Applicant: Ha Tinh Center for Farmers Support - an official international name in abbreviation of HCFS, is a social civil organization is an income generating entity, working in the field of development. The Center was founded under the Decision /QĐ-UB dated 10 April 2003 of Ha Tinh People s Committee as a subsidary of Ha Tinh Famer s Association. It has its own stamp and bank account. PROPOSAL CONTENT 2.1. Socio-economic situation of Loc Ha district, Tan Loc commune Loc Ha District was established under the Decision 20/CP dated 8 March It has 13 communes consiting of 7 communes transfered from Can Loc district and 6 communes from Thach Ha district. Loc Ha distrcit has a 12 km coast and 11,830 ha of natural area, in which 2,284.8 ha of forestry land, ha of forest, 7, of agriculture land and 1,200 ha of aquaculture area; the area of unused flat land is ha. Total cultivated area is 9,767 ha. Total food production (including cash crops 5

6 converted to rice) is 18,208 tonnes. Nearly 50% of the cultivated land has no irrigation resulting to frequent drough in some places and flood in other places unevently. Consequently, only Winter- Spring crop is stable while Summer and Autum crops are unstable. Average productivity is quintal/ha/crop; The district has 1,640 ha of peanuts with an output of 3,004 ton; ha for salt production with an output of of 4,481 tons. Total animal heads include 12,000 cows and buffalo; pigs; 206,000 poultry. Fishery and aqua culture production have a output of 4,604 ton, producing 550,000 liter of fish sauce, 400 ton of liquit shrimp paste, 470 ton of shrimp cream and 5,000 ton of frozen products for local makets and markets out side of the province. The district s communes are those poorest communes splited from the 2 original districts. These communes have only one main crop, Winter Spring. The Summer- Autum and Summer crops are uncertaint due to lack of water. Infrustructures in these communes are poor. In addition, there are inadequate resources of capital, information, technology extention to support farmers in alleviating poverty and developing their household economy. The total ditrict population is 91,321, and total households is 20,112. Currently, there are 8,973 underemployeds who have to travel in and out the provice for jobs. By the end of 2008, the proportion of poor households was 30.16% of the total households of the district. Tan Loc Commune: Tan Loc is located in a semi - mountainous area of Loc Ha district, next to Hong Loc commune in the West, Thinh Loc commune in the North, Binh Loc commune in the East and Thu Loc in the South. It is 8 km from the center of Loc Ha district. Total natural area of the commune is 1, ha including 510 ha (40%) of agriculture land, 248 ha (20%) of forestry land, ha (11%) of land for specific purpose and ha (0.3%) of housing land. The area of river, streams, pond, lakes is ha (12%) and of unused hills is ha (14%). The commune s residents are divided in 4 main clusters of 9 hamlets with 1,450 households and 6,405 people, of whom, women are 3,597 accounting for 56.15%. people in Tan Loc live entirely on agriculture production and have very few sideline jobs, thus their income level is very low. The population growth rate is 1%; No of better-off households is 380 (26%), No of medium income household is 486 (31%) and 6

7 No of poor households is 604 (45.22%). The commune has totally 2,830 main labourers, of them 2,100 have stable jobs, 640 travel to work in other localities and 75 have gone abroad for jobs. Personel: 13 members of the Commune s Party Committee, of them one is woman; 21 staff members in communal government including 1 woman; 55 cadres including 11 women of communal mass organizations. At hamlet level, there are 72 cadres including 10 women in local administration and 96 leaders of inter-families groups, of them 48 are women. Total production value of Tan Loc in 2008 was 29,254 million VND, of which agricultural value was 21,682 mil VND accounting for 74%, industry, small industry and handicrafts value was 4,402 mil VND accounting for 15%, commercial and services value was 3.69 mil VND accounting for 11%. Total food production (converted to rice) was 3,800 ton, the average food per capita was 590 kg/year and production value per capita was 4.6 mil VND a year. Total cultivated area of Tan Loc in 2008 was 1,018 ha including 817 ha for rice, 100 ha for sweet potato, 37 ha for peanuts, 33 ha for green beans and 31 ha for other crops Problems need to be addressed: Poverty alleviation has been paid proper attention by the State and Party since long time ago. The Prime Minister issued Decision 170/2005 dated 8 July, 2005 promulgating criteria of poverty line for the period Ministry of Labor, Invalid and Social Affairs (MOLISA) has issued the Circular on Annual Reviewing of Poor Households. Tan Loc always has good records in implementing well the policies for the poor. However, findings from the monitoring conducted by Farmer s Association over the implementation of pro-poor policies in last Lunar New Year 2009 have revealed some problems as follows: Although classification of poor households was done in accordance with procedures defined in the Decision 170/2005/QĐ-TTG, meetings by hamlets to review poverty deduction households failed to assess the effectiveness in assisting poor households. The annual selection of poor households is openly done every year by ballot at hamlets, however there still remained: Some interminable poor households that are still very poor but taken out from the list of the poor with an excuse of rotating chance for others, 7

