B. Project Objectives The overall Project Development Objective is to improve mobility in the city of Cusco. This objective will be achieved by: (i) strengthening the capacity of the provincial government to manage public transportation, traffic regulations, mobility in the Historical Center, and management of the urban road network asset; and (ii) support the construction of four lanes of the East- West Expressway (Via Expresa). C. Project Description

2 The Cusco Transport Improvement Project would achieve the above mentioned objective though the implementation of two components: Component 1: Road and Transport Improvement of the City of Cusco. This component includes technical assistance to the relevant units in the regional and provincial governments for strengthening their capacity in: (i) the preparation and management of public transport and traffic regulation plans, including delimitation of parking zones and road safety interventions, (ii) management of mobility in the historical center through the establishment of pedestrian zones, (iii) the creation of environmentally friendly pedestrian and biking paths circuits in peri-urban areas,(iv) the preparation of a road network maintenance management plan based on results, and (v) providing technical advice on matters related to transport infrastructure works in the greater metropolitan area of the city. Component 2: Improvement of Cusco s Expressway. This component will finance the completion of the Cusco Expressway, which comprises about 5.7 km of a divided roadway, bridges, drainage, storm water channels, urban pedestrian infrastructure, landscaping treatment, and two main overpasses --the Libertadores oval and the intersection node which connects with Cusco s Bypass Road. The Expressway cross-section has four local access lanes and four rapid access lanes for a total width of 50 meters. At the present time, the four local access lanes of the Expressway are completed. D. Project location and salient physical characteristics relevant to the safeguard analysis (if known) The proposed Project is located in the city of Cusco. It is a UNESCO World Heritage Site, and presents a number of pre-inca and Inca archeological sites, as well as more recent colonial constructions. It is traversed by the Huatanay River, a highly polluted river. The Expressway, which will be financed by the project, already has completed portions and others are under construction. The right of way (RoW) for the complete road already exists. However, some areas have not been acquired yet. In addition, some dirt sections are currently being used by informal merchants, and others consist of areas with limited vegetation that have been significantly impacted by man, mostly open and unused, and areas that have accumulated construction debris and waste. Within the RoW, there are no significant or important natural habitats, forests, or environmental protected areas. Depending on the final designs, some portions of the Expressway or the junction connecting the Expressway and the Bypass Road might require some construction near or around the Huatanay River. A number of consultations around the expressway, focused mainly on technical issues, have been taking place during 2012 (on January 16, April 17, 18 and 26, May 2 and 3, November 29, December 20, with 33 participants on the first consultation, 23 on the second, 12, 16, 14, 7, 25 and 15 in the subsequent meetings). A variety of actors have been involved throughout the consultations, including the Municipal Districts, Regional Government, Ministry of Finance, General Directorate of Investment Policies (DGPI), and several other public and private institutions. A technical coordination group has been established, and has met periodically to review progress and next steps. Feedback received mentioned the need of appropriate rain drainage infrastructure, adequate articulation with adjacent roads, and quick identification of affected population. A consulting firm has been hired to prepare the road designs, environmental and social impact assessments, and a dedicated communications plan. The first draft of this plan has been presented to COPESCO, and is currently under review. This plan will set forth the consultation strategy throughout the preparation and implementation of the project. Therefore, wide consultation and outreach with direct

3 beneficiaries, as well as persons who could be adversely affected by the project, is expected to begin as soon as the plan is approved. E. Borrowers Institutional Capacity for Safeguard Policies The agency in charge of the implementation of safeguard policies will be PER Plan COPESCO, the Regional Government of Cusco s implementing agency for tourism-related infrastructure, which has existed for over 40 years. PER Plan COPESCO was partially in charge of the execution of the Bankfinanced Vilcanota Valley Rehabilitation and Management Project, and is the Executing Agency for current preparation of the Cusco Regional Development Project. The agency has benefited from training and hands-on experience on safeguards aspects under these two projects. During the engagement with the Bank, COPESCO has created and trained a dedicated team of qualified safeguards specialists, who have been maintained over time and are currently working in close collaboration with Bank safeguards staff and consultants. This team has adequate knowledge and understanding of Bank safeguard policies and requirements, and has demonstrated satisfactory performance. All issues related to safeguards management, such as preparation of studies and instruments, consultations, supervision and follow-up, will be handled by COPESCO, by formal delegation from the Regional Government. The Bank s preparation team will evaluate COPESCO s installed capacity to cover the volume of work generated by the implementation of both the Cusco Regional Development Project and the Cusco Transport Improvement Project, and determine if there is a need to enhance current capacity amongst the designated staff in charge of environmental and social aspects. The Bank s findings will be discussed with the borrower. Other entities, such as the Provincial and the Municipal Governments, have their own environmental and social specialists with experience on road projects. Although all safeguard responsibilities fall within COPESCO, the establishment of alliances with those experts will be sought during preparation to strengthen oversight capacity, building on the already created technical coordination group mentioned above. F. Environmental and Social Safeguards Specialists on the Team Jose Vicente Zevallos (LCSSO) Daniel Mira-Salama (LCSEN) II. SAFEGUARD POLICIES THAT MIGHT APPLY Safeguard Policies Triggered? Explanation (Optional) Environmental Assessment OP/ BP 4.01 Yes The project triggers OP 4.01 on Environmental Assessment due to its potential adverse environmental and social impacts. The Expressway is expected to have the typical negative impacts associated with standard road construction practices within an urban environment. An Environmental and Social Impact Assessment (ESIA) will be conducted and disclosed before appraisal, including appropriate, wide consultations, and the corresponding Environmental and Social Management Plan (ESMP). As part of the ESIA, an assessment of potential cumulative impacts

