5 1. INTRODUCTION This document covers all activities to be launched or continued in 2011 to implement the European satellite radio-navigation programmes EGNOS and Galileo. Its legal basis is Regulation No 683/2008 if the European Parliament and the Council of 9 July 2008 on the further implementation of the European satellite radio navigation programmes (EGNOS and Galileo) 1 (referred to hereafter as the GNSS Regulation). In accordance with Article 15 of the GNSS Regulation, this document sets out the GNSS work programme to be adopted by the European Commission under the committee management procedure defined in Article 4 of Decision 1999/468/EC, and reviewed on an annual basis. The document covers: 2 activities relating to the completion of the development and validation phase of the Galileo programme, including the achievement of Initial Operational Capability (IOC) and the transition between In-Orbit Validation (IOV) and Full Operational Capability (FOC); activities relating to the deployment phase, including actions to manage and monitor this phase, and preparations for the exploitation phase of the Galileo programme; activities relating to the operation of EGNOS, including operational maintenance; activities relating to the development of GNSS applications and services and international cooperation. There are three main sections: Chapter 3 on the context describes the measures to be implemented in 2011 with no significant financial implications; Chapter 4 lists the measures that require the allocation of commitment and payment credits in 2011 and beyond. Chapter 5 lists the procurement actions that result from actions described in chapter 4, as well as providing the budgetary overview. 2. STATUS OF THE PROGRAMMES This work programme builds on the work undertaken in 2010, in particular on the procurement of the main segments required for Galileo's full operational capability (FOC). The complex FOC procurement process that started on 1 July 2008 is 1 2 OJ L 196, , p.1. 6 expected to be concluded before mid-2011 and has been one of the main focuses of activities of GNSS programme management in While the conclusion of important chapters of the procurement process means that there is now a more solid basis for the scheduling of service provision (see also chapter below), it has become clear that additional financing will be required to attain full operational capability (FOC). Additionally, the Commission was again confronted with cost overruns in the IOV programme in early 2010 which necessitated a revision of the GNSS work programme to allow for a reallocation from the FOC phase to the IOV phase of the Galileo programme. The work programme revision also increased the available funds for EGNOS through internal reallocations. In 2010, the main focus of the EGNOS Programme has been to guarantee operational continuity whilst at the same time ensuring progress towards the declaration of the Safety of Life Service, which saw ESSP certified as the EGNOS service provider in July. The success of the implementation of Galileo and EGNOS, however, is not only conditioned by technical issues and by procurement processes. A number of ancillary activities have been carried out in 2010 and this work will be continued in the next year. A number of important regulatory and legislative initiatives have been undertaken in 2010, leading to the entry into force of Regulation N 912/2010 of 22 September 2010 setting up the European GNSS Agency, which replaces the former GNSS Supervisory Authority 3, the adoption of the Action Plan for Global Navigation Satellite System (GNSS) Applications (COM/2010/308) and a Commission proposal for a decision on access to the Public Regulated Service (PRS) (COM/2010/550), to name but a few. The work to implement these will be taken forward in Furthermore, mention also needs to be made of the broad field of activities undertaken concerning international cooperation in which a number of milestones were achieved in 2010, including the signature of an agreement for Norway's participation in the GNSS Programmes in September. Other initiatives in this domain were directed towards preparing the deployment of ground stations in third countries and towards ensuring signal compatibility and interoperability with other GNSS providers. On the budgetary side, and in conformity with the terms of the delegation agreement for Galileo signed between the European Commission and the European Space Agency, a further 480 million in commitment credits were committed in 2010 to finance the FOC contracts. This amount represents the 2010 part of the delegation agreement's multi-annual commitment amounting in total to 2,645 million. To cover cost overruns in the in-orbit validation phase, a further million from the Union budget for the GNSS Programmes was provided to ESA under a extension 3 Regulation N 912/2010 of the European Parliament and of the Council of 22 September 2010 setting up the European GNSS Agency, which replaces the former GNSS Supervisory Authority, repealing Council Regulation (EC) No 1321/2004 on the establishment of structures for the management of the European satellite radio navigation programmes and amending Regulation (EC) No 683/2008 of the European Parliament and of the Council, OJ L 276, , p.11. 7 to the existing grant agreement. Finally, 2.5 million were used for other operational expenditures to finance actions including programme management capability enhancements, the securing of intellectual property rights and the carrying out of a definition study for a Galileo operating company service centre and safety of life service centre. Looking forward, the main priorities for 2011 will be to ensure that the IOV satellites are launched; sign the final FOC work packages, linked to the ground segment of Galileo; closely oversee the implementation of the Galileo FOC work packages; establish a clear road-map and service definition for the IOC intermediate milestone; take forward discussions on the future financing and governance of the GNSS programmes, addressing also the need for a liability regime for satellite navigation; expand the coverage of EGNOS and promote its use in the aviation sector; develop opportunities for EGNOS to be used outside the EU, notably in Africa; take steps to encourage market take-up of EGNOS and market preparedness for Galileo, specifically by implementing the GNSS Applications Action Plan; strengthen the communication effort, notably by presenting the benefits of the GNSS programmes to the European citizens; continue improving the management of the programmes, in particular with respect to risk management and quality management. 