Public Hearing FY19 Budget The FY19 Budget Public Hearing opened at 6:01 pm. There were no citizen comments and no comments had been received by the Clerk s office. The FY19 Budget Public Hearing closed at 6:01 pm. M/S Andrews/Mann To approve Resolution A resolution to approve the FY19 Budget. Aye: Mann, Morgan, LeClere, Stuelke, Andrews Proposed Amendment to the Center Point Urban Renewal Area The Proposed Amendment to the Center Point Urban Renewal Area Public Hearing opened at 6:02 pm. There were no citizen comments and no comments had been received by the Clerk s Office. The Proposed Amendment to the Center Point Urban Renewal Area Public Hearing closed at 6:02 pm. City Administrator Huisman explained that this amendment adds 200 Franklin Street to the Urban Renewal Area making it eligible for alternative funding. 3 Aye: Morgan, LeClere, Stuelke, Andrews, Mann Citizen Comment Petitions and Communications City Department Reports Old Business Council members reviewed the reports. Council Member Andrews asked about the Lewis Access Road Street Lights Project, City Administrator referred him to the engineer s report which states that they will be starting construction on 03/19/2018. Council Member Stuelke asked PWD Shoop to work with Linn County to have the approach to the Interstate 380 overpass pothole repaired in conjunction with the Lewis Bottoms Project Council Member Stuelke congratulated P & R Coordinator Stuelke on passing the National Certified Parks & Recreation Professionals exam. Public Works 200 Franklin Street Interior Demolition Bid M/S Andrews/Morgan To approve Resolution A resolution to approve the bid for interior demolition of 200 Franklin Street, with disposal costs not to exceed $3, and no additional bids will be considered. Aye: LeClere, Stuelke, Andrews, Mann, Morgan New Business Parks & Recreation Volunteer Credit Policy Council Member Andrews asked if we could do more than $50.00 for volunteers, P & R Coordinator Stuelke explained that they would like to do more as well as more than one per league but due to Page 3

4 budget constraints it s not possible. M/S Andrews/Mann To approve Resolution A resolution to approve a new Parks & Recreation Policy Volunteer Credit Policy. Aye: Stuelke, Andrews, Mann, Morgan, LeClere Splash pad feature replacement Parks & Recreation Coordinator Stuelke explained that there has been a broken part on splash pad for a while and stated that it is in the budget this year. M/S Mann/Morgan To approve Resolution A resolution to approve the purchase of a new feature for the splash pad Tall Water Tent not to exceed $5, Aye: Andrews, Mann, Morgan, LeClere, Stuelke Public Hearing on Proposals to enter into General Obligation Loan Agreements City Administrator Huisman briefly explained the details of the proposals. M/S Andrews/Mann To approve Resolution A Resolution setting the date for public hearings on proposals to enter into General Obligation Loan Agreements, 03/27/2018 Aye: Mann, LeClere, Andrews, Stuelke, Morgan Citizen Comment Council Comment Council member Mann mentioned that the state legislatures are probably going to stop the backfill of property taxes and asked how that will affect the City, Administrator Huisman explained that we do not budget for it so it won t change our budget at all Page 4
