2 Rationale The objective of the SDMP is to help create responsible, self-reliant and resource-based communities capable of developing, implementing and managing community development programs, projects and activities in a manner consistent with the principles of people empowerment and sustainable development.
3 Legal Bases Chapter X of RA 7942 is on the Development of Mining Communities, Sciences and Mining Technology. Section 134, Chapter XIV of DENR AO No , states that the Contractor/Permit Holder/Lessee shall assist in the development of the host and neighboring communities to promote the general welfare of the inhabitants living therein. A minimum of one and a half percent (1.5%) of the Operating Costs shall be allotted annually for the development of mining community, mining technology and geosciences.
4 Guiding Principle: People empowerment The Chamber of Mines of the Philippines. Coordination and partnership Community service and volunteerism; Community participation through consultation and active involvement in all stages of the program from planning to monitoring; Encourage the full use of indigenous resources; Create self-sustaining income generating activities; Programs and projects must stem directly from the people; A helping process; Use indigenized community organization methods; Filipino first.
5 Goal: The upliftment of the quality of life of the people towards the end of mine life and even long after the mining company ceased operation.
6 SDMP Formulation and Framework Social Impact Assessment (SIA) Participatory Rapid Appraisal (PRA) SDMP Formulation and Development Source of Fund for SDMP Credited Activities or Expenditures SDMP Management Designation of Community Relations Officer Role of the Local Government Units The Chamber of Mines of the Philippines.

8 Source of Fund for SDMP A minimum of 1.5% of the Operating Costs shall be allotted annually for SDMP, and apportioned as follows: 1.125% (75% of 1.5%) for SDMP implementation; 0.150% (10% of 1.50%) for implementation of the Development of Mining Technology and Geosciences Program, and 0.225% (15% of 1.50%) for the implementation of Information, Education and Communication Program.
9 Credited Activities or Expenditures The Chamber of Mines of the Philippines. A. Development of the Host and Neighboring Communities 1.125% (75% of 1.5%) of SDMP Budget: Human Resource Development and Institution Building; Enterprise Development and Networking; Assistance to Infrastructure Development and Support Services; Access to Education and Educational Support Programs; Access to Health Services, Health Facilities and Health Professionals; Protection and Respect of Socio- Cultural Values;

Development of Mining Technology and Geosciences 0.150% (10% of 1.50%) of SDMP Budget: Research on mining technology, geosciences, and related subjects; Advanced studies related to mining; Scholarships, fellowships and training for dissertations on mining technology/ geosciences; and Equipment and capital outlay as assistance for research and/ or educational institutions.
11 C. Public Awareness and Education on Mining Technology and Geosciences: Information and publicity centers; Publication of IEC materials; Public awareness and education campaigns; and Institutionalization of public awareness on mining technology and geosciences.
12 Community Project Management The Chamber of Mines of the Philippines. a. Planning. Plan and identify priority PPAs (i) in partnership with and in consultation with the communities; (ii) based on the SIA/PRA results and (iii) harmonized with the Barangay Development Plans. b. Scheduling. PPAs must have a definite period and be based on the 5-year SDMP. However, a specific program or project can exceed or go beyond the expected project duration subject to the completion of the activities comprising the program/project. c. Monitoring, Control and Evaluation. Monthly internal monitoring of the Annual SDMP (ASDMP).
13 Designation of a Community Relations Officer (CRO) The CRO represents the company in dealing with the host and neighboring communities and directly addresses communities' concerns. The CRO acts as: Facilitator Trainor Advocate Researcher Planner Catalyst
14 Role of the Local Government Units (LGUs) The Chamber of Mines of the Philippines. Participation in the survey of identifying the gaps and needs, problems and opportunities; Formulation and development of PPAs to be undertaken by the host and neighboring communities; Implementation of the identified PPAs; and Participation in the internal monitoring and re-evaluation of the PPAs being implemented around the host and neighboring communities.
15 Procedural flow for SDMP Approval Contractor submits at least 3 copies of SDMP to MGB-RO MGB-RO evaluates the SDMP document submitted OK NOT OK MGB-RO prepares evaluation report Additional Information/ requirements needed Certificate of Approval Contractor submits AI/R as requested within 10 days
