1 INSTRUCTIONAL COMPREHENSIVE PROGRAM PLANNING AND REVIEW (CPPR) FOR 2018 Only to be completed by those programs scheduled for the year according to the institutional comprehensive planning cycle for instructional programs (i.e., every four years for CTE programs and five years for all other instructional programs), which is produced by the Office of Academic Affairs. Faculty should meet with their dean prior to beginning this process. Training is available to support faculty completing this work. Program mission The Cuesta College Legal Program consisting of the Paralegal Degree Program and the Legal Studies Degree Program reflects and promotes both the vocational education and transfer education missions of the College. The Paralegal Program Degrees (AA and CA) are primarily designed as vocational degrees. The Legal Studies Program Degrees (AA Business Emphasis and AA Social Science Emphasis) are primarily designed as transfer degrees. The Paralegal Degree Program is designed to provide students with the knowledge and skills needed to become a successful paralegal. The Cuesta College Paralegal Degree Program is designed to offer a comprehensive program where students will acquire paralegal skills that will prepare them for a variety of different career opportunities, including employment in law offices, government agencies, and businesses where paralegal skills are desirable. The Paralegal AA Degree could, however, be a transferable degree to a four-year college as well. AA Paralegal Program of Study CA Paralegal Program of Study The Legal Studies Degree Program seeks to introduce the student to the field of legal studies along with its connection to and influence over closely related areas in the social sciences and business. The Legal Studies Degree Program is designed primarily for students wishing to transfer into four-year college degree programs by satisfying lower division requirements for transfer to baccalaureate programs in business administration, business economics, business law, management, managerial economics, pre-law, law and society, legal studies, or political science programs. A legal studies degree is also an excellent first step for students considering law school or other post-baccalaureate programs in the social sciences or business. Significant changes/improvements since the last Program Review include: Since the last program review, the full-time faculty responsible for the Legal/Paralegal program went on medical leave starting in January 2017 and then retired from Cuesta College in December The number of elective units required for the Legal Studies Social Science Emphasis AA and the Legal Studies Business Emphasis AA was reduced from units to 6-8 units. The Total unit count for both degrees is now 18 to 20 units which parallels the interdisciplinary liberal arts degrees offered by Cuesta College. The Paralegal Program now includes BUS 218 (Business Law), PLGL 131 (Current Ethical Issues for Paralegals) and PLGL 208 (Estate Planning) to be offered in a Distance Education (DE) modality. As of Fall 2015 the Paralegal elective courses PLGL 206 (Business Organizations), and PLGL 207 (Family Law), and PLGL 209 (Technology in the Law Office) were approved and offered in a Distance Education (DE) modality. Starting in Fall 2017 PLGL 220 (Legal Research and Writing) and PLGL 209 (Technology in the Law Office were offered in a hybrid modality. This allowed students to meet every other week for face-2-face instruction and the ability to take two classes in one semester on one evening. We are in the process of creating an Area of Emphasis AAT in Law, Public Policy and Society with existing Cuesta College courses. This area of emphasis will allow students to acquire an AOE AAT that will transfer into a multitude of majors within the California State University system. D. Describe how the Program Review was conducted and who was involved - This program review is being completed by the Division Chair Michele McAustin, with help from fellow Business Education full-time faculty, Susan Iredale-Kline and with help from part-time instructors in the Paralegal program. II. PROGRAM SUPPORT OF DISTRICT S MISSION STATEMENT, INSTITUTIONAL GOALS, INSTITUTIONAL OBJECTIVES, AND/OR INSTITUTIONAL LEARNING OUTCOMES A. The Legal/Paralegal program addresses and helps to achieve the District s Mission Statement Cuesta College is an inclusive institution that inspires a diverse student population to achieve their educational goals. We effectively support students in their efforts to improve foundational skills, earn certificates or associate degrees, transfer to four-year institutions, and advance in the workforce. Through innovative and challenging learning opportunities, Cuesta College enhances lives by promoting cultural, intellectual, personal, and professional growth. We prepare students to become engaged citizens in our increasingly complex communities and world. by being an Inclusive institution, which the Legal/Paralegal program is uniquely suited