CA AB 445 Cunningham [R] Career Technical Education Grant Program 02/13/ /29/2017 Assembly Appropriations Committee Changes the name of the Career Technical Education Incentive Grant Program to the California Career Technical Education Grant Program. Increases an appropriation for the program for specified fiscal years. Lowers the amount of local matching funds required of an applicant to the program for specified fiscal years. 6 Department of Technology 02/13/ /07/2017 Senate Governmental Organization Committee Requires the Director of Technology to be responsible for periodically reviewing and maintaining procurement procedures related to information technology projects. Recasts the requirements of that report by consolidating therein reports of cost savings and other avoidances that are currently included in another annual report. Concerns CA AB 509 Frazier [D] Tire Recycling: Tire Regulatory Fee Program 02/13/ /20/2017 Requires a waste tire generator that is a retail seller of new tires to pay a tire regulatory fee. Requires the Department of Resources Recycling and Recovery, prior to establishing the fee, to hold a public hearing. Repeals the Rubberized Pavement Market Development Act and instead enacts the Tire Recycling Incentive Program Act. Requires the department to establish an incentive program to make payments to entities that purchase waste tire material for incorporation in a product for sale to end users. *****To. 7 Requires the State Air Resources Board to enhance its surveillance of emissions from new motor vehicles to detect defeat devices or other software used to evade the surveillance of emissions. CA AB 623 Rodriguez [D] Autonomous Vehicles: Accident Reporting 02/14/ /17/2017 Senate Transportation and Housing Committee Requires the operator of an autonomous vehicle who is involved in an accident that results in damage to the property of any one person in excess of a specified amount, or in bodily injury, or in the death of a person, to report the accident to the Department of Motor Vehicles. Requires the department to automatically bill a vehicle owner's credit card for the renewal fee by a specified day. Requires the department to provide the vehicle owner with advance notice. Excludes from the terms gross receipts and sales price the value of a motor vehicle traded in for a qualified low-emission vehicle if the value of the trade-in motor vehicle is separately stated on the invoice. Amends the Bradley-Burns Uniform Local Sales and Use Tax. (23-14) Concerns CA SB 638 Leyva [D] Heavy Duty Motor Vehicles Senate Transportation and Housing Committee Requires the State Air Resource Board to adopt regulations that require owners or operators of heavy duty motor vehicles used for commercial purposes to perform regular inspections of their vehicles for compliance with emission standards of the State board.
