1 Feed the Future Monitoring System 2011 USAID Guidance Feed the Future is the United States Government's global hunger and food security initiative. It supports countrydriven approaches to address the root causes of hunger and poverty and forge long-term solutions to chronic food insecurity and under-nutrition. Drawing upon resources and expertise of agencies across the U.S. Government, this Presidential Initiative is helping countries transform their own agricultural sectors to grow enough food sustainably to feed their people. 1 December 2011

2 BACKGROUND The Feed the Future Monitoring System (FTFMS) is an interagency monitoring system designed to collect and store budget and performance information for USG agencies reporting on FTF activities. For USAID, the FTFMS will collect and store information for all FTF missions categorized as either a focus or aligned mission. Data will be collected for all implementing mechanisms (IMs) receiving Feed the Future (FTF) funding under a focus or aligned mission as well as at a mission level for those indicators that track results at a national level or population level in FTF Zones of Influence. USAID will be the first agency to enter information into the system. Missions are responsible for coordinating indicator data entry for implementing mechanisms. Indicators relying on population-based surveys (PBS) of FTF Zones of Influence will be collected and entered by either the centrally-funded FEEDBACK or a mission-procured M&E contractor. FEEDBACK will also enter data for two FTF standard indicators: Ease of Doing Business Rank and Average Number of Days Required to Trade Goods across Borders. The FTFMS will go live in early December Users will be provided with a link to the FTFMS website, user name, and password. The system will be open from the launch date until January 25 th for the 2011 FTFMS reporting period. Why the FTFMS? The FTFMS complements the operating unit-level performance information reported in the PPR. It includes other USG agencies contributing to FTF, and data is collected at the implementing mechanism level. FTFMS budget and indicator data will also inform the FTF Annual Report. The system s search and reporting functions (still in development) will be a valuable management tool for the Bureau for Food Security and Missions. The FTFMS will allow BFS to respond quickly to information requests from stakeholders (Congress, OMB, press, NGOs) without having to place additional and ad hoc reporting burdens on Mission staff. Link to FACTSInfo: The FTFMS imports all budget information and narratives that each mission/operating unit provided in their operational plans via a permanent link with FACTSInfo the USAID and Department of State budget and performance system. The FEEDBACK contractor will have access to the system as needed to enter data for population-based survey indicators in the FTF zone of influence and for other standard FTF indicators for which it may be responsible. Data Collection and Approval: Each Mission is free to determine who enters and approves FTFMS implementing mechanism data. Data can be entered by implementing partners directly, by M&E contractors, or by Contract/Agreement Officer Technical Representatives (COTRs/AOTRs). Regardless of who enters data, only mission staff will be able to approve implementing mechanism data submissions. Data that have not been approved by a Mission are not visible to anyone in Washington except the system administrator. 2

Access, Training, and Support Each user will be provided with a user name, password and link to the system. The current user list was collected at the regional FTF M&E workshops and through follow-up communication with the FTFMS POC at each Mission. Please contact us at FTFMS_Support@usaid.gov if you were not provided with a user name. The FTFMS is a web-based program that can be accessed at any computer with an internet connection running at least Windows XP and Internet Explorer 8. Software installation is not required. A webinar on December 1 from 8-10am EST will review this guidance and other questions about the FTFMS. You can register for the event here if you did not receive an invitation. The event will also be archived on Agrilinks.org for viewing at a later date. The event page will also contain links to a PowerPoint presentation, FAQ document, screenshots, and a user guide. Food for Peace and USDA Food for Peace: Food for Peace programs are considered part of FTF and will be reported in the FTFMS. All FFP reporting will be compiled by DCHA/FFP and provided to the Bureau for Food Security. USDA 632b Agreements: USDA will report data to the USAID Agreement Manager and he/she is responsible for entering project data into the FTFMS. 3