3. POLICY CONTEXT This chapter details the measures that have no significant budgetary implications but which are planned to be launched or continued in 2011 to implement the GNSS Regulation. These measures are set out for information purposes. They provide the broader context of the commitment and payment appropriations planned for 2011, as described in chapter Governance This includes measures to ensure sound governance of the GNSS programmes. 8 European Commission Article 12 of the GNSS Regulation confers on the Commission the responsibility to manage the GNSS programmes. Unless otherwise stated, the Commission 4 will implement the action points listed in chapter 4 below. Furthermore, the Commission will carry out tasks related to mission and system definitions, system implementation and project management of EGNOS and Galileo. This includes developing and managing the High Level Definition Document (HLD) that aims at providing the context and high level requirements of the Galileo and EGNOS programmes as well as working on standardisation (development of international standards for performance, services and user equipment in the different application sectors) Galileo Inter-institutional Panel The Galileo Inter-institutional Panel (GIP) facilitates a close cooperation between the European Parliament, the Council and the European Commission and allows the three institutions to monitor the GNSS implementation, international agreements with third countries, the preparation of satellite navigation markets, the effectiveness of governance arrangements and the annual review of the work programme. The Council and Parliament organise alternately the meetings of the GIP, and the Commission will continue to contribute to the preparation of the meetings of the Panel European GNSS Programmes Committee In accordance with the GNSS Regulation and with the rules of the European Union as to the procedures for the exercise of implementing powers conferred on the Commission, the European GNSS Programmes Committee (referred to hereafter as the GNSS Committee ) assists the Commission in managing the GNSS programmes. In order to do so, Committee members must be put in a position to obtain sufficient assurances that the entire programme is managed appropriately, in particular through reviews of progress by independent experts (referred to in paragraph 3.2 of the Strategic Framework 5 ) against the key decision points, as provided for by the GNSS Regulation. For this purpose, it is proposed that the Committee will meet five times in the course of 2011 to discuss the implementation of Galileo FOC, the operations of EGNOS and all related activities in which it is competent. As agreed in the context of the 2009 work programme discussions, Member State experts will be able to participate in the main technical reviews of the programme, at the invitation of the Commission. ESA, the GNSS Agency and third countries such as Norway, with which agreements have been concluded, will be invited to nominate observers to the GNSS Committee in accordance with Article 8 of the Rules for Procedure for the GNSS Programme Committee. Following the conclusion of the joint EEA-EU committee decision 4 5 Wherever the Commission or its services are mentioned in this document this includes the support of the GSA where relevant. 9 94/2009, Norway now participates as a non-voting member of the GNSS Programme Committee GNSS Security Board ESA In 2010, the GNSS Security Board (GSB) held meetings on a regular basis (once every three months). Two subgroups, the working group national experts (WG NET) and the working group on the public regulated service (WG PRS), are now operational and are fulfilling a significant part of the tasks identified in the GNSS Security Board's security roadmap. Three Task Forces, the TF PSI, the TF Control and the TF Launch, have reached or are approaching the end of their mandates, having fulfilled the majority of their intended tasks. In 2011, the GNSS SB will continue its work in accordance with its regularly updated roadmap. While the Commission is responsible for managing the GNSS programmes, the European Space Agency (ESA) will continue to play an important role in implementing Galileo's full operational capability, until its achievement, as the procurement agent and overall system prime contractor. It is also the design authority for EGNOS system evolutions. To ensure the strict division of responsibilities between the two parties, the Commission concluded multi-annual delegation agreements with ESA in 2008, covering delegated tasks and budget implementation to achieve full operational capability of Galileo, and in 2009, covering tasks related to the EGNOS operational phase. These agreements lay down conditions for managing the funds entrusted to ESA, and more specifically the actions to be implemented, the relevant financing, management procedures and monitoring and inspection measures, measures applicable in the event of inadequate performance of contractors and rules regarding the ownership of tangible and intangible assets. Furthermore, the Commission also signed a grant agreement with ESA in 2009, to finance part of the financial shortfall for the IOV phase. This agreement was updated in 2010 to take account of further financial needs of the IOV phase European GNSS Agency In 2011, the European GNSS Agency will continue its work in support of the GNSS Programmes, on the basis of guidelines issued by the Commission. One focus of this work is on the accreditation of the GNSS systems, supported by the GNSS Security Accreditation Panel and on continuing the preparations for the Galileo Security Monitoring Centre. The European GNSS Agency will also help prepare the commercialisation of the systems and undertake any other tasks identified by the Commission, including the promotion of European GNSS applications and training centres. These activities are detailed in the GNSS Agency's 2011 work programme. EN 9 EN

