants if they don t complete and submit the SBA loan application. Other Needs Assistance grants may cover uninsured losses for furniture, appliances and other personal property, even vehicles. Survivors will not be considered for this type of assistance unless they complete and return the SBA loan application. Applicants from Austin, Brazoria, Brazos, Fort Bend, Grimes, Hidalgo, Hood, Montgomery, San Jacinto, Travis, Waller and Washington counties should complete the application, even if they don t want a loan. The SBA loan application is used to review an applicant s eligibility for additional assistance, said Federal Coordinating Officer William J. Doran III, who is in charge of FEMA s operations in Texas. For that reason, complete the application even if you don t plan to accept the loan. Some types of Other Needs Assistance medical, dental and funeral expenses are not SBA dependent, and completing the loan application is not required. However, it is always recommended by recovery experts. The application is not required for survivors seeking temporary rental assistance. The SBA is the federal government s primary source of money for the long-term rebuilding of disaster-damaged private property, offering low-interest disaster assistance loans to businesses of all sizes, private nonprofit organizations, homeowners and renters. 4

5 Survivors may apply online using the electronic loan application via SBA s secure website at disasterloan.sba.gov/ela. Disaster loan information and application forms are also available from SBA s customer service center by calling or ing disastercustomerservice@sba.gov. The loan balance will be reduced by the settlement. SBA loans may also be available for losses not covered by insurance. Homeowners may borrow up to $200,000 from SBA to repair or replace their primary residence. Homeowners and renters may borrow up to $40,000 to repair or replace personal property. Businesses may borrow up to $2 million for any combination of property damage or economic injury. SBA offers low-interest working capital loans called Economic Injury Disaster Loans to small businesses and most private nonprofit organizations of all sizes. 6 CRISIS CLEANUP HOTLINE (800) Available June 2, 2016 July 1, 2016 HOMEOWNERS CAN CALL FOR FREE HELP FROM LOCAL RELIEF AGENCIES IN TEXAS Information Technology Disaster Resource Center & VisionLink are supporting a free hotline for residents to call in for debris removal and home cleanup after the recent floods. The hotline connects survivors with reputable and vetted relief agencies that will assist in mud-outs, debris removal, and cleaning of homes, as they are able. Services are free but not guaranteed due to the overwhelming need. Response times will vary. *Important, this hotline cannot assist with social services food, clothing, shelter, insurance or questions about FEMA registration. 7 June 17, 2016 DR-4272-TX-NR-004 FEMA News Desk: News Release Protect Yourself from Disaster-Related Fraud and Scams AUSTIN, Texas As storms and flooding wreak havoc across Texas, FEMA officials are warning of another danger: scam artists and unscrupulous contractors out to fleece communities and survivors struggling to recover from disaster. Be aware of these most common post-disaster scams: Housing inspectors: If home damage is visible from the street, an owner/applicant may be vulnerable to those who pose as housing inspectors and claim to represent FEMA or the U.S. Small Business Administration. Ask for identification. Federal and state representatives carry photo ID. A FEMA or SBA shirt or jacket is not proof of affiliation with the government. FEMA inspectors never ask for banking or other personal information. FEMA housing inspectors verify damage but do not hire or endorse specific contractors to fix homes or recommend repairs. They do not determine eligibility for assistance. Building contractors: Natural disasters bring out fraudulent contractors offering cleanup and repairs. When hiring a contractor: Use licensed local contractors backed by reliable references; recovery experts recommend getting a written estimate from at least three contractors, including the cost of labor and materials; and read the fine print. Demand that contractors carry general liability insurance and workers compensation. If he or she is not insured, you may be liable for accidents that occur on your property. Avoid paying more than half the costs upfront. Doing so offers little incentive for the contractor to return to complete repairs. Pleas for post-disaster donations: Con artists play on the sympathies of disaster survivors, knowing that people want to help others in need. Disaster aid solicitations may arrive by phone, , letter or face-to-face visits. Verify charitable solicitations: 7