to capture both the younger students, completing high school and also the re-entry student who is seeking a career change. The program offers courses, certificates and degrees that build foundational skills in the areas of Ethical Issues for Paralegals, Civil Procedures and Litigation, Estate Planning, Business Organizations, Family Law, Legal Research and Writing, Technology in the Law Office and Internship opportunities. All these courses combined advance the student into the workforce and/or prepare the student to transfer into a four-year institution. B. Identify how your program addresses or helps to achieve the District s Institutional Goals and Objectives, and/or operational planning initiatives. Institutional Goal 1 Completion: Increase the rates of completion for degrees, certificates, and transfer-readiness overall for all students. Institutional Objective 1.1: Increase student success in Basic Skills, English as a Second Language, Career Technical Education, degrees, and transfer programs. The Legal Studies Social Science Emphasis degree is a popular liberal arts style degree with emphasis in social sciences and law for students considering transferring into 4-year pre law majors. The Legal Studies Business Emphasis degree is a popular dual degree for students transferring into 4-year business majors and pre law majors. The Legal Studies degree program helps fulfill the College s transfer goal by giving students two desirable options for transfer at low cost to the College since all of the Legal Studies courses are repackaged from other existing degrees. 3 S a n L u i s O b i s p o C o u n t y C o m m u n i t y C o l l e g e D i s t r i c t
4 The Paralegal program prepares students for career opportunities within law offices, other legal service providers, independent contractor paralegals, legal document assistants, local, State and Federal Government and corporate legal departments. Institutional Goal 2 Access: Increase student access to higher education. Institutional Objective 2.2: Increase enrollment opportunities for community members who are 55 years of age and older. The Paralegal degree program is uniquely suited to increase the capture rate of the above demographic and in particular female reentry students. The Paralegal degree program is attractive to reentry students because it is one of the few remaining programs at Cuesta College that prepare students for professional level employment and wages in an office setting at the community college level. Institutional Objective 2.4: Increase career pathways for local high school students. The Paralegal and Legal Studies degree programs support this institutional objective by participation in local high school outreach functions such as Promise Day and outreach to local high school college night. Institutional Goal 3 Partnerships: Develop and sustain collaborative projects and partnerships with the community s educational institutions, civic organizations, businesses and industries. Institutional Objective 3.2: Increase the number of partnerships with local businesses in order to expand student work-based and experiential-based learning opportunities. The Paralegal Program supports this institutional goal and objective to create community partnerships and satisfy community needs through the on-going collaboration of student internships that provide work-based and experiential-based learning and promote good community public relations for Cuesta College. This goal and objective is supported by Cuesta College representation at community outreach functions including SLO County Bar Meetings, Women s Bar Association Meetings, and San Luis Obispo Paralegal Association Meetings. Consistent community contact is also achieved through the Paralegal Program Advisory Committee, which is comprised of a number of highly regarded professionals from both the public and private sector. The Advisory Committee includes members from the legal profession, both attorneys and paralegals, and members from related fields such as the County Clerk/Recorder and the San Luis Obispo Court Executive Administrator. The inclusion of members from diverse professional fields helps implement one of the key goals of the Program which is to prepare students for a variety of job opportunities including, but not limited to, employment in the legal profession. 4 S a n L u i s O b i s p o C o u n t y C o m m u n i t y C o l l e g e D i s t r i c t
