6 Post-16 reform: Putting learners at the centre n Strong regional groupings of colleges n Acting strategically to improve skills in their areas and across Scotland as a whole n Identifying the needs of learners and employers in their region n Planning provision with partners n Allocating resources across their region for delivery of high quality learning n Ensure there is a reasonable range of provision available locally to all communities across their region.

8 Outcome agreements: approach n Working in alignment with institutions strategies and missions n is narrowly focussed because of timescales; and beyond will be broader n Basis for building a closer understanding of institutions strategies and activities n Main grant letter replaced by summary of outcome agreements n As now, most institutional funding will continue to be driven by formulae for teaching and research
