1 52nd SLBC MEETING DATED AGENDA AGENDA NO. 1. Welcome of participants by the Convener, SLBC. AGENDA NO.2. Adoption of the Minutes of 51 st SLBC meeting held on Minutes of the special 51 st meeting of State Level Bankers Committee held on were circulated by RBI to all banks and a meeting by RBI was called on to discuss all the action points given by RBI, Raipur. However following ongoing action points that emerged in past SLBC meetings are as follows : AGENDA NO. 3. : FOLLOWING ACTION POINTS EMERGED DURING THE SPECIAL 51 st SLBC MEETING 1. FI Plan: i. Progress under Financial Inclusion Plan in below 2000 population villages to be submitted to RBI and SLBC Cell. Action : All banks Action Taken : Progress under Financial Inclusion in both and below 2000 population villages have been submitted to RBI and SLBC cell. ii. Coverage of villages under 1000 to 2000 population to be completed at the earliest as the extended time line is already over. Banks who have not covered the villages may submit reasons for not being able to complete the task to RBI and SLBC, so that the position could be reported to DFS,MOF. Action : All banks Action Taken : The position under this category is reported through SW1 & SW3 returns to DFS,MoF,GOI. and RBI in their prescribed formats. Position as on 30th September annexed. 2 2. i. Banks who have BCs not active, are requested to seek help from Asha Workers, WSHGs, PDS shop owners, Didi Banks etc. to replace the inactive BCs with women member from these groups as BCs. LDMs are also requested to obtain the list of such women members of the said groups from concerned authorities and provide the same to the various banks. Action: All banks/district CEOs of Jila Panchayats Action Taken : The list of PDS shop owners and women SHG provided by Food & Civil Supplies Deptt. and Mahila evam Bal Vikas Deptt., has been provided to all banks to take advantage of these groups. ii. Food department of C.G. Govt. advised that PDS is working on GPS connectivity and hence it is feasible to appoint them as BCs. For the purpose, list of PDS shop owners provided by the Food Deptt. has been provided to all banks and also a circular for appointment of BCs by the banks has been provided to Food Deptt. for circulation of the same among the ground level officials of the food deptt. who will facilitate the appointment of PDS shopowners as BCs. Now all the banks are requested to coordinate with the officials of the food deptt. for appointment of PDS shopowners as BCs. Action : All banks/food Deptt./SLBC Action Taken : The list provided by the Food Deptt. for some districts have been provided to all banks for appointment of PDS shop owners as BCs. iii. The Govt. has issued orders to Gram Panchayats/Sarpanch to cooperate with BCs for opening of accounts and to provide place in Gram Panchayat Bhavan. Banks are requested to provide the list of places where they have sought space for opening USBs or for BC/CSP to house their establishment and are not being provided the same by Gram Panchayats/Sarpanch. Action: Principal Secretary, P& RD, Govt. of C.G. Action Taken : Banks have been instructed to contact Gram Panchayat / Sarpanchs for space in Gram Panchayat Bhavan for the purpose of opening USBs. 3. FLCCs: i. Awareness campaign for Financial Literacy and Credit Counselling Centres is to be conducted in a meaningful manner. For spreading F.L. amongst the villagers, banks to take help of Govt. Deptts. Like Social Welfare,Women and Child, Panchayat & Rural development. Details of Financial Literacy Camps or other such type of camps organised by the banks should be reported to SLBC. Page 2 of 31

3 Action : All banks/director FLCC/Principal Secretary, Panchayat & Rural Development Deptt., Govt. of C.G./DIF Action Taken: Bank have organized 202 awareness camps with the help of above Govt Departments till September ii.action : As per RBI guidelines all rural bank branches have to conduct at least one camp of FLC every month. Now banks are required to submit progress to RBI and SLBC. Action : All Banks/LDMs of the Districts. Action Taken : 3035 Financial Literacy camps have been organised by Rural Bank Branches PNB-23 camps, Allahabad Bank-9 and Bank of Baroda-10 camps and SBI 2993 camps. 4. Branch Expansion Plan:(UNDER BANKED DISTRICTS) I. Backlog of 24 ( ) branches, as per para 5.3 of strategy and guidelines on FI of MOF GOI to be cleared in un-banked Areas. Action Taken : 139 Branches opened till 30 June 2013, reducing the Backlog to 20 only. ii. Progress to be advised to RBI on monthly basis. Action Taken : All banks have been instructed suitably. iii. Private Banks to discharge their obligation of Banking services in rural areas as their presence is dismal in rural areas. Private banks to include rural areas also, while preparing Branch expansion plan for Action Taken : Branch Expansion Plan for has been submitted by 33 banks only for opening 139 branches including the backlog of 20 branches of last year. Out of the plan 62 Rural Branches have been proposed to be opened by various banks. Iv Banks who have not submitted their Branch Expansion plan for financial year , are requested to submit the same latest by Action Taken : Branch Expansion Plan for has been submitted by 33 banks only. Action : All banks Action : The current position of branch opening in unbanked area- annexed. Page 3 of 31