5 C. Identify how your program helps students achieve Institutional Learning Outcomes. Institutional Learning Outcome 1: Personal, Academic, and Professional Development Students achieving this outcome will be able to: Recognize, assess, and demonstrate the skills and behaviors that promote academic and professional development Recognize, assess, and practice lifestyle choices that promote personal health and mental well-being Demonstrate the professional skills necessary for successful employment The Paralegal Program Learning Outcomes support ILO 1 in that Paralegal Program PLO s 1, 2, 3, and 5 all incorporate skills and competencies required of a practicing paralegal including performing different law office management functions, preparing legal documents, conducting legal research, and conducting oneself in an ethical and professional manner. In addition, several of the course level SLO s in PLGL 131 (Current Ethical Issues for Paralegals), PLGL 201 (Introduction to Paralegal Studies), PLGL 203 (Paralegal Internship), PLGL 205 (Civil Procedure and Litigation), PLGL 209 (Technology in the Law Office), and PLGL 220 (Legal Research and Writing) are mapped to the above-reference program level outcomes which support ILO 1. Institutional Learning Outcome 2: Critical Thinking and Communication Students achieving this outcome will be able to: Analyze and evaluate their own thinking processes and those of others Communicate and interpret complex information in a clear, ethical, and logical manner Both the Paralegal Program and the Legal Studies Program strongly emphasize attaining competency in critical thinking and communication as these skills are fundamental components of any legal program. All of the Legal Studies Program Learning Outcomes (including identifying sources of law, recognizing different perspectives on the law, describing the legal decision making process, and recognizing the impact of the law on different political, business, and social institutions) involve both the ability to analyze and evaluate legal materials as well communicate and interpret complex legal concepts. While the Paralegal Program is primarily a vocational program, the Paralegal Program Learning Outcomes clearly supports ILO 2 as well. Paralegal PLO s 2, 3, and 4 (interpreting legal documents, conducting legal research, and discussing different areas of the law) clearly require the acquisition of core critical thinking and communication skills, and an understanding of how the law shapes and is shaped by public policy. 5 S a n L u i s O b i s p o C o u n t y C o m m u n i t y C o l l e g e D i s t r i c t
6 Institutional Learning Outcome 4: Social, Historical, Global Knowledge and Engagement Students achieving this outcome will be able to: Analyze, evaluate, and pursue their opportunities and obligations as citizens in a complex world Demonstrate understanding of world traditions and the interrelationship between diverse groups and cultures The Legal Studies Program Learning Outcomes 2, 4, and 5 support ILO 4 in that both the Legal Studies Business Emphasis degree and the Social Science Emphasis degree place a strong emphasis on the interconnection between law and the legal system with other major social institutions and systems such as politics, government, business, and the economy. In addition, the Legal Studies Program places emphasis on recognizing different perspectives on the law and the law s impact on various social groups and society as a whole. Institutional Learning Outcome 6: Technical and Informational Fluency Students achieving this outcome will be able to: Recognize when information is needed, and be able to locate and utilize diverse sources effectively and ethically Produce and share electronic documents, images, and projects using modern software and technology The Paralegal Program Learning Outcomes support ILO 6 by requiring that students attain skills in law office management, prepare legal documents, work with law office-specific software, conduct electronic discovery, and conduct computerized legal and factual research (PLO s 1, 2, 3) all of which require technical and informational fluency. These skills are taught primarily in PLGL 201 (Introduction to Paralegal Studies), PLGL 205 (Civil Procedure and Litigation), PLGL 209 (Technology in the Law Office), and PLGL 220 (Legal Research and Writing). 6 S a n L u i s O b i s p o C o u n t y C o m m u n i t y C o l l e g e D i s t r i c t

PROGRAM DATA ANALYSIS AND PROGRAM-SPECIFIC MEASUREMENTS General Enrollment (Insert Aggregated Data Chart) The Legal and Paralegal programs have had significantly higher enrollment growth than the College overall growth rates. In the academic year the Paralegal program grew by 17.35% compared to the Colleges growth of 2.39%. During the academic year growth grew by 8.26% compared to the Colleges growth of 1.83%. These increases were achieved through a multipronged marketing effort conducted during the academic year consisting of the following: Outreach to California Polytechnic State University, San Luis Obispo marketing fliers were prepared for distribution by the College of Liberal Arts, Social Sciences Department and English Department to promote the Paralegal Studies program; marketing brochures were provided to the counseling staff at Cal Poly as a career option for graduating students; representatives tabled in the University Union at Cal Poly and also participated in the Spring 2016 Career Fair. Outreach to the general public a Facebook page was created to promote the paralegal profession and the Paralegal Studies Program at Cuesta College. Outreach to Cuesta College students representative spoke in law-related classes on campus; marketing brochures were provided to the American s Job Center representative on campus to promote through the EDD as a retraining alternative; marketing broachers were provided to the Cuesta College counseling staff. Outreach to San Luis Obispo County Bar Association and other legal professionals ads were placed in the SLO County Bar Bulletin advertising the Paralegal Studies Program as an advancement for legal secretaries, law clerks, and others who could benefit from a paralegal certificate or degree. 