These regions being: Scotland, North East England, North West England, Midlands, London and South East, East England, South West England. Contracts shall be awarded on a regional and national basis depending on the outcome of the tender responses and evaluations. The suppliers will be required to provide a customer focused service, and demonstrate a commitment to providing an effective service and support. This must provide measurable Value for Money to Sanctuary, and all our residents. The contract shall be open to Sanctuary Housing Association (SHA) and also all other associated companies within the Sanctuary Group, either now or in the future. Sanctuary Maintenance Contractors Ltd (SMCL) will be operating as the main client. NUTS code UK Information about a public contract, a framework agreement or a dynamic purchasing system (DPS) The notice involves the establishment of a framework agreement Information on framework agreement Framework agreement with several operators maximum number of participants to the framework agreement envisaged: 50 Duration of the framework agreement Duration in months: 48 Justification for a framework agreement, the duration of which exceeds four years: Framework will be for a period of 36 months with option to extend for a further 12 months based on supplier performance against KPIs. Sanctuary aspires to be a market leader in terms of quality, innovation and performance. Established in 1969, the organisation has grown into a successful provider of housing and associated services, and now manages over units of accommodation throughout England and Scotland, including general rented, sheltered, supported accommodation, student and key worker accommodation and care homes. Sanctuary is seeking expressions of interest from experienced suppliers for the undertaking of this exciting opportunity for our reinvestment and capital works framework consisting of (e.g. supply & installation of doors/windows, installation of kitchen and bathrooms, roofing, drainage, foundations, minor painting, heating, & clearance, glazing, plumbing and specialist treatment), On a regional and national basis. Suppliers shall have the opportunity to submit Tenders based your organisations area of expertise. This tender offers Suppliers the opportunity to shape a flexible, cost-effective, efficient service, whilst offering the opportunity to grow and develop as a Supplier to Sanctuary. Suppliers shall be required to offer a customer focused service, S119 2/11

3 3/11 II.1.6) II.1.7) II.1.8) II.1.9) II.2) II.2.1) with a commitment to providing both an efficient, innovative and cost effective reinvestment and capital works service solution that provides demonstrable Value for Money throughout the life of the Contract. Sanctuary reserves the right to withdraw from the Procurement Process at any time, without any costs to Sanctuary, and without awarding any contracts. Suppliers are to be responsible for any costs and expenses which may be incurred as a result of participating in this Procurement Process. Interested Suppliers shall be able to demonstrate the relevant knowledge and particular skills required to deliver the service / services described. NOTE: - The volume of works generated under this framework cannot be guaranteed due to the varying nature of the portfolio of properties managed by Sanctuary and Suppliers also need to be aware that Sanctuary has its percentage of our work. Key elements of this framework are as follows: 1) Suppliers can express an interest in either National supply or for specific regions and for all or one/multiple disciplines. All suppliers must have the skills, experience to meet the requirements, potentially tight deadlines and restrictions at varied locations. 2) Accomplish Value for Money, with consistent price commitment offering improved service. Suppliers will be expected to make the process as cost effective as possible, driving out unnecessary costs from the process. 3) It is expected that the prices be fixed for a period of 2 years, and thereafter reviewed in line with CPI. 4) Suppliers will be pricing against NHF v6.1 documents for reinvestment and capital works. 5) A key element of this framework is the opportunities for Employment and Training. Sanctuary aims to deliver a range of projects and initiatives that shall assist in improving both skills and quality of life by providing employment and enterprise opportunities, all of which encourage independence and lead to thriving communities. As such, part of the Tender process requires the Supplier(s) to evidence their experience in this area, and to illustrate how that experience can be built upon to offer the opportunities which Sanctuary anticipates shall be created. 6) Suppliers must adhere to Sanctuary's Equality and Diversity policy, and that all suppliers have an environmental policy in place, in line with Sanctuary's aim to think sustainably and to limit our impact on the environment. Legal form to be taken by the group of economic operators to whom the contract is to be awarded: Other particular conditions The performance of the contract is subject to particular conditions: yes Description of particular conditions: The Supplier(s) will need to be able to meet the requirements in the PQQ and the service levels defined within the ITT in terms of level of quality, response times, specification, and range of services needed. The Supplier is expected to meet several Key Performance Indicators (KPIs) at regular intervals to assist in the continuous improvement of the service. Service Providers are expected to work within all current and future legislation and regulations, where applicable. Conditions for participation Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers Information and formalities necessary for evaluating if the requirements are met: Any supplier may be disqualified who: (a) is bankrupt or is being wound up, where his affairs are being administered by the court, where he has entered into an arrangement with creditors, where he has suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations; (b) is the subject of proceedings for a declaration of bankruptcy, for an order compulsory winding up the administration by the court or of an arrangement with creditors or of any other similar proceedings under national laws and regulations; (c) has been convicted by a judgment which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning his professional conduct; (d) has been guilty of grave professional misconduct proven by any means which the contract authorities can demonstrate; (e) has not fulfilled obligations relating to the payment of social security contributions in accordance with the legal provisions of the country in which he is established or with those of the country of the contracting authority; (f) has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which he is established or with those of the country of the contracting authority; (g) is guilty of serious misrepresentation in supplying the information required under this Section or has not supplied such information; (h) has been the subject of a conviction for participation in a criminal organization, as defined in Article 2(1) of Council Joint Action 98/733/JHA; (i) has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of and Article 3(1) of Council Joint Action 98/742/JHA3 respectively; (j)has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities; (k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/ EEC of on prevention of the use of the financial system for the purpose of money laundering. The PQQ shall be assessed against a scoring matrix, under which the highest scoring Respondents shall be invited to Tender (ITT). Prices and service levels will be fixed. Sanctuary does not guarantee or imply any level of business as a result of an organisation being awarded an agreement under the framework. As a pre-requisite to the Tender process you will first need to complete an on-line pre-qualification questionnaire (PQQ). (Note please follow the wizard tool within Due North first, otherwise you may not see the PQQ). Any successful suppliers at the PQQ stage will then be chosen to receive an Invitation to Tender (ITT) document.