8 Ask for the charity s exact name, street address, phone number and web address, then phone the charity to confirm that the person asking for funds is an employee or volunteer. Don t pay with cash. Pay with a check made out to the charity in case funds must be stopped later. Request a receipt. Legitimate nonprofit agencies routinely provide receipts for tax purposes. Offers of state or federal aid: Beware of anyone claiming to be from FEMA or the state and asking for a Social Security number, bank account number or other sensitive information. Scammers may solicit by phone or in person, promising to speed up the insurance, disaster assistance or building permit process. Others promise a disaster grant and ask for large cash deposits or advance payments. Here s how to protect yourself: Federal and state workers do not solicit or accept money. FEMA and SBA staff never charge applicants for disaster assistance, inspections or help in filling out applications. If you have any doubts, do not give out information and file a report with the police. 9 WATER TESTING FREE WELL TESTING FOR BRAZORIA COUNTY RESIDENTS AFFECTED BY THE RECENT FLOODING. The Brazoria County Water Lab will waive the testing fee for residents in any of the county flooded areas. Water samples will be tested for coliform or e-coli bacteria. Residents must provide their address, which must fall within the determined locations affected by the flooded areas within Brazoria County. Please contact the Brazoria County Water Lab at (979) for instructions on proper collection of water samples and to obtain appropriate supplies. The Brazoria County Water Lab is located at 409 East Orange, Angleton, Texas Water from wells must be collected using a sample container provided by the Brazoria County Water Lab. Instructions will be provided from the lab on the collecting of water samples. SMALL BUISNESS ASSOCIATION The US Small Business Association has announced SBDC representatives will provide business consulting services designed to help these business owners re-establish their operations and plan for their future. They will provide disaster loan program information, answer questions and help businesses apply for this much needed financial help. All services are provided free of charge. Businesses of any size and private, non-profit organizations may apply to SBA for low-interest disaster loans of up to $2 million to repair or replace damage to real estate, leasehold improvements, machinery and equipment, inventory and other business assets. These loans cover losses that are not fully covered by insurance or other recoveries. For small businesses, small agricultural cooperatives and most private, non-profit organizations of all sizes, SBA also offers Economic Injury Disaster Loans (EIDLs) up to $2 million to help meet working capital needs created by the disaster. Many small businesses are suffering financial losses caused by extended power outages, even though they have not suffered any property damage. EIDL assistance is available regardless of whether the business suffered property damage. Business owners may also get help from SBA representatives at any Disaster Recovery Center in Texas. They may also contact SBA s Customer Service Center by calling toll-free (800) or by ing us at disastercustomerservice@sba.gov. Hearing impaired individuals may call toll-free (800) or visit SBA s website at Additionally, disaster victims may now go online to file an SBA application for disaster loan assistance. Outbreaks of communicable diseases after floods are unusual. However, the rates of diseases that were present before a flood may increase because of decreased sanitation or overcrowding among displaced persons. Increases in infectious diseases that were not present in the community before the flood are not usually a problem. If you receive a puncture wound or a wound contaminated with feces, soil, or saliva, have a doctor or health department determine whether a tetanus booster is necessary based on individual records. Mulberry, Angleton, Texas Toll-free number for dialysis patients State health officials are urging kidney dialysis patients whose treatments have been interrupted by the disaster to use an emergency locator service to find dialysis services. People on dialysis need to receive the blood-cleansing treatment three times a week. Patients also are encouraged to watch fluid-intake and to heed dietary precautions. 21

CONSUMER COMPLAINTS The Office of the Attorney General announced extended hours during the emergency for its Consumer Complaint Hotline, Consumers can call the hotline between the extended hours of 9:00 a.m. to 9:00 p.m. to report price gouging on necessities including groceries, clothing, medical supplies, lodging, repair work and fuel during and after such crisis. Complaints can be made online 24 hours per day, 7 days per week, on the OAG website at MOSQUITO CONTROL The Brazoria County Mosquito Control District will be aerially spraying all areas of the county until further notice. VOLUNTEER OPPORTUNITIES The Homeland Preparedness Project will be teaching a Community Emergency Response Team Class on Tuesday, June 14 th at 6:30pm to 9:30 pm. (Classes are for 4 weeks on Tuesday and Thursday nights). This 24 hour class prepares you to take care of the people you care about when a disaster occurs, until the professional responders can arrive. CERT Members can also assist with other tasks during emergencies like sheltering, damage assessments, and staffing the Emergency Call Center. There is something for everyone. Must be 17 (or with a responsible adult). No previous experience is necessary. The class is FREE! You must attend at least 7 of the 8 modules and the final exercise to complete the program.