10 General Efficiency (FTES/FTEF) (Insert Aggregated Data Chart) The efficiency numbers during the academic year (13.11) were slightly higher than the College efficiency number of (12.92). Whereas during academic year the College was slightly higher, compared to the discipline of As courses continue to be offered in a systematic rotation we anticipate to see efficiency numbers increase as is seen in Spring 2018 where efficiency is showing S a n L u i s O b i s p o C o u n t y C o m m u n i t y C o l l e g e D i s t r i c t
11 Student Success Course Modality (Insert Data Chart) The Legal program has only one class with the Legal prefix and this course has consistently been offered in a fully online modality. 12 The Paralegal program offers many of its courses in a hybrid modality which is 50% face-2-face and 50% online. The hybrid classes are captured in the face-2-face modality statistics thus resulting in higher completion rates. 26 V. PROGRAM DEVELOPMENT Indicate how the program supports efforts to achieve any of the following: A. Institutional Goals and Objectives Institutional Goal 1 Completion: Increase the rates of completion for degrees, certificates, and transfer-readiness overall for all students. The Legal Studies Social Science Emphasis degree is a popular liberal arts style degree with emphasis in social sciences and law for students considering transferring into 4-year pre law majors. The Legal Studies Business Emphasis degree is a popular dual degree for students transferring into 4-year business majors and pre law majors. The Legal Studies degree program helps fulfill the College s transfer goal by giving students two desirable options for transfer at low cost to the College since all of the Legal Studies courses are repackaged from other existing degrees. The Paralegal program prepares students for career opportunities within law offices, other legal service providers, independent contractor paralegals, legal document assistants, local, State and Federal Government and corporate legal departments. Full-time divisional faculty members Susan Iredale-Kline and Michele McAustin are in the process of creating an Area of Emphasis AAT in Law, Public Policy and Society with existing Cuesta College courses. This area of emphasis will allow students to acquire an AOE AAT that will transfer into a multitude of majors within the California State University system. Institutional Goal 2 Access: Increase student access to higher education. Institutional Objective 2.2: Increase enrollment opportunities for community members who are 55 years of age and older. The Paralegal degree program is uniquely suited to increase the capture rate of the above demographic and in particular female reentry students. The Paralegal degree program is attractive to reentry students because it is one of the few remaining programs at Cuesta College that prepare students for professional level employment and wages in an office setting at the community college level. Institutional Objective 2.4: Increase career pathways for local high school students. The Paralegal and Legal Studies degree programs support this institutional objective by participation in local high school outreach functions such as Promise Day and outreach to local high school college night. 27 Institutional Objective 3.2: Increase the number of partnerships with local businesses in order to expand student work-based and experiential-based learning opportunities. The Paralegal Program supports this institutional goal and objective to create community partnerships and satisfy community needs through the on-going collaboration of student internships that provide work-based and experiential-based learning and promote good community public relations B. Staffing needs/projections With the retirement of Ruth Biering full-time Business Law/Legal/Paralegal instructor our greatest need will be to have a lead instructor who can work with the division chair on scheduling of courses, advise students on course sequence, be a point of contact for substitution approvals and continue to coordinate the Legal/Paralegal advisory committee meeting. Additionally during Fall 2017 four new part-time Paralegal instructors were hired for the Legal/Paralegal part-time pool. We were able to hire one individual from the pool to teach Business Law and look forward to expanding our course offerings now that we have a stronger part-time pool. VI.
