Stephenson, VP Grounds David Dyer, Secretary Richard Holleman, President Thomas Hallihan, Treasurer Francine Battista, Rentals/Resales Ann Tillmann, Community Relations MINUTES OF THE BOARD OF DIRECTORS BOARD MEETING Wednesday, March 18, 2015 Present: Richard Holleman, John Fazio, Jerry Stephenson, Ann Tillman, Fran Battista, and David Dyer Telecom; Tom Hallihan 1. President Richard Holleman called the meeting to order at 1:30PM. The Pledge of Allegiance was recited by all present. 19 residents were present at the start of the meeting. 2. Richard stated the agenda was duly posted and a quorum was present. Reading of the minutes from the February 18, 2015 BoD meeting, and the February 23, 2015 and March 12, 2015 Budget meetings was dispensed. Tom Hallihan made a motion to accept the minutes; Fran Battista seconded. The motion was passed with all in favor. 3. President s Report Richard discussed the Building Reps meeting that had been held the previous day. Building M now has a representative also. They discussed a series of issues which Richard will address as appropriate such as bicycles and laundry room issues. They also discovered that there are many fewer empty units than in the recent past. Richard also discussed the occurrence of nuisance issues in Vista Pines recently which involved the Stuart Police. The current issues are being addressed legally. The use of background checks on all new owners and renters is being explored to potentially deter this type of issue in the future. This new policy would be allowable under the current Vista Pines governing documents. 4. Buildings Report John had no report but would address roofing and roadways in the budget discussion. 5. Grounds Report Jerry Stephenson Attached- 6. Treasurer s Report Tom Hallihan introduced our proposed budget for Tom first read the line items in all sections of the report followed by Richard reading the Reserves section. Several items were questioned and explained by Tom or Richard. One resident asked for additional sidewalks to be installed. Tom explained that this hadn t been budgeted for and reminded residents that if they want changes at Vista Pines they should attend our budget meetings to make their requests. Consultants will be hired to offer further opinions on our roofs and roadways. The proposed budget would require no maintenance fee increases for any size unit. Jerry Stephenson made the motion to accept the budget as proposed to present to our members at the April 8, 2015 Budget Hearing. Ann Tillman seconded with all
2 in favor. Tom made the motion to accept the insurance deductibles as in previous years; $5000/ 5% per building. Dave seconded with all in favor. 7. Rental/Resale Report Fran Battista-Attached 8. Secretary s Report Dave reported the Notice of Budget Meeting letter has been prepared and will be mailed to all residents prior to the deadline of March 25, Community Relations Ann Tillman Attached 10. Manager s Report Read by Richard- Attached- 11. Recreation Committee Report Jan Dominguez - attached. 12. Old Business: a. None. 13. New Business: a. Budget Proposal- Already discussed and accepted for presentation to members. b. Vending Machines Jerry brought this to the Board due to a resident s request. It was discussed briefly without many comments either way. No action taken at this time. 14. Open items a. Cable Consultants- Richard announced that the Board has requested two separate cable consultant agencies to make a presentation and be interviewed by the Board. This will have to be at an open meeting in order to have the entire Board present. 15. Action Items a. Bicycles- tabled b. Credit Card for Rec Committee purchases. Application has been filed. The Petty Cash account has been reduced by 50%. c. Grills- Tom and Larry Fox met with Lowe's concerning problems with the Weber grills. Tom also spoke to the Weber Co., who is sending 4 sets of replacement knobs for the grills. 16. Resident s comments; 17. John Fazio made a motion to adjourn and Ann Tillman seconded the motion. 3 3 Vista Pines Grounds Committee March 2015 Report Recently I received permission to obtain slash pines from the Possum Long Nature Preserve, located off Palm Beach Road, just south of Monterrey. This area is run by the Audubon Society of Martin County. With this agreement, we have a win-win situation. Vista Pines has an almost unlimited FREE supply of young pine trees and the nature preserve is getting rid of the unwanted pines from areas that are being reworked. Chris and Kevin have plans to secure at least a couple dozen small trees for transplanting. With this donation, I am able to continue with my plan for planting replacement trees around the complex without hurting our current grounds budget. Our grounds worker Chris recently had a full day of removal of dead or overgrown shrubs around the west and south perimeter, with the assistance of a couple day workers. Replacement shrubs are already being planted. Additional areas have been identified to add flowering shrubs to attract more birds and butterflies. More stump grinding for recently removed diseased or dying trees will occur soon and then the island by S building will get a makeover, similar to the island by C building. The new landscaper and the new lawn maintenance company will be starting April 1st under new contracts. We expect to see much needed improvements in our lawn in the next few months. An aggressive plan to rid the unwanted weeds will encourage our Floritan grass to fill in and flourish. I thank all the residents, in advance, for your patience during this transition, as the lawn will actually look worse before it gets better. 