3 Identifying Hazards The Woodford County area is vulnerable to a wide variety of natural hazards that threaten life and property. These natural hazards include: Floods Earthquakes Severe Thunderstorms Tornadoes Severe Drought The Woodford County Hazard Mitigation Plan Development Team identified these Hazards based on the historical evidence gathered from the Kentucky State Climatology Center, the National Climatic Data Center, FEMA s Hazard Mapping website, and the Kentucky Geological Survey. The appendices contain maps utilized by the Woodford County HMPDT in identifying and profiling potential hazards for the Woodford County planning area. 2

4 Mitigation Strategy The Woodford County Hazard Mitigation Plan Development Team was initiated to develop a hazard mitigation plan for the county and its jurisdictions. Committee members include or represent the county judge-executive, mayors, Disaster and Emergency Service Managers, Floodplain Managers, Disaster Relief Coordinator, city and county fire and police departments, health department, city engineer, building inspector, public schools superintendent, Community Action, Senior Citizens, non-profit organizations, local business, and others. The committee looked at data regarding each individual hazard gathered and provided by staff of the Bluegrass Area Development District (BGADD). ADD staff also developed a risk assessment for each individual hazard. Utilizing the background hazard information and hazard historical data, the committee was requested to respond with overall goals and objectives relative to the hazard that are needed to reduce or eliminate the potential loss of life and/or property caused by said hazard. Once these goals/objectives were identified, the committee looked at specific measures aimed at fulfilling these goals and meeting stated objectives. Various methods were used to identify desirable hazard mitigation projects such as success stories, consultation with mitigation experts, and suggestions from ADD staff. Ultimately, objects put into the plan reflect the needs of the jurisdictions within the county as expressed. After inclusion of projects in the plan, review and approval of the overall plan will be required at the local, regional, and state levels in addition to review and acceptance by FEMA. Implementation of any mitigation projects will be dealt with when the necessity arises. Implementation of Mitigation Measures Prioritization will be based on Hazard Analysis Planning. Projects were prioritized this way based on a cost benefit review, environmental soundness, and technical feasibility. Implementation will be done through a contract with Will Lender and Associates. Federal, state and local funds and resources will be used for implementation. Implementation will be administered by Woodford County Fiscal Court. The time line for implementation is as shown below. This timeline shows the plan for Woodford County for the next five years as well as long-term planning for the next twenty years. TIMELINE: 2015 South Main (Duell Drive): Improvement of storm sewers TIMELINE: 2010 Implementation efforts are based on project/action plans drafted by the BGADD derived from the input of subcommittees and the RHMPC. Plan Maintenance Procedures The hazard mitigation plan requires a plan maintenance process. The following points address how the mitigation plan will be updated and maintained when necessary. Monitoring, Evaluating, and Updating the Plan In order to provide monitoring, evaluation, and updates to the mitigation plan every five years, it has been decided by the Woodford County Hazard Mitigation Development Team that Woodford County Fiscal Court will monitor the actions of the Hazard Mitigation Team and require an annual report Implementation Through Existing Programs Woodford County will incorporate the Hazard Mitigation projects into the county comprehensive plan currently used. This project most closely coincides with the planning efforts in this program, so it will be used to implement said project since the project is in line with the goals of the currently used program. Continued Public Involvement The Woodford County Fiscal court will charge Planning and Zoning, Emergency Management and the Local Emergency Planning Committee (LEPC) with review and input in the future planning. All agencies listed above will have membership on the Hazard Mitigation Committee to be formed in the future. The Committee will include public participation and public input will be encouraged by the committee. 4

