Representative of Cuba. (a) Transfers in the budget for (b) Expenditure on telegrams in connection with a frontier incident between Bolivia and Paraguay. Expenditure amounting to approximately 8,000 francs was incurred on telegrams exchanged last January in connection with a frontier incident between Bolivia and Paraguay. In accordance with precedent, this expenditure should be charged, by a decision of the Council, to Item 3: Unforeseen Expenditure, subject to special vote of the Council (c) Appointments to and promotions in the Secre- Secretary-General, tariat since the last Council Session. (d) Appointments, promotions and resignations of the higher officials of the Secretariat since the tenth session of the Assembly. 2. H e a l t h C o m m it t e e. Representative of Cuba. (а) Report on the work of the fifteenth session. This report is contained in document C.158.M.75. 1g30.HI. See also document C.i6j.M.j6. 1g30.HI. (б) Appointment of new members. A t its fifty-seventh session, the Council decided to extend the term of office of the present Health Committee, which expired on December 31st, ig2g, for a period of six months, namely, until June 30th, IÇ30, and to appoint the new Committee at its session in May. (c) Appointment of an eighth member on the (Document C ) Experts Committee for Co-ordinating Trypanosomiasis (Sleeping-Sickness) Investigations. Co n v e n t io n f o r t h e S u p p r e s s io n o f Co u n t e r - FEiTiNG C u r r e n c y : A c c e ssio n b y t h e G o v e r n m e n t o f I r a q. The Government of Iraq considers it desirable to accede to this Convention. Under the terms of the Convention, it can be acceded to by States not Members of the League to which the Council decides to communicate a copy. 9. This Conference met from February iyth to March 24th, ig30. The results of the Conference are contained in documents C. P. A. E. C. g (2), C.P.A.E.C.iy(i) and C.P.A.E.C.i8(i). 10. By a resolution adopted by the Council on December gth, 192J, the date will be fixed by the Council on the advice of the Chairman of the Committee and the Secretary-General. 11. (a) Appeal of the " Deutscher Volksbund under Articles 149 and following of the Convention of May 15th, 1922, relating to Upper Silesia, concerning the non-renewal of the contracts of thirty-two doctors by the management of the Spolka Bracka at Tarnowskie-Gôry. (b) The appeal, together with the Polish Government s observations thereon, was communicated to the Council in document C I. On January 15th, 1930, the Council decided to postpone consideration of the appeal to its present session. Petition from M. Johann Mokros, dated December 3rd, 1929, under Article 147 of the Convention of May 15th, 1922, relating to Upper Silesia, concerning his personal situation. The petition, together with the Polish Government s observations thereon, has been communicated to the Council in document C I. 13. In consequence of similar communications from the two parties, the Council at its fifty-eighth session decided, on the proposal of the Rapporteur, to adjourn to its next session this question, which was still being treated elsewhere. 15. In accordance with the procedure followed on the occasion of the resignation of Mr. John Bassett Moore, Judge of the Permanent Court of International Justice, the Council is called upon to consider what action should be taken in consequence of the resignation by Mr. Charles Evans Hughes of his office of Judge of the Court. The present Protocol will enter into force on September 1st, 1930, provided that the Council has satisfied itself that those Members of the League and States mentioned in the Annex to the Covenant which have ratified the Protocol of December 16th, 1920, and ivhose ratification of the present Protocol has not been received by that date, have no objection to the coming into force of the amendments of the Statute of the Court which are annexed to the present Protocol. (a) Report of the Committee appointed by the Council on January 15th, This Committee, which meets on April 28th, is to investigate the delays which still exist and the means by which the number of signatures, ratifications or accessions to Conventions could be increased. (a) Report of the Traffic in Women and Children Committee on the work of its ninth session. This Committee met on April 2nd. (b) Extension of the Enquiry on the Traffic in Women and Children to the East. The Council, having been informed that additional points had arisen in connection with the Eastern enquiry, decided at its last session to adjourn to the present session the discussion of the Secretary-General s note. This Committee met on April 9th. 24. T r a f f ic in O p iu m. Representative of Yugoslavia. {a) Report of the Advisory Committee on the work of its thirteenth session. The thirteenth session of the Advisory Committee was held from January 20th to February 14th, Its report is contained in document C M X I.

5 (b) Representation on the Advisory Committee of non-manufacturing countries. The Council decided at its fifty-seventh session to ask the Advisory Committee to consider and report upon the recommendation made by the Tenth Assembly regarding the Committee s enlargement. At its fifty-eighth session, the Council had before it requests from the Governments of Austria, Belgium, Norway, Poland and Spain for representation on the Committee, but decided to postpone consideration of these requests to its May session, when it would be in possession of the Advisory Committee s report. (c) Appointment of Committee. Assessors to the Advisory The Assessors are appointed for a period of one year.