8 Some poor households are not included in the list as their parents household was in the list already. Some better-off households whose members being chronically sick are allowed by the hamlets to include these sick members into the names of other poor households in registering for poor household card to benefit from health insurance scheme for the poor. Some better-off households having children going to university applied for poor households certification to get the privileges that are granted to the poor households These problems are seen not only in Tan Loc but also in many other communes over the country as we might know through mass media. Lack of responsibility by households, close supervision and feadbacking by mass organizations and pre-appraisal by local authorities in reviewing and c lassifying poor households have led to unfairness for a considerable number of households who are really poor and a waste of Government s big sum of money, which was granted to the wrong targets, causing conflicts among the villagers, creating opportunities for corruption among the local staff and people. The risk of losing staff is very high in some localities, and the obstacle against poverty alleviation process is very great. This rationalizes for the need and urgency of the project proposal Improving the quality of community participation in formulating, implementing and monitoring poor households reduction plans. This proposal will contribute to reduce losses in the implementation of pro-poor policies and help to improve the effectiveness of poverty alleviation efforts of localities and at the same time to minimize challenges that communities are facing in their development process General objective: Change attitude, behavior and sense of responsibility of stakeholders in identification of poor households, effectively formulating, executing and social feed backing of the implementation of the local poverty eradication plan Specific objectives: Objective 1. Over 90% of local personnel from commune to inter-families group levels and over 80% households in Tan Loc commune are to understand well about the Prime Minister s Decision 170/2005/QĐ/ TTG, the MOLISA s Circular 04/2007 and the 8

9 Decision 03/2009 CT-UBND of the President of Hatinh People s Committee on poor households surveying and reviewing. Activities: 1. Conduct a project orientation and planning workshop with participation of representatives from all stakeholders at provincial, district and commune levels. 2. Conduct training and communication on the Decision 170/2005/QĐ/TTG on poverty line for the period , the Circular 04/2007 of MOLISA and the Decision 03/2009 CT-UBND of the President of Hatinh People s Committee on the poor households surveying and reviewing for 250 local personnel from Tan Loc commune to inter- family group levels. 3. Carry out communication activities on the Decision 170/2005/QĐ/TTG on poverty line for the period , the Circular 04/2007 of MOLISA and the Decision 03/2009 CT-UBND of the President of Hatinh People s Committee down to 1,450 households through 48 inter-family groups. 4. Print out the survey forms and cards of household economy classification. Objective 2: To promote responsibilities of stakeholders in formulating and implementing the local poverty reduction plan by Activities : 1. Conduct training on household economic classification and formulation of poverty reduction plan for 96 leaders of inter-families groups and 44 cadres of the Fatherland Front hamlet branch. 2. Provide training to improve capacity in leadership, management and implementation of the Ordinance on grassroots democracy for 180 personnel from commune to inter families group levels 3. Conduct households economic classification for 1,450 households in Tan Loc commune and compare the results this year with that of Organize a seminar at hamlet level to confirm the household economic classification result, poor households classification of 2010 and list of poverty escaped households of 2009 of the respective hamlet. 5. Organize a seminar at communal level the household economic classification result, poor households classification of 2010 and list of poverty escaped households of 2009 of the commune. 6. Conduct a workshop on formulation of poverty reduction plan for the commune by the year

10 Objective 3: To set up at least 96 models of effective supports for identified poor households in 48 inter-families groups of Tan Loc commune. Activities: 1. Conduct skills training on credit management, group coordination and implementation of local poverty reduction plan for 96 leaders of inter families groups. 2. Provide revolving loans for 96 households who registered to grow above poverty line. 3. Conduct training on household economic development planning for 96 poor households and 96 leaders of inter-families groups. 4. Conduct a need assessment and then provide training on technical transference for 100% needy poor households in the commune. 5. Conduct an assessment of effectiveness of the support provided by the project and by the inter-families groups to identified poor households in the commune. Objective 4. After the project duration, the project results will be shared for wider replication in Loc Ha district and Ha Tinh province through seminars and mass media. Activities. 1. Organize a seminar on replication of poverty reduction models at the district level for representatives of related branches from the provincial level and leaders of neighboring districts 2. Document the process of formulating and implementing the local poverty reduction plan. 3. Produce and publicize reports through TV, Radio and newspapers of Ha Tinh 4. Manage and coordinate the project activities 2.5. Implementing partners: The project will be jointly implemented by Ha Tinh Provincial Department of Labor Invalid and Social Affair (DOLISA), HaTinh Provincial Farmer s Association, Loc Ha District People s Committee, Loc Ha district Farmer s Association, Loc Ha district Fatherland Front, district Television, Tan Loc Committee for Grassroots Democracy, Communal Fatherland Front and Farmer s Association Innovation the proposal: What is the special difference between this project idea and others in the locality? 10