4 5. RSETIs: i. Sponsoring banks are requested to start construction of building for RSETIs where first installment has been received. Action Taken : As advised by the State Project Co-ordinator, all RSETIs have received the 1 st installment of funds of Rs.50 lac from NIRD. Now RSETIs where construction work has not been started so far, should start construction of RSETI building at the earliest. ii. The rate of settlement of trainees to be improved and should be 70%. Also RSETI directors to keep track till 2 years of those who got settled after being trained. Action Taken : The rate of settlement till September'13 is 53% as reported by State Project Co-ordinator. iii. Banks to ensure adequate no. of faculties/staff posted at RSETIs. Action Taken : All RSETIs have one Faculty, one Assistant and one attendant each, except for Jagdalpur and Bijapur where Faculties are not there. RSETI Directors to make efforts to engage one more faculty as per the norms set by the Government. Action : All banks/rseti Directors 6. CD Ratio: i. In districts (Balod, Bijapur, Balrampur, Gariyaband, Jashpurnagar, Koriya, Narayanpur, Sukma, Surajpur, Surguja) where CD Ratio is less than 40%, sub committees are to be formed to discuss the measures to improve the CD Ratio of the district. Action Taken : District of Balod has to form a sub-committee. Remaining districts are holding the meetings of Sub-committee to discuss the measures to be taken to improve the CD Ratio of the districts, but minutes are not being sent to SLBC by the LDMs. ii. The CD Ratio of the state remained static at around 56-57% in spite of huge growth in credit flow to Agriculture sector over the years. It has been suggested by CGM, NABARD that instead of calculating CD Ratio as at the end of the financial year, moving over to a monthly average CD Ratio will provide a more realistic picture. Major portion of loan gets repaid by 31 st March every year and same does not get reflected in the credit provided by the banks. Action Taken : All banks have been advised to calculate CD Ratio on the basis of monthly balance of Advances and Deposits to get more realistic position. Page 4 of 31

5 Action : SLBC/LDMs/Collectors 7. KCC: i. Directorate, Agriculture has given a list of non-defaulting farmers to LDMs for the districts of Raigarh, Mahasamund, Durg, Bilaspur, Raipur. Directorate, Agriculture is requested to provide to LDMs the list as above for remaining districts also. The LDMs of above 5 districts have reported that the list of non-defaulting farmers provided to them is partial and not exaustive. Now all LDMs including LDMs of above 5 districts are requested to contact the office of Directorate, Agriculture to obtain the exaustive list of non-defaulting farmers. Action Taken : Due to election in the state, deptt. of Agriculture has not provided any list as Achar Sanhita was in force. ii. Banks are requested for issueing KCCs to SC/ST farmers and also to JLGs to cover more and more small farmers. In JLGs, 1% interest subvention is already there but, apart from this, C.G.Govt. is giving Loan Subsidy of 20% or Maximum Rs.5000/- to JLGs. This information may be circulated to all banks to promote JLG financing. Action Taken: All banks have been informed about the subsidy provided by C.G.Govt.to JLGs in order to promote JLG financing. iii. It is difficult for the banks to issue KCCs to share croppers for want of document for Primary Security required to be executed by the landlord in favour of the share croppers. It has been suggested that banks may find out a solution on experimental basis with the landlord and share croppers so that KCCs can be issued to share croppers. Action : Directorate Agriculture/LDMs Action Taken: Deptt. of Agriculture and NABARD are requested to finalize the modalities and prepare a simple format for documentation in financing share croppers. 8. Direct Benefit Transfer (DBT) : i. a. In its second phase of rolling out of DBT scheme, Chhattisgarh state has two Page 5 of 31

