2 Legislative Scorecard The actions of California s State Legislature determine the fate of bills that can have major implications positive or negative on the long-term viability of state and local parks infrastructure and California s environmental, open space, and other recreational settings. The CPRS Legislative Scorecard provides nonpartisan information about how members of the Legislature (Assembly and Senate) voted on significant environmental, park, and recreation related legislation during the legislative session. During this session, CPRS monitored and/or lobbied on 100+ bills. This scorecard reflects the final vote on priority issues as determined by the CPRS Legislative Committee. Legislators were notified of CPRS position on the selected bills. Committee votes are not included. Snapshot of the Scores Assembly: Average score of all Assembly Members: 83% Access to the serenity and Average score of Assembly Democrats: 99.4% inspiration of nature. 3 Legislative Scorecard How to Use This Scorecard This scorecard reflects how each Assembly and Senate member voted on bills determined to be important to parks and recreation. Each legislator receives a percentage score based upon the number of times they voted on a bill CPRS deemed important and how they voted on that bill. To receive a 100% score, the legislator had to vote 100% in alignment with CPRS position. CPRS views the legislative session a success for parks and recreation as 9 of its 9 supported bills passed. We received an 83+% average of support in both the Assembly and Senate with a 98+% approval among Democrats. These scores do not mean park and recreation professionals should rest on our laurels as each legislative session brings new opportunities and threats to the delivery of quality parks and recreation. CPRS members must continue their on-going communication with their respective State Assembly and Senate members to ensure they are informed of the importance of parks and recreation services to all Californians. 4 Legislative Scorecard Scorecard Bills AB 40 (Ting) Toll Bridges: Pedestrians and Bicycles Prohibition of assessing tolls relative to bridge crossing for pedestrian/bicycle passage. AB 327 (Gordon) Public Works: Volunteers Bill extends the exemption of volunteer services from prevailing wage requirements until January 2024 for works of public improvement. AB 1146 (Jones) Skateboard Parks Immunity Extends existing immunity provisions associated with skateboarding to other wheeled devices in skate-park settings and makes its provisions applicable until January of AB 2249 (Cooley) State Parks: Trademarks or Service Marks Prevents a concession contract with state parks to include provisions allowing private entities to secure a trademark or service marks associated with a unit or historic or iconic natural or physical feature contained within the state parks system (Ahwahnee Clause). Positive alternatives for youth to reduce crime and mischief. ACR 18 (Gordon) Parks Make Life Better! Month Rock Band Competition, Resolution that the Legislature recognizes the importance of access City of Redwood City to local parks, trails, open space, and facilities for the health and development of all Californians and the Legislature declares the month of July 2015 as Parks Make Life Better! SB 859 (Budget Committee) GHG: Sustainable Communities & Urban Greening Bill provides language creating the Sustainable Communities and Urban Greening Program for the allocation of $80 million in grant awards through Cap & Trade proceeds. SB 977 (Pan) Tobacco: Youth Sports Events Bill prohibits the use of tobacco products within 250 feet of a youth sporting event. SB 1333 (Block) State Beaches & Parks: Smoking Ban Prohibits the use of tobacco products in a unit of the state park system including state beaches. SBx2 7 (Hernandez) Tobacco Products: Minimum Legal Age Prohibits the use of tobacco products by persons under 21 years of age.

8 Legislative Scorecard Who We Are Established in 1945, the California Park & Recreation Society (CPRS) has members in 85% of every city, county and special district in California. Our over arching goal is to ensure legislators vote with the premise that parks and recreation is an essential service. CPRS has a diverse membership of individuals sharing a strong common purpose to advance the delivery of quality park, open space, and recreation facilities and services to the citizens of California. You Can Make A Difference We need to continually show the merit of our concerns by discussing issues with our elected local and state leaders and by involving ourselves through grass roots advocacy actions.