10 3.2. Security, legal measures, and international cooperation Security framework PRS access rules The Public Regulated Service (PRS) offered by Galileo will be restricted to government-authorised users. Stakeholders must be coordinated at EU and national level. A Proposal of the Commission for a Decision of the Council and European Parliament on PRS Access Rules was adopted by the Commission in 2010 and is now under discussion at Council and by the Parliament. This decision will fix some important assumptions for the PRS service, in particular the rules for the manufacture and export of receivers. This will entail a number of technical actions, in particular the definition of specifications and common minimum standards for which the Commission intends to continue using the expertise of the GNSS SB and WG PRS, as well as the support of the European GNSS Agency Security Requirements The Commission, together with ESA, will continue to ensure compliance of the IOV and FOC configurations with the update of the System Security Requirement Specifications (SSRS) and any relevant applicable documentation to be used in the FOC phase. A systematic analysis of the threats and vulnerabilities will be performed by ESA in accordance with the SSRS requirements and with support from the FOC System Support Work Package. The WG NET, under supervision of the GNSS SB, as well as the Galileo Security Accreditation Panel participants, will continue to follow the security relevant aspects of the various project reviews Security accreditation The security accreditation of the Galileo IOV configuration, in particular the decision of the Accreditation Authority to authorise the launch of the IOV satellites, will be organised in accordance with Regulation EU No 912/2010 6, which sets up the Security Accreditation Board (SAB) and which requires the Commission to follow very closely the possible impacts at Programme level of the accreditation process and its decisions, propose possible risk treatment plans where relevant and to interact with the European Parliament and the Council if the Commission considers that a decision taken by the Board may have a significant affect on the proper conduct of the programmes Export controls The Commission, supported by the GNSS Agency will continue to prepare the ground for control measures related to sensitive items and technologies developed by 6 Regulation EU No 912/2010 of the European Parliament and of the Council setting up the European GNSS Agency, repealing Council Regulation (EC) No 1321/2004 on the establishment of structures for the management of the European satellite radio navigation programmes and amending Regulation (EC) No 683/2008, OJ L 276, EN 10 EN

11 the GNSS programmes within the context of the Union export control policy. Where possible this will build on the work of existing export control systems. It will in particular implement the recommendations of the GNSS SB and its Control Task Force and ensure that export control mechanisms and constraints are taken into account with regard to international partners Joint Action procedures The Commission will continue to support the Council General Secretariat and the GNSS formation of the Council Security Committee in preparing the Joint Action procedures Interactions with the GNSS Agency In 2010, the Commission finalised a working arrangement with the GNSS Agency on all security matters, organising its interfaces with this one and formalising the link between the work programmes of the EU and of the Agency. Such arrangement will be fully implemented in Critical Infrastructure The Commission will examine in 2011 the potential application of the "Critical Infrastructure" EU regulatory frame for the European GNSS infrastructure Legal and regulatory framework Liability The Commission may present in the fourth quarter of 2011 a legislative proposal on EU GNSS third party liability, accompanied by an extended impact assessment study Intellectual property rights In 2011 the Commission will continue managing patents and other intangible assets in the context of the Galileo FOC, performance of contracts and with respect to the ongoing projects. The transfer of tangible and intangible assets, including intellectual property rights, from ESA to the Commission, and related due diligence activities, will be continued in International cooperation International activities focus on reducing political, technical and security risks to the European GNSS programmes, protecting Galileo frequencies and services and promoting the uptake of Galileo and EGNOS services worldwide. 