4 II. Configuration and Data Entry The FTFMS has detailed instructions on every screen that will help you navigate the system. The following are the main tasks that must be completed: 1. Confirm Implementing Mechanism Information (mission staff): In most cases, implementing mechanisms will already be loaded into the system. Due to changes that may have taken place since the operational plans were last updated, users also have the option to add and edit implementing mechanism information. 2. Assign FTF Indicators (mission staff): Mission staff must assign FTF indicators to each implementing mechanism as appropriate. Please see the list of FTF indicators at the end of this document to view required indicators. Eight FTF indicators are required for FTF Focus Countries (Annex 1). Twenty-one are required if applicable for FTF Focus and Aligned countries (Annex 2). Please consider using the other FTF indicators (Annex 3) before creating custom indicators. The FTFMS does not accept custom indicators. 3. Select Commodities (mission staff): Each selected indicator will have any required disaggregates listed in red. If commodities are required, add commodity will appear below the indicator. The list of commodities is intended to be exhaustive and users cannot add new commodities. Please contact the system administrator if you believe a commodity needs to be added to the system. 4. Enter Indicator Data (implementing partners or as assigned): Indicator data for IMs may be entered by implementing partners, Mission-funded M&E contractors, or Mission staff. In all cases, Mission staff will approve IM indicator data before it is visible to other FTFMS users. If indicator data for implementing mechanisms are being entered by implementing partners or Mission-funded M&E contractors, mission staff will be notified via once data has been entered. A comment box next to each indicator can be used to provide additional information that will be useful for writing the FTF Annual Report. FY2011 results: The FTFMS only includes the 57 current FTF indicators. FY2011 results for indicators that are similar to current FTF indicators must be reported. Dropped or custom indicators used to track FY2011 results do not need to be reported. Please contact us if you are unsure about whether or not results should be reported for a given indicator. Baseline value: Use results from FY2010 if an ongoing project. Baseline will be zero for new projects except for certain indicators (see handbook). Targets for FY2012, 13, and 14: The system will provide two columns for FY2012 targets: PPR and Updated. -- Please enter data in the PPR column as you reported it into the PPR. Use the Updated column if you believe the target has shifted since the PPR deadline. Targets for FY2013 and 2014 can be changed next year. National and Population-Based Survey Indicators Population-based survey (PBS) indicators will be entered by the centrally-funded FEEDBACK mechanism for the following Focus Countries: Cambodia, Malawi, Mali, Mozambique, Rwanda, Senegal, Tajikistan, Uganda, and Zambia. PBS indicators are collected by Mission-funded M&E contractors for other Focus Countries. The following national-level indicators should be collected and entered by the appropriate Mission, M&E contractor, or implementing partner staff: Percent Change in Agricultural GDP, Percent of National Budget Invested in Agriculture, Percent of National Budget Invested in Nutrition 4

Enter Narratives (varies): Narratives include the PPR FTF Key Issue Performance narrative, performance narratives for each IM, and indicator deviation narratives for indicators more than 10% above or below target. Space is also provided to upload success stories or any other relevant narrative. The PPR FTF Key Issue Performance narrative is at the OU level and is the very same narrative required for the PPR. Please upload a Microsoft Word document under the Performance Narrative tab on the Enter/View Narrative Information screen. Performance narratives for each IM should put the quantitative data in context and be at least two paragraphs in length. Click the deviation narrative button next to each indicator to enter a brief deviation narrative. 6. Generate Data Entry Status Report (all users): This screen helps you keep track of the data you have entered. Follow the on-screen instructions to view data entry status. The Status tab will indicate the stage of data entry for each implementing mechanism (IP data entry, mission verification, round closed). The Implementing Mechanism/Project tab will indicate if data has been entered. 7. Update Budget Data (mission staff): Planned FY 2011 obligations of appropriated resources for each implementing mechanism, by account, have been imported from each Mission s Operational Plan via FACTSInfo. Please add actual FY 2011 obligated amounts for each implementing mechanism/project in the Update/View Budget Data screen. OP budget data will not be available for implementing mechanisms that were added manually. FTF Attributions FTFMS ties budget obligations with project performance to the extent possible. Missions/Operating Units must report results for all activities funded through Feed the Future allocations, including buy-ins to Washingtonmanaged mechanisms and activities that pool donor funding. As a general rule, project-level results should be attributed in proportion to the amount of FTF funding obligated. For example, a project that is 70% FTF funded, 30% funded through global climate change initiative funds and supported 100 individuals in long-term training, in FY 2011 would attribute 70% of results (i.e. 70 individuals trained) to Feed the Future funding and reported in the FTFMS. For project-level indicators that repot on activities that pool donor funding, the results reported to USAID should be in proportion to the percent of USAID funding of the activity similar to the above example. Only in instances of 653(a) transfers will reporting not be tied to funding. For the higher-level, population-level indicators, such as prevalence of poverty and underweight in the FTF Zone of Influence, the full result/change is reported and considered to be attributable, in part, to USAID because of our essential contribution to host country, whole-of-government, and multi-donor coordinated efforts. 5

6 Annex 1: List of Required Indicators Feed the Future has 57 indicators 1, of which 8 are considered applicable to, and thus required, for all FTF-funded activities in the 19 FTF focus countries. 2 The eighth required indicator - the Women s Empowerment in Agriculture Index - is to be determined.
