4 LIBERIA WASH COMPACT A Compact is basically an agreement between key stakeholders involved in an endeavour within a given timeline. SWA Compact Principles Sanitation and Water is a priority sector Require political prioritisation, institutional capacity building and investment Should focus on the un-served ahead of the already served Accountability with donors and citizens is key One national plan and planning process is necessary Photo: Liberia WASH Consortium The Government of Liberia WASH Policies address each of the above principles

7 COMPACT COMMITMENTS 1. Establish and Strengthen Institutional Capacity - Appoint National Water Resources and Sanitation Board - Operationalize required institutions - Mandate assessment and strengthening of county-level structures within existing policies 2. Ensure Equity and Prioritized Service Provision - Mandate implementation of WASH standards and regulation protocols - Mainstream WASH in the education system - Ensure policies support community led processes to sanitation and hygiene

Develop a Monitoring System - Establish monitoring mechanisms - Refine and disaggregate the structure of budgets - Share WASH data/information internally and externally - Institute reviews of the Compact 4. Improve Sector Financing Mechanisms - Establish a detailed, prioritized Sector Investment Plan - Deliver on GoL previous financial commitments - Establish WASH pooled fund mechanism
