1 STAFF REPORT TO: FROM: Honorable Mayor and City Council Gerald Tousley, Thurston County Health Department, Solid and Hazardous Waste Supervisor DATE: March 18 th, 2014 SUBJECT: Adoption of 2014 Hazardous Waste Plan SUMMARY STATEMENT: Under Washington State law, all counties and cities must develop a plan that provides a framework for the management of community generated hazardous waste. Several elements are mandated for inclusion within the plans such as the identification of disposal facilities, waste reduction and recycling goals, proper hazardous material handling, and the funding mechanism for the jurisdiction s overall management systems. Although each community is required to maintain a plan for solid and hazardous waste, state law allows the flexibility to develop plans jointly with other communities. Jurisdictions are required to review plans every five years. If amendments are needed because of changes in law or policy, a revision process is initiated. Public meetings ensure interested groups and citizens have an opportunity to provide input on the hazardous waste plan, and more importantly, to propose changes. After the public comment period concludes, the plan is revised to incorporate suggested changes. It is then forwarded to each participating municipality and once adopted, presented to the Thurston County Board of Commissioners for adoption. The Department of Ecology receives the final plans after all participants have approved the plan. Historically, Cities and Towns of Thurston County have exercised their option under state law to participate in a joint county/municipality integrated hazardous waste management plan. All cities within our region coordinate with Thurston County in the creation of the plan. This collaborative effort has resulted in the creation of the Thurston County 2014 Hazardous Waste Management Plan. The final step is for cities to adopt the Plan. 20 RESOLUTION NO. A RESOLUTION OF THE LACEY CITY COUNCIL ADOPTING THE 2014 THURSTON COUNTY HAZARDOUS WASTE MANAGEMENT PLAN. WHEREAS, Thurston County is required to prepare a Hazardous Waste Management Plan (Plan) pursuant to RCW ; and WHEREAS, incorporated cities and towns in Thurston County have participated with the County in developing the Plan for hazardous waste management pursuant to an Interlocal Agreement executed by the City; and WHEREAS, it is necessary for the Plan to be updated pursuant to RCW ; and WHEREAS, the Thurston County Solid Waste Advisory Committee recommended approval of the Plan on August 20, 2013; and WHEREAS, the proposed Plan has been reviewed as a non-project action under SEPA and a Determination of Nonsignificance was issued on September 6, 2013; and WHEREAS, the adopted Plan will be submitted to the Washington State Department of Ecology for final approval; NOW, THEREFORE, BE IT RESOLVED BY THE LACEY CITY COUNCIL as follows: Section 1. The 2014 Thurston County Hazardous Waste Management Plan is hereby adopted as the City of Lacey hazardous waste management plan. Section 2. Thurston County is designated as the agent to administer the hazardous waste management plan within the City of Lacey with full authority to implement the Plan and services consistent with the Plan.
