3 Time Extensions Friendly reminder 4 weeks prior to expiration of Agreement Part, consultant must initiate a time extension request in the form of a letter. Provide justification and reasoning why work cannot be completed within agreed time frame. Please monitor your expiration dates.

4 Advertisement/Statement of Interest There is a General Requirements link in the advertisement under Requirements: Max file size for SOI is 500 kilobytes Max size for Organization Chart 500 kilobytes Limited to max (3) pages (8 ½ x 11 ) using 12 font size or larger Number of Resumes-if not stated, no more than 5 and limited to 2 pages

5 Statement of Interest Must include Disclosure Statements: Potential Conflict of Interest : "I have reviewed Publication 93 (02-11) Section 1.5 Engineering Involvement Restrictions and determined that there are no potential conflicts of interest for anyone on this Agreement team." State Adverse Interest - "I have reviewed the State Adverse Interest Statute and determined that there is no adverse interest for anyone on this Agreement team."

6 Statement of Interest Pub 93, Section Disqualification Of A SOI A SOI that includes or considers a firm s costs as a factor must be disqualified. Examples of these costs include: a firm s overhead rate no charge for direct or indirect costs an indication of money returned to PennDOT for work not performed employee hourly rates.

7 Statement of Interest Cost References References to cost-effective solutions, reduced construction project costs, or minimizing future maintenance costs are permitted. References to not exceeding or maintaining budget are permitted. References to reducing or minimizing costs are grounds for SOI disqualification.

16 Project Closeouts Strike Off Letter , issued June 6, 2013, was incorporated into the November 2013 Edition of Publication 93: Consultant required to submit a Final invoice within fourteen (14) calendar days of receipt of PennDOT s written acceptance of work. suffices as written acceptance. This is intended to facilitate the finalization of construction projects.

More familiar for you Phase 2 being worked on for Reimbursement Agreements Phase 3 down the road will be for invoicing and payment Allegheny County will use it for Homeville Viaduct and Bridge Preservation CM/CI, SEA for 579 CAP and others

Mutual Gains Negotiations is a collaborative approach to negotiating contracts, involving a consensus-building team approach to developing scope and associated level of effort. Why are Negotiations important? Determines a Consultant s business success which affects livelihood of individuals. PennDOT has a legal and fiduciary obligation to safeguard the taxpayers hard earned money.

State Funding- Act 89 $2.3 Billion Transportation Bill signed November 24, 2013 Allocates additional $230M for State Highway and Roads this fiscal year Dollars increase through years Limited immediate dollars for projects for delivery this year District 11 focus on system preservation roadway paving and bridge rehab/replacements in kind

25 Current Design Projects Method to our Madness Started PE on 22 projects as Secretary requested in Spring and Fall of 2013 Assumed PE costs Once consultants selected, costs were greater than budgeted-couldn t fund all selected projects until/unless add l funds available Successfully completed PE on some, couldn t move into FD because of no add l funding for other phases Still can t move to FD on some because can t fund construction on TIP Not in a hurry for some projects because they are funded in the out years of the TIP