12 European Commission will continue to implement its international cooperation strategy initiated in Bilateral cooperation will, in line with this strategy, focus on formalising relations, mainly through bilateral agreements, with key non-eu countries in line with this strategy. Cooperation with other GNSS powers (United States of America, China, Russian Federation, Japan and India) will continue. This will include technical work to support the compatibility and security objectives of Galileo and EGNOS vis-à-vis third country systems, using the expertise of the Compatibility, Signal and Interoperability (CSI) Working Group. Actions will be undertaken to involve regions of the world where the adoption of European GNSS technologies and applications may help market development. The Commission will continue supporting EU industry in particular through the monitoring of GNSS policies and regulations in third countries and the detection of possible or potential trade barriers. In 2011 the Commission will continue to conduct technical and research work to support Galileo/EGNOS objectives in terms of compatibility, interoperability, application research and international outreach. In particular, research experts will be called in to advise the Commission with regards to the management of its bilateral agreements with third countries. In particular, in 2011 the Commission will continue its work towards establishing an EGNOS-based service over the African continent to be primarily used for civil aviation, maritime activities and land management. Experts from Europe and Africa will assist the Commission in this task Development of applications and services GNSS Application Action Plan On 14 th June 2010, the Commission adopted its action plan on GNSS applications (COM/2010/308) aimed at fostering the development and use of satellite-navigationbased applications using in particular EGNOS and Galileo. This action plan, which covers the period , encompasses a set of 24 measures. As the number of domains of application is huge, priority is given to domains where the EU's added value and cost-effectiveness are greatest (transport, agriculture ) and to crosscutting measures that are key to the general take-up of GNSS applications in the EU. In 2011, the Commission will continue to implement this plan with technical, research and communication work. For instance, 38M will be injected into research and development, seeking in particular cost reduction for Galileo's receivers. Synergies will be also sought among several investment programmes to facilitate access to financing to SMEs. Awareness campaigns on the benefits of EGNOS and Galileo will be launched addressing aviation, maritime, road and high-precision communities. An EGNOS "branding" will also be developed to increase market penetration and consumer awareness. EN 12 EN

13 Several in-field tests will be performed to confirm the advantages of using EGNOS for road applications, in agriculture (for the Common Agriculture Policy) or on mobile phones. For the latter, a toolkit will be designed to ease the work of smartphone applications' developers when seeking to use the EGNOS Data Access Services (EDAS). As far as EU legislation is concerned, some preliminary studies will be carried out with the support of external expertise to investigate, inter alia, the expediency of making mandatory the use of GNSS devices, for the tracking and tracing of dangerous goods, and the incorporation into digital tachographs. The work towards the development of scenarios for the extension of EGNOS coverage to Africa, and to gain recognition of the Galileo Search and Rescue service by the Cospar-Sarsat organisation will also be pursued European Radio-Navigation Plan Following the reattribution of responsibilities for the European GNSS programmes within the Commission, the European Radio-Navigation Plan has been attributed to DG Mobility and Transport which has launched a review of requirements and options for the ERNP. Pending the outcome of this process, work on the Radio- Navigation Plan is suspended. 4. PROPOSED ACTIONS This chapter details with measures planned to be covered by the budget of the European GNSS Programmes in Action points set out in this chapter may result in legal commitments as stated in chapter Activities related to the Galileo programme implementation The Galileo Programme development and validation phase IOV is planned to be concluded in In parallel, the deployment phase will continue targeting early service provision (Initial Operational Capability) tentatively scheduled for end 2014/early 2015, prior to the achievement of FOC (now scheduled for 2019 or later, depending on budget). IOC objectives are being coordinated with ESA and will be integrated into the agreed baseline Development and validation phase The development and in-orbit validation phase (IOV) has experienced further delays due to some changes in the payload configuration and anomalies detected during the test campaigns so that the first launch of the four operational satellites is now planned for August 2011 and the second one on February ESA manages these contracts and is fully responsible for their implementation. In accordance with the GNSS Regulation, ownership of tangible and intangible assets created or developed under the Galileo programme will be transferred to the European Communities. EN 13 EN

14 Deployment phase The public procurement process for the deployment of the system to reach full operational capacity (FOC) of the Galileo programme is well on its way: four out of the envisaged 6 work packages will have been awarded by the end of 2010 and the remaining two, namely WP2 Ground Mission System- and WP 3 Ground Control System-, are expected to be awarded before mid In view of the new milestone IOC - Initial Operational Capability all the work packages have been contractually conceived to comply with the performance expected of a reduced system deployment configuration. With the aim to guarantee the required programme flexibility and contractual agility, several contracts have been structured as framework contracts partitioned by work orders. The procurement process is governed by EU procurement rules but is implemented by ESA as the system prime and procurement agent for the European Commission, through a delegation agreement signed between the Commission and ESA, in accordance with Article 18 of the GNSS Regulation (see chapter 3.1.5). This agreement details the task entrusted to ESA, including system management and contains a corresponding budget. Outlines of the activities in the two remaining work packages are provided below. (1) Work package 2 Ground Mission System infrastructure completion