4 4 Community Relations Report March 18 th 2015 On February 24 th Pamela and I went to a meeting on Negotiating Construction and Service Contracts, by Rosenbaum Mollengarden Attorneys at Law. This was a very interesting seminar as Vista Pines is about to go into negotiating a contract with either Comcast, or some other company to supply us TV in 14 months. Using either an Attorney, or a company that will negotiate a contract for us could be the best way for us to go. As we all know Comcast has not dealt with us very well in this last contract. Our complaints just grow by the week. The latest problem is customers are being charged $70 each time a repair man comes to the house, even if the fault is with Comcast's own equipment. They are just nickel and dimming us to death. Last year I got in touch with the Consumer Complaint Agency in regards to Comcast cutting off our TV when we go north in the summer. We pay for our TV 12 months of the year and I want to have access to the TV if I come back down in the summer, and we do not want the hassle of putting it back on in the fall. When I contacted the agency last week to find out the status of my complaint I was told they had contacted Comcast and they were to get in touch with me, of course they had not. When I told the agency they had not they again contacted Comcast, they said they reprimanded Comcast. They told me that Comcast will now contact me. I am not going to hold my breath because I am still waiting. The Witham Field Airport is already in trouble with the funding of the Customs facility, If they do not get the money they need for this project it may be cancelled. We will have to wait and see what happens there. The high speed train fiasco is of course still running. Now All Aboard is saying to the Treasure coast, after we have everything up and running we may be able to talk to you about having a train station in your town. That is after Stuart was told that definitely wouldn't happen when they tried to negotiate a station, months ago. What makes you think that All Aboard is getting a little worried there will be a law suit against them and their train. They are not happy with the counties banding together to try and beat them. So far Martin County has put in one million four and Indian River two million seven, they are still hoping St Lucie and Stuart will add more to the pot. MANAGEMENT REPORT March 18, 2015 MAINTENANCE WORK ORDERS 55 RECEIVED, 32 COMPLETED This month I have been working on the reserve items for the upcoming Budget Meeting in April. We have signed the new contracts for the new landscaping company, Michael s Gardens and Turf Management Company, Royal Green. Both will start their services in April 3 Exterior doors were replaced this month, two doors in the E building and 1 in the Y. Several walkways have been repainted and some chipped areas were repaired. The front entrance was mulched and all the dead plants and scrubs around the property were removed. New plants were ordered are being installed. The roof leak in the Clubhouse has been repaired, as well as a few leaks in the R and E buildings.
5 We are currently working on getting paving contractors in to look at our roads to determine when they should be repaved. 2 old doors were replaced in the E building. 4 Soffits were repaired in the R and V buildings. A credit card application was submitted to our bank for a Vista Pines Credit card. This will help us make purchases, without having to reimburse people and reduce using petty cash. This will also provide for better record keeping. John and I met with Whiting Roofing and he has completed his inspection on our roofs. We are now just waiting for our written report from them. Overall our roofs are in satisfactory condition. We had the gym equipment serviced and cleaned. One treadmill was repaired. 5 VISTA PINES RECREATION COMMITTEE REPORT MARCH 18, 2015 THE WHITE ELEPHANT SALE IS ON SATURDAY.THE ART SHOW IS ON SUNDAY. PLEASE COME TO SEE THE TALENTS OF SO MANY OF OUR NEIGHBORS. WE HAVE PURCHASED FOUR MORE ROUND TABLES FOR INSIDE THE CLUBHOUSE. WE ARE REPLACING TWO OF THE OLD ROUND TABLES. WE ALSO HAVE PURCHASED THREE GRIDDLES TO BE USED FOR EASTER AND MANY OTHER FUTURE FUNCTIONS. THE PLANS FOR THE LUAU ARE UNDER WAY. BE SURE TO LOOK AT THE SIGN-UP SHEET IN THE LOBBY.
