1 CITY OF ELK GROVE CITY COUNCIL STAFF REPORT AGENDA ITEM NO AGENDA TITLE: Adopt resolution authorizing the City Manager to accept an appropriation from the California Office of Traffic Safety via the Sacramento District Attorney s Office to continue implementation of Before the Impact, a driving safety program, in an amount not-to-exceed $80,375 and increase the Police Department s revenue and expense budget by the actual amount received MEETING DATE: October 28, 2015 PREPARED BY: DEPARTMENT HEAD: Nicole York, Senior Management Analyst Robert Lehner, Chief of Police RECOMMENDED ACTION: Staff recommends that the City Council adopt a resolution authorizing the City Manager to: 1) accept an appropriation from the California Office of Traffic Safety via the Sacramento County District Attorney s Office to continue implementation of Before the Impact, a driving safety program in an amount not to exceed $80,375; and 2) increase the Police Department s revenue and expense budget by the actual amount received. BACKGROUND INFORMATION: In 2008, the City of Elk Grove partnered with the County of Sacramento to develop a community awareness program that focuses on traffic safety for high school teens. The program outlined efforts that would be made by the Sacramento County District Attorney s Office and the Elk Grove Police 1

2 Elk Grove City Council October 28, 2015 Page 2 of 2 Department to educate teens on the dangers of driving at excessive speeds for exposition or racing. Over the years, the program has adapted to the needs of the Elk Grove community and has educated teens and adults on other dangerous driving behaviors such as driving under the influence and distracted driving. Every month, families and friends are devastated by the results of car crashes involving excessive speed, alcohol, drugs, and being distracted by a cell phone - these crashes are 100% preventable. "Before the Impact" focuses on how lives are forever changed the moment someone makes the unfortunate decision to take a risk while behind the wheel of a car. The consequences to the passengers of these types of drivers are also addressed. Many times, a passenger s injuries are greater than that of the driver. During a 90-minute presentation, middle and high school students in Elk Grove get a close-up look at what happens before and after a collision. This presentation includes dramatic photos, victim s clothing, and even the actual vehicle of a crash is brought in to show the devastation. Before the Impact is made possible by grant funding from the California Office of Traffic Safety via the Sacramento County District Attorney s Office. Funding includes an allocation for one full-time Elk Grove Community Services Officer (salary and benefits) who is responsible for delivering the program over a one year period. FISCAL IMPACT: An allocation of $80,375 is sufficient to cover the salary, benefits and other expenses related to one Elk Grove Community Service Officer administering this program. 3 ATTACHMENT 1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ELK GROVE AUTHORIZING THE CITY MANAGER TO ACCEPT AN APPROPRIATION FROM THE CALIFORNIA OFFICE OF TRAFFIC SAFETY VIA THE SACRAMENTO DISTRICT ATTORNEY S OFFICE TO CONTINUE IMPLEMENTATION OF BEFORE THE IMPACT, A DRIVING SAFETY PROGRAM, IN AN AMOUNT NOT-TO-EXCEED $80,375 AND INCREASE THE POLICE DEPARTMENT S REVENUE AND EXPENSE BUDGET BY THE ACTUAL AMOUNT RECEIVED WHEREAS, the California Office of Traffic Safety provides grant funding to encourage law enforcement agencies to work together on countywide efforts to discourage those who may engage in risky driving behaviors; and WHEREAS, the Sacramento District Attorney s Office received a grant from the California Office of Traffic Safety to provide community awareness and education that will reduce the number of fatalities related to teenage and adult drivers; and WHEREAS, the Sacramento District Attorney s Office has selected the Elk Grove Police Department as its partner agency to continue bringing driving safety education and awareness to teens and adults; and WHEREAS, the Elk Grove Police Department has agreed to continue its partnership with the Sacramento District Attorney s Office by offering a full-time Community Services Officer that will be responsible for delivering Before the Impact a driving safety education and awareness program for teens and adults. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Elk Grove hereby authorizes the City Manager to: 1) accept an appropriation from the California Office of Traffic Safety via the Sacramento District Attorney s Office to continue implementation of Before the Impact a driving safety program, in an amount not to exceed $80,375; and 2) increase the Police Department s revenue and expense budget by the actual amount received.
