1 UNITED NATIONS ECONOMIC COMMISSION FOR EUROPE COMMITTEE ON ECONOMIC COOPERATION AND INTEGRATION Team of Specialists on Public-Private Partnerships Sixth session June 2014, Palais des Nations, Geneva, Switzerland Room XVII Provisional Programme The Team of Specialists on Public-Private Partnerships (TOS PPP) is an intergovernmental body established in 2007 that comprises over 2000 experts coming from the public and private sector. On June 2014 the TOS PPP sixth session will focus on the development of international standards on PPPs. The UNECE Committee on Economic Cooperation and Integration (CECI) has given a mandate to TOS PPP and the UNECE International PPP Centre of Excellence to develop international PPP standards in areas with strong UN development objectives, including health, water and sanitation, ICT, roads, and renewable energy, and on transparency in procurement and zero tolerance to corruption. The seven steps by which standards will be developed and approved are found in the Annex. 2 11:00-13:00 Session I (a): Developing principles on Zero Tolerance to Corruption in PPP procurement Developing principles on Zero Tolerance to Corruption in PPP procurement A project proposal has been prepared for review by TOS PPP to address this challenge. *Stage 1 of the Open and transparent UNECE PPP standard development process in the Annex. i. What is the scope of the challenge in PPPs? ii. Are existing international and national anti-corruption measures sufficient to curb corruption in PPPs? iii. At what stages in the project life-cycle are the risks of corruption the highest? Comments on the project proposal with a view to its possible approval. The Project Team on Zero Tolerance to Corruption will prepare a draft standard on zero tolerance to corruption in PPP procurement. 3 15:00-16:00 Session I (b): Implementing principles on Zero Tolerance to Corruption Implementing principles on Zero Tolerance to Corruption A project proposal to develop a comprehensive and innovative scheme to implement principles on zero tolerance to corruption will be presented as a project document for review by TOS PPP. *Stage 1 of the Open and transparent UNECE PPP standard development process in the Annex. i. Can incentives to Governments be a way to improve transparency in PPP transactions? ii. What sort of form could such an incentive scheme take? iii. How could it be implemented and managed? Comments on the project proposal with a view to its possible approval of developing an implementation scheme will be explored. Panel Discussion PPPs in Health Policy A revised project document. i. How can PPP be used optimally to promote national health objectives? ii.