The Ground Mission System elements responsible for providing the navigation messages put in place during the development and validation phase will be upgraded in the two foreseen Ground Control Centres sites and additional facilities (e.g. GSMC Galileo Security Monitoring Centre) will be deployed to achieve operational capability status. (2) Work package 3 Ground Control System infrastructure completion The Ground Control System elements responsible for controlling the Galileo system put in place during the development and validation phase will be upgraded and additional facilities deployed to achieve full operational capability status. Further to the above fundamental Galileo system infrastructure other key elements are required to achieve the provision of initial services at IOC and full services at FOC, such as: (1) Operations: a High Level Operations Concept will be established in 2011 with the objective to set the operational landscape and define the roles of parties involved in Galileo operations at an institutional and system level at the latest from the point of initial service provision. A detailed programme of work will be produced to prepare the operation activities of the GSMC, the SAR facilities and the Galileo Service Centre (dealing with Open service user interface). The required contractual and financial arrangements will be defined and initiated. (2) Service elements, such as i. the services facilities (time service, geodesy, search and rescue interfaces, service centre), ii. System Performance monitoring tools (e.g. test user segment, validation tools). During the course EN 14 EN

15 of 2011 the full set of requirements will have to be defined and their procurement started. (3) Sites hosting: the Galileo Ground Segment relies on a network of different types of stations, deployed worldwide, and which requires the implementation of site hosting services. The existing IOV site hosting contracts will be handed-over to FOC contracts, and new contracts will be established for the new FOC sites to be deployed. A detailed Service Implementation Plan encompassing the three main constitutent elements leading to early service provision (System, Operation and Service Provision), will be established during the course of 2011, and all the related activities will be implemented accordingly (see above). In addition, the Commission will continue managing the implementation of the Galileo System Accreditation Strategy in It will also supervise the security activities carried out by ESA during the final phases of IOV and deployment programmes. Furthermore, the Commission will follow up the Galileo IOV and FOC deployment activities delegated to ESA, by participating in major project reviews and progress meetings at appropriate levels Specific activities related to the preparation of the search and rescue (SAR) service provision A specific contract will be established to initiate the activities of the SAR/Galileo Data Service Provider. The SAR/Galileo Data Service Provider will be the entity responsible for the management and coordination of the operations of the SAR/Galileo ground infrastructure, allowing therefore the SAR/Galileo Service to be provided. France with its significant background (through its space agency CNES) and its position within the Cospas-Sarsat organisation (one of the four signatories of the International Cospas-Sarsat Programme Agreement), is the European Member State suitable to take up this role through is space agency (CNES). The Commission has already started discussions with CNES in order further refine the detailed activities of the SAR/Galileo Data Service Provider Specific activities related to the preparation of the PRS The definition phase of the PRS (Public Regulated Service) pilot project, launched by the Commission at the end of 2009, continued in A number of bilateral meetings took place between the Commission and interested Member States. The results of these meetings, as well as the outcomes of the definition phase, were discussed in the frame of the WG PRS. The Commission will now launch, with support of the European GNSS Agency, the PRS pilot project, which will contain a number of contractual activities which are intended to be started in The PRS pilot project will provide a collaborative framework to facilitate the actions of interested Member States and PRS end users' towards the development, validation and optimisation of their own PRS infrastructures. The project will give access to the EN 15 EN

16 PRS service of the GNSS infrastructure before the service is declared operational and in particular will provide a link to the GCC and an access to the Signal-In-Space. In addition, the project will also aim at identifying and exploiting the synergies between the PRS activities of different Member States, as well as validating some aspects of the Joint Action 8 implementation Activities related to the EGNOS programme The Commission plans to declare the Safety-of-Life service (SoL) in early 2011 on the basis of the EGNOS System Version 2.2, and maintain this service during the operational lifetime of the system. This will require the Commission programme team to continue to manage the three streams of industrial activities (ESA, ESSP, and future GEO satellites GEO1 and GEO2), with a particular emphasis on the maintenance of the safety case, the system performance monitoring and the monitoring of user feedback. The Commission will harmonise the duration of existing contracts up to mid-2014 to prepare the hand-over with the next financial perspective The Commission will also initiate the deployment of new system releases as well as a series of local maintenance system updates such as the one correcting the issue that has occurred on 2 August 2010 on the ranging and integrity monitoring stations (RIMS) software. Work will be done on the Satellite Based Augmentation System (SBAS) standard updates, as well as cooperating with the European Space Agency on the EGNOS V3 