2 The last few winters have been particularly hard on local roads. Scenario #1 2
3 Question: Scenario #1 Would you: A. Advocate to increase public works budget but not increase levy and find money in other programs. B. Advocate to increase public works budget and increase levy to make up difference. C. Advocate to continue current system with no budget increase. D. Advocate to develop a long term program that improves a given number of street miles annually over several years spreading the cost. 3

5 Overall, your city s population is aging, incomes are shrinking but demands for services are increasing while the citizens resist paying for these services. Scenario #2 5
6 Question: Scenario #2 Would you: A. Cut back on services and work to dampen citizen expectations. B. Work with departments to find significant efficiencies and approaches to do more with less. C. Sell an increase in taxes to the citizens by clearly linking the increases to specific programs that the citizens want. D. Develop more entrepreneurial approaches to raising funds in nontraditional areas such as sale of land, joint ownership of economic development, etc. 6

Bring together key community champions to start to generate support for redevelopment of the area. C. Conduct a market use analysis to fully understand what is viable in the area. D. Do something now whatever is quickest and easiest to generate political and community support. 9

12 Question: Scenario #4 Would you: A. Work with all the departments to develop a comprehensive transportation plan for your city that integrates all needs and identifies long term funding. B. Move quickly to meet the city s more pressing transportation needs now and plan later. C. Move first with bike and pedestrian trails as their connectivity will be critical to the future of the community. D. Make minimal immediate improvements but make sure first and foremost you are included on a BRT or light rail route. 12

14 Scenario #5 One of the most critical issues for your city is to make sure that the citizens feel safe. Budgets are tight and your community is getting older and more diverse. 14
15 Question: Scenario #5 Would you: A. Combine police and fire into a Public Safety Department to enhance efficiency and effectiveness. B. Look to reduce costs by contracting out some services to other adjacent communities or the county. C. Step up efforts to make sure the departments are reflective of the broader community s racial and ethnic compositions. D. Immediately implement a cultural competence training program to make sure public safety personnel can deal with the changing population 15