11 The differences are summarized as follows: Activities The way the locality do The way the project will do 1 Annually Hamlet meeting for ballot Through household economic classification of classification and meetings of poor households inter-families groups to review which households that escape from poverty line in the year and which ones that remain poor and need to be further assisted in the following year. 2. Yearly poor household reduction planning Based on the poverty alleviation targets assigned by the district to the commune and by the commune to the hamlet and based on the result of ballot, the respective hamlet will prepare a consolidation report. Based on assessment of interfamilies groups support to the targeted households, those households who have escaped from poverty will be taken out of the list. 3. Community participation 4. Yearly identification of poverty escaped households. The community participates only in the selection of the poor households at the hamlet meetings Depending on the results of ballot of the hamlets meetings. The community participates in the whole process from household economic classification, poor households identification to formulating, implementing, monitoring and evaluating their local poor households reduction plan in inter-families groups and communal meetings. Poor households themselves register to escape from poverty during household economic development planning exercise and are supported by inter-family group members since the beginning of the year. And at the end of the year, they are evaluated to see if they really escape from 11

12 poverty or not Have similar approaches and methods been tested or applied any where? The approach taking people as a center and community participation in household economic classification have been applied successfully in other 5 communes of Vu Quang district, Ha Tinh province under the framework of the ActionAid (AAV)-funded project on community development, which is implemented by the Center for Community Development (HCCD). Actually, the director of this proposed project was before former director of HCCD and responsible person for the implementation of AAV project Expected outcomes and direct impacts: Estimated number of the people benefiting from the project; 1,450 households including 604 poor households with 2,402 people and 257 cadres (of whom 71 are female cadres) The project will contribute to change awareness, attitude and behavior of the community: It is expected that both cadres and community people after participating in project activities will have better understanding about pro-poor policies and roles that individuals and cadre should play in poverty alleviation cause of their locality; fully understand about Government s criteria and regulations on poor households classification as well as about the disciplinary sanctions applied on individual and collective violators. On this basis of understanding, people s attitude and behavior will gradually be changed through their voluntary and responsible participation in the project activities. Namely: Communal cadres will be more cautious in approving the list of poor households submitted by respective hamlet. They must validate it before making decision on poor households recognition. Hamlet cadres will have to base on the results of poor households classification, poverty escaped households submitted from inter-family groups. And the hamlet community supervising committee - a sub-branch of the hamlet Fatherland Front will do validation before presenting them at the hamlet meeting where the list of poverty reduction 12

13 households will be approved and the list of poor households of the subsequent year with be announced. There will be no inclusion of sick members from poverty escaped households in registration for health insurance and privileges for children studying at college/university. Household members of inter-family group will not callously remove from the list those households that still remain poor. Every year, each inter-family group will come up with its plan on poverty reduction and assign those households whose members participating in the local mass organizations to provide help to identified poor households in the hamlet. The criteria of escaping from poverty are defined by the poor households themselves in inter-family groups Assessing the results: Plan to use specific indicators to measure the project s results quantitatively and qualitatively and the project effectiveness compared with the set objectives? 1. Successful organization of household economic classification for 1,450 households in all of the 9 hamlets of Tan Loc commune 2. Cadres and the community people agree to use the results of household economic classification by the end of 2009 in classifying poor households for No medium or better off households and individuals included in the list of poor households of 2010 of Tan Loc commune. 4. At least 96 households who voluntarily registered for assistance from inter-family groups in 2010 are provided specific assistant by other households whose members participating in local mass organizations /48 inter-family groups have formulated poverty reduction plans households who registered to get rid of poverty and with loans of 500,000 VND provided by the project and 500,000 VND by their respective inter-family groups know how to plan for their household economic development and how to use the loans effectively. 7. Regulations/policies of revolving loan fund management are formulated and well followed by the inter-family groups. 13