phase A under the European GNSS Evolution Programme (EGEP). In parallel, measures will continue to be taken to deal with equipment obsolescence to secure the minimum activities and provide EGNOS services until mid The Commission will continue to seek external technical assistance for the management of the EGNOS programme. Work in 2011 will also continue to be intensified on the extension of the EGNOS Services, both in terms of multi-modal use and in terms of service coverage. This encompasses the extension of the SoL service to other user application domains such as road, maritime and/or railways and the increase of the EGNOS (Open Service and Safety of Life) performance and coverage, mainly to southern and eastern Europe, thanks to the deployment of a new EGNOS System Release (version 2.3.1) and the subsequent expected updated Service Declaration by the EGNOS Service Provider. Concerning the EGNOS Data Access Service (EDAS), previously know as the Commercial Data Distribution Service (CDDS)), the activities will focus on two fronts. The first will be the initiation of the transfer of ownership of all the assets from the European GNSS Agency to the EU. The second will be the preparation of the exploitation phase through the identification of a service provider, who should be active up to 2014, and who will, later in the year, start providing the service based on a declaration of service which will also imply an enhancement of the system supporting the service. 8 Council Joint Action 2004/552/CFSP of 12 July 2004 on aspects of the operation of the European satellite radio-navigation system affecting the security of the European Union. 17 4.3. Horizontal activities related to the GNSS programmes Mission and Service Definition The Commission will continue to perform technical tasks in support to the Galileo and EGNOS programme management activities as laid down by the GNSS Regulation 683/2008/EC. The main objectives of this group of tasks are: To safeguard the technical coherence and compliance of the Galileo and EGNOS system performance with the applicable mission and service requirements, To support the technical management and processing of changes to the mission and the system design changes and / or change requests of the European GNSS programmes, To support the coordination of GNSS frequency regulatory matters and technical management of signal compatibility / interoperability issues with other GNSS. The Commission has launched a Framework Service Contract (FSC) in 2010 for the support of the related technical activities, including support tasks for (i) the consolidation and maintenance of the Commission's GNSS Mission requirement baseline and the associated flow-down to Commission's GNSS system requirements by use of a dedicated configuration tool (IBM DOORS), (ii) the technical assessment for the implementation of local elements in Galileo, (iii) compatibility and interoperability analyses with other GNSS and ad-hoc frequency regulatory tasks as needed to defend Galileo interests in the existing radio regulatory fora. These support tasks shall be continued and expanded in 2011 to include the production of justification files of the established mission requirements and a configuration controlled, periodic update of the requirement baseline together with traceability and verification of the requirements. In addition, the Commission will perform tasks in 2011 which are required to fulfil its obligation as system owner regarding the provision of the EGNOS Safety-of-Life service to aviation users. These tasks cover two areas: (1) The implementation of a Commission-internal safety management system. This work requires a number of phases to develop the requirements and to implement adequate processes and procedures. This work will build on the initial studies performed in the frame of the work programme (2) The improvement of the Notice to Airmen (NOTAM) service levels and the corresponding upgrade of the NOTAM tool. This work shall be assigned to the EGNOS system operator ESSP for reasons of cost efficiency and operational system knowledge. The Commission will also carry out in 2011 the work for the definition of requirements related to added-value services, i.e. the Time Service Provision and the Geodetic Reference Service Provision. The establishment of this requirement baseline is needed for the implementation and qualification of the External Service Facilities which shall be available by the IOC milestone. EN 17 EN

18 A further are of work covers the support to GNSS standardisation activities in the aviation domain addressing Galileo, satellite-based augmentation systems (SBAS) and ground-based augmentation system (GBAS) evolutions. The activities will include, but not be limited to, the development of receiver performance and antenna standards for standalone Galileo, Combined Galileo/GPS/SBAS and dual frequency SBAS MOPS, the support to the definition and introduction of A-RAIM compatible with Galileo, together with support of bespoke coordination activities with ICAO, EUROCAE and RTCA. The Commission will upgrade in 2011 the GNSS Simulation and Testing Infrastructure (GSTI) to provide and facilitate access for the GNSS community to testing tools and simulation facilities. Missing functionalities and additional features as proposed by the user community shall be implemented. This work shall be assigned to an external contractor and shall also cover the operation of this facility for an initial period of 2 years. Finally, the work on independent service performance monitoring for Galileo and EGNOS will be continued based on the results of precursor studies and potential changes to the Galileo service provision scheme Mission and Service Implementation The Commission will continue in 2011 to carry out technical activities to support the establishment of service implementation concepts and plans for the Galileo services, with particular focus on early service provision and related technical operations