1 2018 District 22 Survey Results March 1, 2018 Dear Neighbor, Thank you very much for taking the time to fill out my House District 22 survey. I am a firm believer that public involvement and perspective is the most important part of my job. I was overwhelmed by the outpouring of responses that I got from this survey, and I really appreciate your time in responding to the questions provided. As promised, here are some helpful graphics and analyses from the results: 1) When asked what areas of state government should be cut, 44% of respondents said they would cut funding to the Alaska Liquified Natural Gas (AK LNG) Project. Interestingly, responses started to change after the Joint Development Agreement was formed between Governor Walker and China. The percentage of those in favor of AK LNG cuts was much higher towards the beginning of the survey period, yet started to decrease after the announcement of Chinese investment in the project. Of respondents, over 58% were supportive of using earnings of the Permanent Fund to pay for state government services, with 32% opposed.

When given the option, 31.9 % of respondents favored a progressive income tax, while 30.7 % of respondents would prefer a statewide sales tax. The two most popular options, with over 65% of respondents in favor, were fee increases on tobacco and marijuana. In third, with over 60% in favor, was an increase on hunting/fishing license fees for nonresidents. What fees do you support increasing to bridge the budget gap? Over 50% of respondents said that they would support more lighting on Jewel Lake and Sand Lake roads. I agree these lights are necessary to driving safety and am working with the Department of Transportation and Municipality on possible solutions to this issue, especially as the Jewel Lake Road Widening project nears construction. 4 6) Question #6 is all about public safety. While there are no doubt many factors at play when it comes to safety in our city, 57% of respondents identified the opioid epidemic as a key reason for the recent spike in property crimes. Due to past budget cuts and a reduction in prosecutors, the Department of Law has pursued 7,000 fewer criminal cases. In this survey, 53% of neighbors were supportive of funding additional prosecutors in Anchorage. As Chair of the Department of Law Budget Subcommittee, and recognizing this need, I m leading the charge to add more prosecutors to the Anchorage area in FY2019. 5 8) When asked about topics in the news, both on the federal and state levels, 95% percent of respondents said they support reducing healthcare costs in Alaska. I currently have two pieces of legislation that help address this issue (HB 193 and HB 313), both aimed at consumer protection from unfair medical billing practices. Another topic, with 87% support, was the elimination of legislative per diem when the Legislature doesn t pass a budget by the constitutional deadline. Frankly, I couldn t agree more. In 2017, I refused over $17,000 in per diem because the budget hadn t been passed.
