2 JOB PURPOSE: To provide high quality and comprehensive financial support and guidance to London and overseas budget holders and other stakeholders, promoting sound budget management and ensuring financial resources are allocated in the most effective way possible. DEPARTMENT PURPOSE: The Finance department of the International Secretariat (IS) is accountable for 242m of annual global funds raised for human rights work across the world and is split across 3 teams to fulfil its purpose: 1) Management Accounting and Procurement Responsible for financial monitoring and analysis of the Programmes of work undertaken by IS offices across the world, leading the annual budgeting and quarterly forecast processes, and providing financial support to the Global Transition Project. The team incorporates Procurement and Contracts activities, ensuring contractual compliance and optimum value for money is achieved for Amnesty. 2) International Finance Responsible for the consolidated financial information of the wider IS movement including its 70 global partners, and ensure effective planning, control and monitoring of global income and review of global resource allocation 3) Central Finance Responsible for the financial accounting, processing, governance, treasury and statutory reporting of the IS The IS Finance team exists to ensure accountability of the funds donated or granted to Amnesty, from effective resource allocation, to reporting to donors on project spend, to assisting in global income growth. The IS Finance team is predominantly based in London, but we have colleagues in many offices around the world. Globally, the IS Finance team has a responsibility to help maximise the effectiveness of our funding to further the cause of improving global human rights. AIIS PURPOSE: Our aim is simple: to bring the world closer to a place where human rights are enjoyed by all. 3 Posts that this job manages: None Other key relationships: Senior Directors, Programme Directors and other Managers, International Finance team, Central Finance team, Overseas and Global IS offices Useful information: May involve some overseas travel and working outside of normal 35 hour working week Location: International Secretariat, London MAIN RESPONSIBILITIES: Support a range of Programme budget holders through providing support and guidance with budget planning, budget management and financial forecasting Build relationships and engage budget holders to allow open communication and ensure Finance are aware of the financial impact of management decisions Support effective financial decision making through preparation of monthly IS Management Accounts and Finance Reports for Programmes, and overseas offices. Lead ongoing review and redesign of financial reporting to ensure reports are fit for purpose and effectively support analysis and decision making. Organise, plan for and lead monthly meetings with Budget Holders & Senior Directors, understand variances to budget, resultant impact on project delivery, and supporting and improving ongoing forecasting. Lead budget holders through the quarterly forecast process: design and lead training; develop templates; assist with preparation of forecasts; critically analyse results and challenge unexpected variances to budget Support the Senior Management Accountant & Programme Budget holders in planning for, and carrying out the annual budgeting & planning process. Design and lead training, develop budget templates, carry out analysis and produce budget information packs for Senior Director review Develop and lead training for budget holders situated in new overseas offices, tailoring management accounting support to the needs of a new, global organisation. Design programmes of work to ensure compliance with internal policies, ensuring the IS continues to achieve value for money in new distributed model. Act as Finance partner on a range of organisation-wide change projects, ensuring affordability, tracking against budget, and reporting of project spend to key stakeholders. Produce a range of value added analysis covering subjects such as supplier spend analysis and project spend analysis, supporting optimal allocation of resources across the IS Challenge, review and improve existing finance processes and reports, seek new and better ways of supporting a changing and growing organisation, and take these forward with the support of the Senior Management
4 Accountant and Analyst. WHAT DOES SUCCESS LOOK LIKE IN THIS JOB? Accurate, timely & useful financial information is presented to Senior Management & budget holders for effective decision making IS Budget holders in all geographical locations are financially aware, accountable and responsible, and feel supported by their Finance business partner Communications from the Finance team are clear, concise, and understandable for budget holders, and queries are dealt with in a timely manner Analytical skills are employed to interrogate financial information and trends, and budget holders are asked relevant and insightful questions about their financial results Finance processes are challenged, improved or streamlined, with specific attention paid to reporting requirements and the needs or queries of other teams within Finance. Large cross-function projects are supported by Finance, with variances against approved budgets challenged and reported to key stakeholders included Senior Management SKILLS AND EXPERIENCE: Qualifications ACA or CIMA qualified Degree 2:2 or above Work Experience Management reporting, i.e. producing quality management accounts to strict deadlines Experience in preparing and monitoring budgets, and ability to identify budget problems and to solve them Financial analysis e.g. Excel modeling and pivot tables Project management i.e. dealing with conflicting priorities and managing parallel running processes Systems experience o Intermediate/advanced Excel (essential) o Sun, Vision (preferred) o Basic VBA (preferred) Personal skills