7 Floods Mitigation Goals & Objectives The following goals are identified for Woodford County the cities of Versailles and Midway based upon the risk assessment for the hazard of floods. Goal 1: To lessen the number of injuries and deaths caused by floods. Objective A: Keep people away from areas susceptible to flooding. Goal 2: To lessen the financial costs due to damage from flooding. Objective A: Reinforce structures and properties in areas prone to floods. Goal 3: To lessen the amount of property loss and damage from flooding regardless of cost. Objective A: Move properties from flood prone areas and enact restrictions on future construction. Objective B: Through Planning and Zoning guidelines, assure that new buildings not be built in flood-prone areas. Goal 4: Support the continued management of development to protect and preserve the natural and recreational resources. Objective A: Reinforce planning and zoning guidelines and practices in line with protecting and preserving natural/recreational resources. Objective B: Re-nourish and maintain the river area. Objective C: Develop and dedicate more open space. 6

8 Identification and Analysis of Mitigation Measures The Woodford County Hazard Mitigation Plan Development Team, based on the risk assessment for the following hazards and in line with the stated goals and objectives for each hazard, proposes the following projects for said hazard to eliminate loss of life and property: Flooding Mitigation Measures ranked by priority. Multi-Jurisdictional Mitigation Strategy The Woodford County Hazard Mitigation Plan Development Team, based on the risk assessment for the hazard of flooding and in line with the stated goals and objectives that were previously noted, derived a number of projects, which are detailed in this section. These projects were developed based on information presented to the planning committee by Bluegrass ADD staff. Projects range from education to structural projects to expansion of existing projects intended to mitigate against flooding. Consideration (to the greatest extent possible) has been given to feasibility, acceptability, cost effectiveness, and environmental soundness. 7

12 Earthquakes Mitigation Goals & Objectives The following goals are identified for Woodford County and the cities of Versailles and Midway based upon the risk assessment for earthquakes. Goal 1: To lessen the number of injuries and deaths caused by earthquakes. Objective A: Keep people away from areas susceptible to earthquake damage. Goal 2: To lessen the financial costs due to damage from earthquakes. Objective A: Retrofit (or reinforce) structures and properties prone to earthquake damage. Goal 3: To lessen the amount of property loss and/or damage from earthquakes. Objective A: Determine stipulations and enact restrictions on future construction. Objective B: Through Planning and Zoning guidelines, assure that new buildings be built in accordance with earthquake mitigation standards and provisions. Goal 4: Public Education. Give people knowledge about earthquake safety. Identification and Analysis of Mitigation Measures The Woodford County Hazard Mitigation Plan Development Team, based on the risk assessment for the following hazards and in line with the stated goals and objectives for each hazard, proposes the following projects for said hazard to eliminate loss of life and property: Hazard Earthquakes GOAL 1: PUBLIC EDUCATION EARTHQUAKE SHELTERS. PREPARDNESS, RESPONSE, AND RECOVERY TRAINING AND INFORMATION. GOAL 2: TO REDUCE THE FINANCIAL COST DUE TO EARTHQUAKES. 11

