1 Richard Woods, Georgia s School Superintendent Educating Georgia s Future TO: Superintendents FROM: Deborah Gay, Deputy Superintendent SUBJECT: Preliminary Federal Formula s This memorandum is to notify all local education agencies (LEAs) that preliminary Federal formulabased allocations for ; ; ; and are now available on the Federal Programs webpage at: The preliminary allocations are provided to help LEAs strategically plan for serving the needs of their eligible populations during the upcoming school year ( ). preliminary allocations are based on the December 2016 projections released by the previous Federal administration. Final allocations are not yet available under the current administration. These funds are not final and are provided for planning purposes only. Final allocations will be approved on July 20, 2017 by the State Board of Education and will then be added to the Georgia Department of Education (GaDOE) Consolidated Application for all LEAS to formally develop and submit their budgets for approval. Equitable Services Included within the preliminary allocations are preliminary estimates for funding that must be made available to support equitable services to eligible children enrolled in participating private schools. Education of Migratory Children (MEP) As in previous years, the GaDOE will not be granting direct allocations for MEP services to LEAs generating small amounts of formula funding unless such LEAs submit a written request for the formula funding. For, the cutoff threshold for direct allocations has been set at $15, If an LEA s allocation falls below the threshold but it has identified a need for a direct allocation of its MEP funds, it must submit a written request for a direct allocation to Israel Cortez (jcortez@doe.k12.ga.us) by May 19, The written request must be from the Superintendent. Otherwise, all district funds will be placed in the MEP consortium managed by our fiscal agent, Abraham Baldwin Agricultural College (ABAC), and the GaDOE. When needs are identified in a LEA, the consortium funds may be requested for supplemental migrant services, in an on demand style of service. Please remember that despite no direct funding, the state expects that all LEAs will continue to carry out three important MEP processes: 2066 Twin Towers East 205 Jesse Hill Jr. Drive Atlanta, Georgia An Equal Opportunity Employer
2 1.) screen all returning and newly enrolling students for potential program eligibility; 2.) maintain proper migrant coding in Student Record for the eligible participants enrolled or enrolling in the LEA; and 3.) assess eligible migrant students for any unmet supplemental support needs, both instructional and non-instructional. Title III Language Instruction for English Learners and Immigrant Students; Title V, Part A Rural Education Achievement Program allocations for Title III and Title V, Part A will be approved by the State Board of Education in August 2017 and LEAs will be notified after approval. Preliminary allocations are not provided now for these two programs because data collection and evaluation elements used in the funding formula calculations are not complete until summer. In planning for the use of these funds, please refer to the resources and supports that are available through the s Federal Programs Office, as new requirements and expectations will be in effect under the Elementary and Secondary Education Act of 1965, as amended by the Every Student Succeeds Act of 2015 beginning in the school year.
