18 The Innkeepers Tax is calculated by taking 5% of the fee charged for all overnight stays in Brown County that do not exceed 30 days for all establishments except camp grounds. Those funds are collected by the Brown County Convention and Visitor's Commission (CVC). Statute provides that those funds be distributed to non profit agencies for the sole purpose of marketing Brown County to potential guests who will spend the night in the County. The CVC has hired the Convention and Visitors Bureau (CVB) in the recent past to fulfill the requirements mentioned above. The CVC sets the annual budget of the CVB which may not be for 100% of the Innkeepers Tax collected, which leaves potential funds available for other needs or organizations.

22 A County Commissioner appointed Redevelopment Authority will be responsible for hiring the management team or entity to handle the day to day operations of the venue. We have had extensive conversations with Live Nation and their sister company Ticketmaster on providing the booking service for bringing musical acts to this venue but no decision has been made.

23 An analysis of the economic impact of a reopened music venue would have on the Nashville economy was conducted and based on a custom economic and revenue impact program developed by Allied Economics and based on assumptions about daily expenditures by tourists provided by D.K. Shifflet and Associates, a Virginia-based travel research and consulting firm. The analysis used the following attendance figures to compile their findings, assuming a grand opening in 2014: Annual attendance of 130,000 people based on a 9 month season, 40 weekends, with two shows each weekend. Attendance assumed to be 1,625 people per show, or 80% occupancy. Study stated that it based its study on 130,000 attendees but that estimate could be boosted to 240,000 attendees if a third show was added per week. The owner of a former local music venue was quoted in the study as saying that the local venue s worst year for attendance was 60,000 attendees. Assuming the above, the increase in annual revenue to Nashville businesses was projected to be $10,366,836* *This is a VERY conservative number as the study used $29 per night as the hotel stay and the study stated that only 15% of attendees spent the night.
