2 EAST AFRICAN COMMUNITY SECRETARIAT MEETING TO HARMONIZE POTATO AND CASSAVA STANDARDS 22nd. 241h MARCH 2010 SPORTS VIEW HOTEL, KIGALI, RWANDA 1.0. OPENING OF THE MEETING 1.1 Introduction REPORT OF THE MEETING The meeting was held in accordance with the programme of activities of the East African Standards Committee approved in May 2009 and with support from Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA). The meeting was attended by delegates from the five Partner States of Kenya, Burundi, Rwanda, Tanzania and Uganda and representatives from ASARECA. The list of delegates is attached as I. 1.2 Opening Opening remarks by Director General, Institut des Sciences Agronomiques du Rwanda (ISAR) (Rwanda Agricultural Research Institute) The meeting was opened by the Director General of ISAR, Dr. Daphrose Gahakwa as the Chief guest. In her remarks she thanked ASARECA and National Standards Bodies (NSBs ) for championing the standardization activities especially for potato and cassava, these being key food security and poverty alleviation crops. She informed the meeting that standards were a vital link to accessing markets for our products. However she observed that lack of awareness on standards was a hindrance to trade. She stressed the need to develop National Standards and harmonizing other than importers referring to only CODEX standards. 2
3 She further emphasized the need for scientists to work together to ensure that research informs standards work and the focus should aim at improving the livelihood of the farmers. The Director General welcomed participants to Rwanda and officially opened the meeting Remarks from ASARECA The Program Manager of Policy Analysis and Advocacy Program (PAAP-ASARECA), Dr. Michael Waithaka, on behalf of ASARECA, gave a brief background of activities that led to the process of harmonization of potato and cassava standards. He informed the participants that the standardization process started in 2006 and was piloted in Uganda, Madagascar, Ethiopia and Kenya. To further promote trade in the EAC, the initiative for harmonization was proposed with support from ASARECA at a phased level starting with the EAC and later to COMESA and SADC regions. In conclusion, Dr. Waithaka informed the workshop that the overall objective was to consider national comments with a view to harmonizing the potato and cassava standards at the EAC level Remarks from the technical Secretariat On behalf of the secretariat, Ms Stella Apolot, emphasized that the harmonization process had been guided by the international developments under potato and cassava at the Codex level and the EAC procedures for harmonization of standards. 1.3 Constitution of the Bureau Mr. Samuel Moturi, General Secretary, Institute of Packaging, Kenya was unanimously appointed to chair the meeting. The technical Secretariat was provided by - Ms Stella Apolot supported by Ms Rebecca Kizito - Uganda. 2.0 ADOPTION OF THE AGENDA The agenda was adopted and is hereto attached as 3. CONSIDERATION OF DRAFT STANDARDS 3.1 CD/U/Ol/2009, Sweet Cassava - Specification 3
4 738:2010 and is hereto attached as Annex III. 3.2 CD/U /02/2009, Dried Cassava Chips - Specification agreed amendments. The draft takes into account dried cassava chips from both sweet and bitter cassava. The amended draft standard was designated DEAS 739:2010 and is hereto attached as Annex IV. 3.3 CD/Uj03/2009, Cassava flour - Specification 740:2010 and is hereto attached as Annex V. 3.4 CD/U/04/2009, Cassava wheat flour composite - specification 741:2010 and is hereto attached as Annex VI. 3.5 CD/Uj05/2009, Food grade cassava starch - Specification 742:2010 and is hereto attached as Annex VII. 3.6 CD/U/06/2009, Cassava crisps - Specification 743:2010 and is hereto attached as Annex VIII. 3.7 CD/U/07/2009, Cassava and cassava products- Determination of total cyanogens - Enzymatic assay method I The draft standard was discussed and recommended for adoption. The amended draft standard was designated DEAS 744:2010 and is hereto attached as Annex IX. - 4
5 3.8 CD/U/08/2009, Seed potato - Specification The discussion on this standard was deferred to allow more national consultation by Kenya and Tanzania. The meeting noted the need to involve experts on seed at both National and the EAC on harmonization of planting material (seed potato). The meeting encouraged Kenya and Tanzania to submit national comments by 30th April The meeting noted that the matter should be brought to the attention of the EAC Secretariat and the EAC Seed Technical Committee to ensure the final draft is adopted through the EAC system. The meeting requested ASARECA to explore the possibility to further support the additional consultations to finalise this standard. 3.9 CD/U/09/2009, Potato crisps- Specification 745:2010 and is hereto attached as Annex X CD/U/I0/2009,Frozen potato chips- Specification 746:2010 and is hereto attached as Annex XI CD/U/ 11/2009, Fried potato chips - Specification 747:2010 and is hereto attached as Annex XII CD/U/02/2009, Fresh potato (ware potato) - Specification 748:2010 and is hereto attached as Annex XIII. 4. OBSERVATIONS I It was noted that there was inadequate capacity in most Partner States for analysis of cyanogens in cassava and cassava products. It was also noted that there were 5
6 challenges in obtaining the essential reagents (linamarin, linamarase and potassium cyanide). Consequently, a request was made for ASARECA to consider possible support in this respect. The meeting appreciated the positive contributions by the experts present in providing data and information that enriched the standards. However, it was noted that there were areas lacking data. Thus, there was need to undertake additional studies to generate such data that is essential in the standardization process and development of the industries. 5. RECOMMENDATIONS The committee recommends as follows: i. Posting of the standards onto the EAC web portal for a period of 30 days for any further input ii. The standards be forwarded to the East African Standards Technical Sub- Committee for further consideration Hi. The areas identified for new work should be forwarded to EASC for approval and incorporation in the next work program iv. Request for further support from ASARECA and any other partners of goodwill 6. CONSIDERATION TO THE FUTURE PROGRAMME OF WORK Ten areas for standards to be developed were proposed for incorporation in the future programme of work of the Committee. The list of proposed areas is attached as Annex XIV. Partner States were urged to forward to the Secretariat any relevant material in generating preliminary drafts in the identified areas. Dr. Abass Adebayo of International Institute of Tropical Agriculture (UTA) was requested by the meeting to explore the possibility of providing some information in this respect. 7 ANY OTHER BUSINESS The delegates expressed their heartfelt gratitude to the Government and the people of the Republic of Rwanda for their unmatched hospitality and excellent facilities at their disposal during the meeting. The delegates also thanked ASARECA for all the support provided. I The delegates recognized the presence and immense contribution by Hon. Dr. Serunjogi Lastus Katende, Member of Parliament and Vice-chairman, Parliamentary Committee on Agriculture, Republic of Uganda. 6

ADJOURNMENT OF MEETING There being no other business to discuss, the Chairman adjourned the meeting.