13 WORKING WITH PLANNING & ZONING TO ENFORCE RETROFIT STRUCTURES TO MEET SAFETY GUIDELINES AND ENFORCE NEW CONSTRUCTION SAFETY STANDARDS FOR EARTHQUAKE SAFE STRUCTURES. GOAL 3: TO TIE ALL PLANNING TO THE COMPREHENSIVE PLAN. GOAL 4: IMPROVE EDUCATION TO THE PUBLIC THROUGH MEDIA, SCHOOLS, CERT, CITIZENS CORPS. These decisions were brought about through consultation with Woodford County Hazard Mitigation Team. This committee believes these projects to be in line with our stated goals and objectives with consideration given to feasibility, acceptability, cost effectiveness, and environmental soundness. Implementation of Earthquake Mitigation Measures Prioritization will be based on recommendations by the Woodford County Fiscal Court in conjunction with Planning and Zoning. Projects were prioritized this way based on a cost benefit review, environmental soundness, and technical feasibility. Implementation will be done through Woodford County Fiscal Court and the Hazard Mitigation Team/Local Emergency Planning Committee. The following funds and resources will be used for implementation: Local, State, Federal. The Implementation process will be administered by Woodford County Fiscal Court. The time line for implementation is as shown below. Hazard Earthquakes Implementation and inspection of safety standards in all schools and other public buildings. Implementation of retrofit safety standards of current structures that are prone to earthquake damage. Change in policy with Planning and Zoning for all new structures to be built in the future. Improve communications for all public and private agencies. The City of Versailles proposes the following projects for the following hazard. Hazard Earthquakes Implementation and inspection of safety standards in all schools and other public buildings. 17 Severe Thunderstorms Mitigation Goals & Objectives The following goals are identified for the County and City(ies) based upon the risk assessment for thunderstorms. Goal 1: To lessen the number of injuries and deaths caused by thunderstorms. Objective A: Protect citizens from the effects of thunderstorms. Goal 2: To lessen the financial costs due to damage from thunderstorms. Objective A: Determine and educate the public on ways to be protected from financial costs and injuries due to thunderstorms. Goal 3: To lessen the amount of property loss and/or damage from thunderstorm. Objective A: Determine stipulations and enact restrictions on future construction. Identification and Analysis of Thunderstorm Mitigation Measures The County Hazard Mitigation Plan Development Team, based on the risk assessment for the following hazards and in line with the stated goals and objectives for each hazard, proposes the following projects for said hazard to eliminate loss of life and property: Hazard Severe Thunderstorms Better education about thunderstorms. Thunderstorm warning devices, NOAA Radios, WARN System, cable interrupt. Lightning detectors (at ball fields for example). Host more Weather Spotter classes. These decisions were brought about through consultation with CERT members. This committee believes these projects to be in line with our stated goals and objectives with consideration given to feasibility, acceptability, cost effectiveness, and environmental soundness. 16

18 Implementation of Thunderstorm Mitigation Measures Prioritization was determined by the Woodford County Hazard Mitigation Plan Development Team. Projects were prioritized this way based on a cost benefit review, environmental soundness, and technical feasibility. Implementation will be done through Emergency Management based on the most effective way to prevent hazards. The following funds and resources will be used for implementation: FEMA Grants, EM Funds, County Funds, City Funds. The Implementation process will be administered by Woodford County Emergency Management. The time line for implementation is as shown below. Warning Devices Immediately Thunderstorm Education/Weather Spotter Classes 1-3 Months. Lightning Detectors 3-6 Months Implementation efforts are based on project/action plans developed by the County Hazard Mitigation Plan Development Team and the Regional Hazard Mitigation Plan Committee with assistance from Bluegrass Area Development District staff. Objective B: Through Planning and Zoning guidelines, assure that new buildings be built in accordance with tornado mitigation standards and provisions. Identification and Analysis of Tornado Mitigation Measures The Woodford County Hazard Mitigation Plan Development Team, based on the risk assessment for the following hazards and in line with the stated goals and objectives for each hazard, proposes the following projects for said hazard to eliminate loss of life and property: Hazard Tornadoes Loss of life. Economic Impact. Property Damage. Continuity of Government. These decisions were brought about through consultation with Woodford County s Hazard Mitigation Development Team and the Local Emergency Planning Committee. This committee believes these projects to be in line with our stated goals and objectives with consideration given to feasibility, acceptability, cost effectiveness, and environmental soundness. Implementation of Tornado Mitigation Measures Prioritization will be based on largest risk for loss of life. Projects were prioritized this way based on a cost benefit review, environmental soundness, and technical feasibility. Implementation will be done through Woodford County Fiscal Court. The following funds and resources will be used for implementation: Federal, State, & Local funding. 21

Goal 1: To lessen the number of injuries and deaths caused by drought. Objective A: Maintain adequate water supply to individuals during times of drought, especially to vulnerable populations. Goal 2: To lessen the amount of crop loss and/or damage due to drought. Objective A: Maintain adequate water supply for area farms during times of drought conditions. 31 Landslide Susceptibility & Incidence in Kentucky The USGS has categorized areas of the conterminous U.S. based on two factors: probability of future landslide based on geology, and recorded occurrence of landslide in the past. These two studies have been synthesized into one spatial data layer which assigns areas different values based on both susceptibility and incidence.
