'~ Federal Energy Regulatory Commission -Office of Energy Projects.,,.! : ( ' ~ PRE-FLNG REVEW for the ELBA LQUEFACTON AND EEC EXPANSON PROJECTS Docket No. PF The Project: Elba Liquefaction and EEC Expansion Projects Southern LNG Company, LLC (SLNG); Elba Express Company, LLC (EEC); and Elba Liquefaction Company, LLC (ELC, collectively referred to as "Companies") have announced their intention to modify their Elba LNG Term inal and increase compression facilities along the EEC pipeline in Georgia. The work will involve two separate but related projects: 1) Elba Liquefaction Project and 2) EEC Expansion Project. The Elba Liquefaction Project involves modifications to the existing Elba Liquefied Natural Gas (LNG) Terminal in Chatham County, near Savannah, Georgia. Proposed modifications to the facility would occur in two phases, and would permit the liquefaction and export of up to 2.5 million tons per year of natural gas. ts bidirectional capability will permit SLNG to load LNG onto LNG carriers for export, or import LNG and regasify it to send into the domestic pipeline system. The Process: A "Pre-Filing" Environmental Review has Begun The FERC is the lead federal agency responsible for conducting the environmental review of interstate natural gas infrastructure projects in compliance with the National Environmental Policy Act. As part of this process, the FERC will prepare a detailed environmental analysis for the Elba Liquefaction and EEC Expansion Projects. The FERC will use the analysis to consider the environmental impact that could result if it issues Companies a Certificate of Public Convenience and Necessity under section 7 of the Natural Gas Act. The Elba Liquefaction and EEC Expansion Projects are in the preliminary planning phase-the precise details have not yet been finalized and a formal application has not been filed with the FERC. However, the FERC has initiated a prefiling, or pre-application, environmental review process for the Elba Liquefaction and EEC Expansion Projects to allow early involvement by citizens, governmental entities, and other interested parties. The purpose of the pre-filing process is to encourage involvement by interested stakeholders in a manner that allows for the early identification and resolution of environmental issues. During the pre-filing process, the FERC staff will notify affected landowners, citizen groups, governmental The EEC Expansion Project would involve installation of up to 16,000 horsepower of compression at the existing Hartwell Compressor Station in Hart County, Georgia, and construction of a new 11,000-horsepower compressor station and up to about 1,000 feet of interconnecting pipeline in Jefferson County, Georgia. Companies plan for both projects to be in-service by The Federal Energy Regulatory Commission (FERC or Commission) is the federal agency charged by Congress with determining whether natural gas infrastructure projects, such as the Elba Liquefaction and EEC Expansion Projects, are in the public convenience and necessity. The information below explains the FERC's environmental review process for the proposed projects and how you can get involved early in that process. entities, and other interested parties of the Elba Liquefaction and EEC Expansion Projects and will request comments from them. You can make a difference by providing the FERC with your specific comments or concerns about the projects during the pre-filing process. On March 12, 13, and 14, 2013, the FERC staff will participate in public open houses sponsored by Companies in Chatham, Jefferson, and Hart Counties, Georgia, to explain the environmental review process to interested stakeholders. Shortly after the open houses, the FERC staff intends to issue a Notice of ntent (NO) to prepare an environmental document for the Elba Liquefaction and EEC Expansion Projects. The notice will be sent to affected landowners, jurisdictional agencies, governmental entities, Native American tribes, citizen groups, local libraries and newspapers, and other interested parties. The NO will also be published in the Federal Register. The notice will provide a description of the proposed Elba Liquefaction and EEC Expansion Projects, discuss the environmental issues identified to date, and request written comments or
2 l concerns about the projects. f the FERC staff determines that public scoping meetings are necessary, the dates, times, and locations of the meetings will also be included in the notice. Additionally, any FERC sponsored scoping Your nput s Valued Early involvement by you and others will help the FERC staff evaluate the Elba Liquefaction and EEC Expansion Projects' potential impact on the environment. Please help this process work by providing the FERC with written comments and concerns about the potential environmental impact of the projects.