4 resulting from the completion of the expressway will be conducted, and appropriate mitigation measures will be identified. Due diligence by the team on the environmental assessments conducted to date for the planned Cusco By- Pass Road (a different road planned by the Government and not part of this project) will be done, and recommendations for enhancements will be issued if needed. Although Component 1 will not be subjected to an ESIA, the Bank team will ensure that the terms of reference prepared for plan improvements, studies and capacity building include provisions to reduce potential environmental and social impacts, and to enhance opportunities. Under this Component, during preparation, the Bank team will discuss with the Borrower the possibility of including activities specifically aimed at strengthening the in-house environmental and social management capacity of local and regional transport agencies. Natural Habitats OP/BP 4.04 TBD No Project components are expected to directly or indirectly cause any significant conversion of or loss to any existing natural habitats. Moreover, the project does not involve any works within areas of significant or important natural habitats, forests, or environmental protected areas. The construction of the Expressway is within an urban environment, and specifically a right-of-way area that has been highly impacted by man. However, depending on the final designs, there might be some construction required in or around the Huatanay River, in which case good practices on river bed works and appropriate road drainage will have to be applied. Forests OP/BP 4.36 No The project will not have any impact on forested areas. Pest Management OP 4.09 No No utilization, promotion, or acquisition of pesticides is foreseen during road construction under the project. Physical Cultural Resources OP/ BP 4.11 Yes This policy is triggered because the project is implemented in a city declared World Heritage Site by UNESCO. However, project activities are not expected to have any direct impact on

5 physical cultural resources (PCR), and will entail positive indirect impacts on them given the improved transportation and less congestion within the city of Cusco. The Expressway does not go through or near any known PCR; however, the ESMP described under OP/BP 4.01 will include clear steps in case of chance findings, as dictated by the Ministerio de Cultura of Peru. Activities in Component 1, which provide technical assistance for improved circulation and better public transportation and maintenance programs within the city, will have to comply with best practices on PCR management and follow Bank guidelines, and terms of reference will include appropriate consideration for physical cultural resources management. The Cusco Region and COPESCO have a tradition of working within these environments, and close coordination with and oversight by the Ministry of Culture is maintained. Indigenous Peoples OP/BP 4.10 No The project will not impact communities of Indigenous Peoples as characterized by OP The project will benefit the urban population of Cusco, including persons of indigenous descent who have migrated from rural areas. For this reason, the Bank team will require COPESCO to conduct consultations in a culturally appropriate manner, so that the project is planned and implemented taking into account the views and concerns of individuals of indigenous descent. Involuntary Resettlement OP/BP 4.12 Yes The project triggers OP 4.12 on Involuntary Resettlement because the construction of the Expressway will require some land acquisition and will affect some informal activities within the existing RoW. Also, while the Bank will not finance the Bypass Road or Vía de Evitamiento, the policy will also apply to this road (starting from the interchange that will connect the Expressway with the Bypass Road), given that the activities to be carried out to improve this segment of the Bypass Road will require involuntary resettlement and will be: (i) directly and significantly related to the construction of the Expressway; (ii) necessary

6 III. to achieve the objectives of the Expressway; and (iii) carried out contemporaneously with the construction of the Expressway. A census of the population displaced by the Expressway and the Bypass Road will be carried out as part of the preparation of the Resettlement Plan, which will cover both roads. The preliminary information collected by Bank staff during field visits suggest that there will only be a few resettlement cases and that most of the displacement will occur as a result of the construction of the interchange connecting the Expressway and the Bypass Road. The Regional Government s decision to connect these two roads avoided the resettlement that would have occurred if another section of the Expressway had been improved, as was originally planned. Safety of Dams OP/BP 4.37 No The Project will neither support the construction or rehabilitation of dams nor will it support other investments which rely on the services of existing dams. Projects on International Waterways OP/BP 7.50 Projects in Disputed Areas OP/BP 7.60 No No SAFEGUARD PREPARATION PLAN The Project will not finance activities involving the use or potential pollution of international waterways.