6 districts i.e. Dhamtari and Koriya. LDMs and banks are requested to expedite the procedure for opening the remaining accounts of the beneficiaries, seeding of Aadhar Cards etc. as per directives of the Govt. The progress under the DBT to be advised by LDMs and Nodal Agency of Govt. of C.G. to SLBC for onward submission to DFS,MOF,GOI. Action : Office of Registrar, UID Project/LDMs of Dhamtari & Koriya/SLBC Action Taken : accounts opened in Dhamtari District and accounts have been opened in Koriya District. ii. For DBT, one bank account of the beneficiaries in NEFT enabled branch is required. Action Taken: All the banks/ldms have been advised accordingly. iii. As already advised by the SLBC, Banks to educate their customers to record their Bank A/c no. during registration of biometric & KYR particulars in National Population Register (NPR). Action : Dena Bank/Central Bank/LDMs/SLBC Action Taken : SLBC has already advised all the banks/ldms to educate the customers to record their account no. during registration of biometric & KYR particulars in NPR, so that the benefits go to their accounts with ease. 9. SHGs i. NRLM Target for has been advised district wise/bank wise by NRLM. Progress regarding NRLM (SRLM) to be advised to SLBC. Action Taken: Rs crore has been sanctioned till Details given in Agenda No.7. ii. Data related to Self Help Groups including Linkages done should be submitted to SLBC every month. Data in respect of LWE districts, DDMs, NABARD and LDMs will provide the data to SLBC. Action Taken : Data collection has been done by SRLM at bank level. All the banks are requested to ensure submission of error free and correct data with regard to SHG. iii. Sensitization programme has been conducted by SRLM/SLBC in various districts, for branch managers and field staff. SRLM is requested to submit progress of these districts in respect of Savings Bank/Credit linkages of WSHGs to SLBC. Action Taken : Sensitization programmes have been conducted by SRLM along with SLBC in 18 districts. Remaining districts will be covered within Page 6 of 31

7 Action : All banks/cgm NABARD/Director SRLM/Convenor SLBC 10. Education Loan : i. Targets given by DFS, MOF, GOI has been allocatted to banks by SLBC. Action Taken : MoF, GoI has allocated target of 2844 education loan of crore for the financial year for Chhattisgarh State. As many as 1553 cases for Rs crore have been sanctioned up to during current financial year ii. Targets given by State Govt, Deptt. of Technical Education for extending education loans to vocational trainees has been provided to banks including private banks. Now all banks are requested to advance loans to vocational trainees. Action Taken: Targets have been given to all banks progress still awaited. Action : All banks/slbc/deptt. Of Technical Edn., Govt. of C.G. 11. Govt. Sponsored Scheme : i. With respect to Govt. Sponsored Schemes, the sponsoring agencies are requested to provide information regarding progress/pending cases district wise/bank wise to SLBC, so that proper monitoring can be done by authorities of the banks at Region level. Action Taken : Progess of SJSRY, Antyvsayee Sah. Vitt & Vikas and NRLM have been received by SLBC. ii. There is significant time lag between subsidy being deposited and loans disbursed by the banks. Banks are requested to disburse loan immediately after receiving the subsidy. Action Taken : All the banks have been instructed to follow the RBI guidelines. iii. Sponsoring agencies to provide list of beneficiaries to LDMs, who in turn forward the same to regional heads of the banks for better monitoring. Action Taken : As per LDMs they have not received any list of such beneficiaries from Sponsoring Agencies. Action :RRB Kanker/DenaBank Kanker/All banks/kvic/kvib/pmegp /Antyavasayee/DIF Page 7 of 31

