9 NOTICE TO BIDDERS CITY OF FERNANDINA BEACH ITB GENERAL AVIATION TERMINAL BUILDING Sealed bids for the General Aviation Terminal Building will be received at the City Hall, 204 Ash Street, Fernandina Beach, FL until 2:00 PM, local time, Wednesday, March 8, 2017, and there, at said office, at said time, publicly opened and read aloud. Bids shall be submitted in a sealed envelope clearly marked General Aviation Terminal Building, Fernandina Beach Municipal Airport. Base Bid A: Construction of a 10,253 square feet gross floor area, two-story, general aviation terminal building, excluding the tail structure. Base Bid B: Construction of the General Aviation Terminal Building site infrastructure consisting of site grading and drainage, access roads and automobile parking, concrete walkways, site utilities, landscaping and irrigation. Bid Additive 1: Reconfiguration and rehabilitation of an existing parking lot and associated landscaping and irrigation. Bid Additive 2: Construction of East-side access roads, automobile parking, concrete walkways and associated landscaping and irrigation. Bid Additive 3: Construction of a 1,872 square feet gross floor area Quonset hut building and associated sidewalk connections, landscaping and irrigation. Bid Additive 4, Alternate A: Construction of the General Aviation Terminal Building Tail Structure. Bid Additive 4, Alternate B: Construction of the General Aviation Terminal Building Tail Structure with a fabric roof cover. Prevailing wage rates apply. Contractors must be bonded and insured to the level indicated in the Contract Documents. A Federal DBE participation goal is included in the Contract. The project is sales tax exempt. A complete set of Bid Documents, consisting of the General Provisions, Special Provisions, Technical Specifications, Bid, Agreement and Contract Drawings, will be available on Wednesday, February 8, 2017, and may be obtained from Passero Associates at under the BID tab for a fee of $50.00 (Non-refundable). A mandatory pre-bid meeting will be held City Hall, 204 Ash Street, Fernandina Beach, FL at 2:00 PM, local time, Wednesday, February 15, Technical questions shall be submitted in writing and directed to Mary Gniech of Passero Associates (mgniech@passero.com). Each bid must be accompanied by a certified check or bid bond, in the amount of five percent (5%) of the total maximum bid price (combination of base bid or alternate bid plus add-on items) for the contract in the form and subject to the conditions provided in the Preparation of Proposal. 10 BID SUMMARY CITY OF FERNANDINA BEACH ITB GENERAL AVIATION TERMINAL BUILDING AT THE FERNANDINA BEACH, FLORIDA TO: City of Fernandina Beach 204 Ash Street Fernandina Beach, FL The undersigned, as bidder, hereby declares that he has examined the site of the work and informed himself fully in regard to all conditions pertaining to the place where the work is to be done; that he has examined the Plans and Specifications for the work and Contractual Documents relative thereto and has read all Special Provisions furnished prior to the opening of bids; that he has satisfied himself relative to the work to be performed. The bidder proposes and agrees, if this Proposal is accepted, to contract in the form of contract specified with the City of Fernandina Beach to furnish all necessary materials, equipment, machinery, tools, apparatus, means of transportation and labor necessary to complete the construction of the General Aviation Terminal Building in full and complete accordance with the shown, noted, described, and reasonably intended requirements of the Plans, Specifications, and Contract Documents, to the full and entire satisfaction of the above said Owner with a definite understanding that no money will be allowed for extra work except as set forth in the attached General Conditions and Contract Documents, for the prices listed of each item. It is agreed that the description under each item, being briefly stated, implies, although it does not mention, all incidentals and that the prices stated are intended to cover all such work, materials, and incidentals as constitute bidder's obligations as described in the Specifications and any details not specifically mentioned, but evidently included in the Contract shall be compensated for in the item which most logically includes it. 37 The quantities for bid items listed on the proposal sheet are estimated quantities only for the purpose of comparing bids. Any difference between these estimated quantities and actual quantities required for construction shall not be taken as a basis for claims by the Contractor for extra compensation.