14 8. The leadership of Loc Ha district and Ha Tinh province recognize the project effectiveness and thus, permit to hold a seminar at district level on replication of the model to a larger scale. Publication of the book Effective formulation and implementation of poverty reduction plan in Tan Loc Commune is approved by provincial and district leaders in order to share the knowledge, methodology, skills, implementing steps as well as lessons learnt in poverty alleviation planning and implementation in Tan Loc commune with other communes in the district, district and province related branches of Ha Tinh province. Organizational and financial sustainability Project implementation capacity: The project was designed with participation in baseline survey, setting targets, formulation of operational and financial plans as well as commitments from the leadership and staff of Ha Tinh DOLISA, Provincial Farmer s Association, Loc Ha District People s Committee, District Fatherland Front and Farmer s Association, Tan Loc Communal People s Committee, Communal Fatherland Front and Farmer s Association, Women s Union and representatives of the people in Tan Loc community, as well as making commitment to jointly implement the project. DOLISA committed to provide their counterpart funding, which is allocated from the provincial budget for farmers vocational training, to cover the costs of scientific and technology transference to the poor households. The local authorities committed to give support in organizing the implementation of the project activities. Community people committed to participate actively in different project activities. The Project director and staff of the Center have many experiences in implementing AAV, ECHO, Oxfam Belgium and ATDA funded community development projects, natural disaster prevention, local administration and public administration reform in districts of Vu Quang, Loc Ha, and Huong Khe. Risks/challenges assumptions: Harvest time, raining typhoon season, review meetings of local organizations and Lunar New Year holidays may slow down the progress of the project implementation. 14

15 Resolutions: If the project wins the prize, it is expected that agreement signing and fund transference will be promptly proceeded and there will be clear advice on implementation process, reporting requirements, financial management regulations and monitoring requirements from donors or/and organizing committee Assignment of full time staff by HCFS for the project monitoring and implementation Closely coordination between the project management team and local authorities, Fatherland Front, Farmer s Association at different levels to come up with detail action plans with participation of all stakeholders so that they can incorporate project action plan into their work plan to avoid duplication. Project sustainability: Knowledge, skills and working methodology gained by the project staff through trainings and implementation process will be applied later on in their future work even after the project. Operational disciplines and polic ies of the inter-family groups will be continuously maintained once they become the habits of group members. Revolving loans fund will be managed by inter-family groups and revolved among group members every year. Responsibilities of implementing partners after the end of the project? After the project ends, Farmer s Associations of Loc Ha district and Tan Loc commune are to be requested to continue their project monitoring activities, manage the loans fund of inter-family groups and report to HCFS and the Provincial Farmer s Association. The Communal Farmer s Association is responsible to tap loans fund from Social Policy Bank to further support households in their economic development for poverty alleviation. Posibility for Replication: DOLISA, HCFS and the provincial Farmer s Association will cooperate in mobilizing funding for printing of communication materials and technical support and at the same 15

16 time, proposing local authorities at different levels for budget allocation to expand the model through out the province. Loc Ha district Fatherland Front, district Farmer s Association and DOLISA will advice the district leadership to direct other communes to replicate the model with their local budges. The key cadres of Tan Loc commune are ready to provide technical advices and share experiences to those communes that want to apply the model. If this project idea is successfully implemented, the project model will be easily replicated and applied by other localities in the country. Feasibility: III. IMPLIMENTATION PLAN IV. To what extent? The project beneficiaries representative participate in almost project steps, from from project planning to monitoring, evaluating. Their participations are up to decision making level The project director gives chances for stakeholders to participate in discussion and decide on the project timeframe and sites. Project beneficiaries are selected based on their own decision of joining, voluntary registering and assignment of supporting tasks to identified poor households by interfamily groups 4.Future participation of the project beneficiaries after the project finishes. After the project finishes, cadres and community people will continue application of the knowledge, skills and working methods learned from the project in their daily work of the organization and community activities. The inter-family groups formed by the project will continue and expand their community activities. Poor households will use the knowledge learnt to continue and develop their household production and share these experiences with other households in the community. 5. Is this project proposal supported by the local authorities? This project, even before its design, received strong support from the local authority. In fact, they did assign communal staff to cooperate with the working group in conducting the survey, preparing the project proposal. They committed to give continuous support to implement the project successfully if it wins the prize of Vietnam innovation Day 18

Two local staff participated in the survey and design of this proposal. They are: Mr. Le Thuc Ba, Vice President of the Communal People s Committee, in charge of agriculture Mr. Nguyen Duy Dan, Vice President of the Communal People s Committee, in charge of poverty alleviation 7. Who will play a key role in the project implementation? The Project Management Team will play a key role in managing and coordinating the project activities.
