17 HRP/PCC(23)/2010/8.3 Report on leveraged funding While expanding the direct support to HRP is critical, of equal importance is the catalytic role that HRP can play by providing support to initiatives in sexual and reproductive health that are funded or implemented by our partners. In many such cases there is no direct funding to HRP. This category includes those projects in which HRP develops a partnership involving cost sharing or contributions in kind, or those projects that are brokered in their entirety by another agency. It is difficult to estimate the magnitude of this type of "leveraged" funding; indeed other funding partners often join projects only after implementation has begun. Nevertheless, a list of HRP research projects and other HRP activities that have involved this type of partnership has been developed based on information collected by staff, and is shown on the following pages. In summary, a total of 30 projects or activities were identified, with HRP funding totalling US$ 2.0 million. To this amount, it is estimated that our partners contributed an additional US$ 7.2 million, to the same projects. Taking these activities together, for every dollar spent by HRP, our partners spent an additional 3.7 dollars. In view of the difficulty in gathering this data, we feel that this underestimates the actual level of leveraged funds. This analysis covers the period 1 January 2008 to 31 December 2009.
