1 City of Daly City Community Update Measures BB, VV and UU Voter Information Fall 2018

2 Measures BB, VV and UU on the November Ballot On July 23, 2018, the Daly City City Council unanimously placed Measures BB, VV and UU on the November 6, 2018 ballot for voters to consider. If approved by voters, Measures BB, VV and UU would provide local funds for Daly City s public safety, 911 emergency response and maintains the City s long-term fiscal stability.

3 Measure BB- Business License Tax Ballot Question Daly City Public Safety/Vital City Services Protection Measure. To maintain police/fire protection, paramedics, 911 emergency response, address homelessness; clean/repair streets/and public areas; retain and attract jobs/businesses; maintain Daly City financial stability and other general services, shall an ordinance be adopted increasing the City s business license tax by up to 0.05%, with a minimum of $110 per business, providing $420,000 annually until ended by voters, requiring independent audits and oversight, with all funds only for Daly City? YES NO

4 Measure VV- Hotel Guest Tax Ballot Question Daly City Hotel Guest Tax/Local Services Protection Measure. To maintain senior, youth/afterschool, parks/recreation, library, disaster preparedness programs, school safety officers, rapid response to burglaries; address homelessness; improve traffic safety; maintain Daly City financial stability andother general services, shall an ordinance be adopted increasing the City s transient occupancy (hotel) tax by up to 3% paid by hotel/motel guests, providingapproximately $300,000 annually until ended by voters, requiring audits, with all funds only for Daly City? YES NO

5 Measure UU- Cannabis Business Tax Ballot Question Daly City Cannabis/Marijuana Business Tax Measure. Shall an ordinance be adopted by the City to establish up to a 10% tax on the gross receipts of all cannabis/marijuana businesses in Daly City if any cannabis/marijuana businesses are allowed In the city in the future, providing approximately $450,000 annually for general public services until ended by voters, requiring audits and oversight, with all funds only for Daly City? YES NO

6 What are Measures BB, VV and UU? Measures BB, VV & UU do NOT increase taxes for Daly City residents who are not hotel guests or business proprietors. Measure BB (BLT) is simply an update to the rate businesses pay for the right to do business in our City. Measure VV (TOT) will be paid only by guests (typically out-of-town visitors and tourists) when they stay at a hotel or motel in our City. Measures BB, VV & UU ensure that visitors and businesses pay their fair share for maintaining City streets, public safety, and other services.

7 Measure BB Business License Tax Background Information Type of Business Current Rate: After Measure BB: BUSINESSES WITH GROSS RECEIPTS UP TO $100,000 $100 $110 BUSINESSES WITH GROSS RECEIPTS OVER $100,000 $ /10% of gross receipts Example: Business with gross receipts of $1 million a year currently pays $1,000 $ /100% of gross receipts Example: Business with gross receipts of $1 million would pay $1,100 RENTAL/LEASING BUSINESSES (EXCLUDING TRANSIENT LODGING) ½% of gross receipts, but not less than $100 Example: Apartment building owner with gross receipts of $1 million a year currently pays $5, /100% of gross receipts, but not less than $110 Example: Apartment building owner with gross receipts of $1 million a year would pay $5,500.

8 Community Identified Priorities Maintain the City s long-term financial stability and require all funds be used locally Maintain 911 emergency response and improve police protection Keep streets and public areas safe and clean Maintain local fire protection and paramedic services

9 How do Measures BB, VV and UU help public safety? Daly City s Police and Fire Departments have seen a dramatic increase in calls for service in the past few years while the cost of providing services is increasing every year. Measures BB & VV will help maintain the City s level of police officers, firefighters and paramedics, ensuring the City is prepared for a natural disaster.

10 Measure BB, VV and UU Funds Stay Local Measure BB, VV and UU funds will remain local. Measure BB, VV and UU funds cannot be taken by Sacramento. Measure BB, VV and UU funds can only be used for and by the City of Daly City.

11 Financial Protections Measures BB, VV and UU require all funds are used locally. Measures BB, VV and UU require independent financial audits and and annual public review of expenditures to ensure funds are spent efficiently, effectively and as promised. Measure BB, VV and UU funds are protected by law from the state. No funds can be taken by Sacramento. Measures BB, VV and UU are not a tax on your home or property, but ensure that visitors and businesses pay their fair share for maintaining City streets, public safety, and other services.

12 Voter Information Measures BB, VV and UU are local Daly City measures on the November 6 election ballot. If passed, Measures BB and VV would provide local funds for Daly City s public safety and long-term fiscal stability. For the full text of Measures BB and VV visit Permanent Absentee Voters should receive their ballots the week of October 8th. If you did not receive yours, call Poll Voting will occur on Tuesday, November 6. Polling places are open from 7am-8pm. Vote-By-Mail Ballots can be dropped off at any Polling Place in San Mateo County on Election Day. Daly City City Hall is an official Vote-By-Mail ballot drop off location. Vote-By-Mail Ballots can be dropped off at City Hall during city business hours October 9 to November 5. 13 What else is on the November Ballot? In addition to Measures BB and VV, the Daly City City Council also placed Measure UU A cannabis business tax on the November ballot.