aspects. This requires setting up mission and services technical implementation tools, incorporating technical expertise and software development. In addition, the Commission will work towards setting up an internal safety management system for both EGNOS and Galileo to fulfil its obligations as system owner regarding safety and mitigation of the liability risks incurred during the provision of service for safety critical applications. The work on independent service performance monitoring for Galileo and EGNOS will be continued, building on the results of precursor studies (e.g. the GPMAF study for Galileo, performed by the GNSS Agency and completed in 2009) and continuing with the development of suitable implementation concepts and identification of costs Preparation for the post-2013 exploitation of Galileo and EGNOS The budget allocated to the programmes for the period is expected to enable the provision of initial Galileo services based on a constellation of 18 satellites in 2014/15. Studies performed during the last year demonstrated that this step is crucial to enabling Galileo to become the second reference constellation for chipset manufacturers and hence to maximise economic and social benefits for European industries and citizens. To ensure that the quality of the service is in line with user requirements, a solid governance structure will have to be put in place by 2014 at the latest. The budget necessary for the exploitation of the systems will also have to be secured. EN 18 EN

19 However, to fully exploit its advantages, Galileo needs to reach FOC. The performance level of a reduced constellation is a first step towards market penetration but is restrictive, and users will not accept it over a prolonged period as it is not sufficient to provide new applications based on Galileo alone. The completion of the full Galileo system (after IOC) will ensure the full provision of all the services based on the published technical performance, as anticipated by users world-wide, but will require additional funding Operations The governance structure for the exploitation phase, that will ensure ongoing service provision and effective replenishment of the systems, is still being determined. In line with the GNSS Regulation, the Commission will provide a mid-term review of the GNSS Programmes and prepare proposals and recommendations for the governance and financing of the Galileo programme after For this task the Commission is assisted by external experts Mission Evolution In 2010, the Commission laid the cornerstone for the creation of the Mission Evolution Advisory Group (MEAG). This expert group provides independent advice to the Commission on long-term EGNOS and Galileo mission evolution matters, in particular on changes in user profiles and related impacts on the definition of the European GNSS services and related mission objectives and requirements. This group may also be requested by the Commission to provide recommendations and assessments on specific European GNSS issues. Moreover, the MEAG can be consulted by the Commission to provide recommendations at mission level for the elaboration of the GNSS Evolution Programme of the European Space Agency (ESA). One element of the FSC launched in 2010 by the Commission (see chapter above) was the procurement of expert support on specific topics which shall be defined by the MEAG chairman (or the chairman of the associated working group), covering the entire field of GNSS mission and system engineering. A second area of related support activities in this framework service contract relates to administrative support for the organisation and coordination of the MEAG meetings. These MEAG support activities shall be continued as an integral part of the work programme ESA has launched the European GNSS Evolution Programme (EGEP) to explore in greater depth the prospects for evolution of the EU GNSS systems in the mid to long term. The EGEP roadmap includes several experimentation activities aimed at investigating the feasibility of new services and support to real full scale service demonstrations. The Commission has procured expert support for the follow-up of these activities in 2010 (as part of the FSC), comprising in particular the ARCTIC Test Bed, High Precision Service Test Bed and Liability Critical Services Test Bed projects. Additional expert support shall be procured for potential new test bed activities (if required) as part of the work programme EN 19 EN

20 Programme and project support The Commission manages the EGNOS and Galileo programmes and must control the overall costs and schedule so that the system infrastructure and related operations are in place on time. To this end, the Commission will ensure that its internal programme and project management structures are efficient and effective by adopting standard practices in space programmes Project management support Programme Decision Making Process The EGNSS Programme Management has implemented in 2010 a decision-making process based on decision cases for the major programme decisions. This process is aimed at providing a mechanism to reach internal agreement on particular decisions and to ensure that justification/evidence and options for each decision are developed and recorded. Separately, a set of Commission Programme Manager decision making principles shall be established and shared with both Member States and ESA. Key Decision Points The Commission has adopted a list of key decision points for reviews of the implementation of the European satellite navigation programmes by mid October This key decision points list needs continuous updating and revision and to be reported to Member States through the quarterly GNSS Programme Report. A proper Key Decision Point review process shall be further developed in 2011 aimed at providing the GNSS Programmes Committee with adequate visibility on the decision making process of the programmes. Programme reporting Monthly programme reports will continue to be elaborated and work will be carried out for the improvement of the reporting policy of EC and ESA towards Member States. Configuration and Documentation Management The Commission will establish in 2011 a Configuration and Documentation Management System (CADM) to ensure configuration control of the project documentation. A bespoke tool shall be procured which shall be fully compatible with the CADM tools of both ESA and ESSP (to facilitate document configuration control and transfer of documents). Quality Management The Commission will further develop in 2011 an European GNSS programme internal quality management system to ensure the application of quality related processes aimed at satisfying the needs and obligations related to the ownership of the system and the provision of safety critical services. 21 Project Management Consultancy The Commission was assisted in 2010 by a team of project management experts who provided independent advice and analysis on the GNSS programme governance, the internal Commission organisation and on other issues, such as support to the cost analysis exercise. In 2011 the Commission will continue to be assisted by these consultants to provide project management support on ad-hoc basis, to continue to review the implementation of the GNSS programmes and to make appropriate recommendations for improvements Risk management The implementation of a sound risk management process is key to the success of the European GNSS programme management. There is an increased need for a concise identification of risks and for the application of sound mitigation strategies in the running of all the GNSS projects (EGNOS, Galileo IOV, Galileo IOC, Galileo FOC and the future Galileo exploitation phase). The perimeter of the subject activities comprises a thorough assessment of the major programmatic, technical, financial, schedule and legal risks both at a programmatic and project level, together with the definition of proper risk mitigation measures. The Commission will launch a framework service contract for the support of these risk management tasks, covering: the establishment of risk assessments and proper mitigation actions; the follow up of the established risk mitigation action plans at programme and project levels; contributions to the contingency reserve building; risk assessments to decision making processes and associated decision cases; contributions on insurance and third party liability related matters in view of the establishment of a liability regulation for the GNSS programmes Legal and financial consultancy In 2011 the Commission will be further assisted by ad-hoc expert advice on issues such as technical, legal assistance and support, insurance advisory services, analysis of intellectual property rights, project control, quality assurance, knowledge management and risk analysis GNSS economic analysis and research In 2010, following a delegation from the Commission, the European GNSS Agency developed a toolkit for continuous market monitoring. In 2011, this toolkit should allow a continuous monitoring of the GNSS impacts, examining issues such as productivity gains in specific sectors, job creation and impact on industry dynamics EN 21 EN

22 and business models. In particular, it will: gather and analyse information concerning various GNSS markets and disseminate relevant information and reports to support GNSS policy making specifically in the framework of the Action Plan on Global Navigation Satellite System (GNSS) Applications adopted by the Commission in June 2010 (COM(2010)308) Information dissemination In 2011, the Commission will conduct a number of information and communication activities on both programmes. For EGNOS, the Commission will conduct activities to (1) help promote adoption by the Aviation community, (2) increase the penetration of the system in high precision agriculture applications and (3) raise the profile of the programme with the general public and with the Road community. The Commission will address all key targets from the board public and the general media to Aviation, Agriculture and Road stakeholders, receiver manufacturers and application developers. For Galileo, the Commission will conduct activities aimed at maximising (1) a favourable opinion from the general public and (2) the development of dual GPS/Galileo receivers and of Galileo applications. The specific activities described below will be complemented by additional activities from the European GNSS Agency, the ESA and the ESSP with whom a coordination mechanism has been put in place. For those specific activities, the Commission will work through external contractors who are experienced in the related fields. The Commission will report to the GNSS Committee on a regular basis through the quarterly reports and presentations at the Committee's meetings. The required budget amounts to EUR 1 million, in line with Advertising campaigns The Commission will run a broad print advertisement campaign for EGNOS, targeted at the aviation-specialised press and the general public. The campaign will link EGNOS to Galileo as the two satellite navigation programmes managed by the European Union, celebrating the fact that EGNOS is operational and highlighting the key benefits of the system for the citizens. The Commission will also run a broad print advertising campaign for Galileo targeted at the general public, to celebrate the launch of the first operational satellites Public Relations events The Commission will organise a large competition for Galileo. That competition will take the form of a drawing competition for children aged 9-11, broadly advertised through mailings to primary schools, teacher associations, parent associations and national media. There will be one winner per EU Member State who will have his or her first name given to a satellite of the Galileo constellation. Maximum exposure will be given through the involvement of national celebrities and media. EN 22 EN