8 13. Miscellaneous issues with Government : i. Computerization of Land Records is essential in present scenario. This will help banks in eliminating chances of fraud by fake registration of land. Department of Revenue and Land record should act fast on this issue. Action Taken : As reported by DIF feedback from concerned deptt. has been sought for and information would be sent to SLBC on receipt of the same. Action : Revenue Deptt., Govt. of C.G./DIF ii. Automation of State Govt. Treasuries is to be completed as early as possible. Action Taken : As reported by DIF feedback from concerned deptt. has been sought and information would be sent to SLBC on receipt of the same. Action : DTA/Concerned Banks iii. RRC filing, on line is not being done in Chhattisgarh. It is to be done in the state like in M.P. Action Taken: As reported by DIF vide their letter dated , the web portal enabling online RRC filing has been developed in consultation with NIC. The related demo site is under testing. iv. Registration of Equitable Mortgage: There is a need that equitable mortgage should be recorded in respective registrar offices of the state. This will safeguard bank's interest against multiple financing. Action Taken : As reported by DIF feedback from concerned deptt. has been sought for and information would be sent to SLBC on receipt of the same. Action : DIF/Revenue Deptt. 14. Miscellaneous issues with the banks: i. Non submission of SLBC data within time. RBI is to intervene in the matter. SLBC Cell has sent to the RBI, the list of banks not submitting quarterly SLBC data on time. Action Taken : only 12 banks have submitted data to SLB in time. Remaining banks submitted their data quite late. The list of banks who have not submitted SLBC data for Sept.'13 quarter has been provided to RBI for necessary action. Action : SLBC/RBI R.O. C.G. 9 ii. Banks to ensure participation in quarterly SLBC meeting by bank heads of the state only. Action Taken : All banks have been informed accordingly. Action : ALL Banks/RBI R.O. C.G. RBI ACTION POINTS Regional Office, RBI Raipur has sent following action points for Banks and Government with regard to the above Special SLBC meeting : It was informed that some banks were insisting on introduction for accounts to be opened by traders, which was not in line with the Reserve Bank guidelines issued in December Banks should follow the RBI guidelines in letter and spirit. Chhattisgarh has a large number of SHGs who need credit linkage with banks. There is need to ensure availability of adequate amount of credit in a proper manner to different sectors of the state. The relatively deprived population should also have access to credit facility. There should be state specific target for lending to Small and Medium farmers, say of 10% of total credit. The private sector banks have not really done their bit in the development of the state in general and lending to small and medium farmers in specific. The MSME sector also does not get its due share of credit. Student loans are not always given without collateral, despite RBI norms for the same. Banks need to adopt and promote the JLG model in the state (in line with the Gujrat model) so as to ensure that more and more people get credit facility. SLBC convener should work out a plan in the next two months in this regard. Each bank may have a nodal officer for monitoring the progress of the JLGs formed and financed. Bankers are not followintg zero balance account norms. Despite customers opening no frill accounts, banks ask for some balance in these accounts. All above action points have been circulated to all banks and reviewed / deliberated in RBI meeting on held at Hotel Babylon, Raipur. If house decides, the above points or some of them can be continued as agenda item in next SLBC meetings. Page 9 of 31

11 NUMBER OF BRANCHES: 77 new bank branches have been opened during the September Quarter during FY Commercial banks opened 42 branches, Private Sector Banks opened 24 branches and RRBs opened 11 branches up to the period under review. There are 1047 rural, 580 semi-urban and 584 urban branches in the State of Chhattisgarh aggregating 2211 branches as at the end of September,2013. Out of these,73.52% branches are operating in rural and semi-urban areas. NUMBER OF ATMs: There are 224 rural, 457 semi-urban and 872 urban ATMs in the State of Chhattisgarh aggregating to 1553 ATMs as at the end of September, PSU Banks have 1238 ATMs and Private Banks have 313 ATMs. RRBs have 2 ATMs. DEPOSIT AND ADVANCES DEPOSITS: Deposits recorded a growth of Rs crores during the September 13 quarter over the March'13 level during the F.Y Higher growth is shown by Bank of Maharashtra, Syndicate Bank, Central Bank, Canara Bank, ICICI bank. Higher negative growth shown by Bank of India, Bank of Baroda, Allahbad bank, Dena bank & Axis bank during this quarter. ADVANCES: Advances recorded a growth of Rs crores over March 13 level during the F.Y In percentage terms, it is 3.89%. Credit exposure made in Chhattisgarh through limits sanctioned out side the State is Rs crores as reported by the banks operating in Chhattisgarh. Taking this amount into consideration, the total advances figure works out to Rs crores. 13 PRIORITY SECTOR ADVANCES : The break-up of Priority Sector Advances in the diagram below : The Priority sector advances registered a growth of Rs crores upto the quarter, as compared to March'13 level. The ratio of 'Priority sector advances to Total advances' is 45.63% as on September'13 which is above the bench mark of 40%. Adv. is11.68%. Although the share of Agri Advances to total advances is 17.66%. The total outstanding under Agriculture Cash Credit were Rs crores and Agriculture Term Loan were Rs crores as at the end of September quarter for financial year Banks are requested to increase investment credit in Agriculture Segment. 14 MSE ADVANCES: MSE advances registered a nagative growth of Rs crores upto September quarter for financial year The ratio of MSE advances to Total Advances decreased from 20.10% as on March'13 to 19.13% as at the end of Sep.'13. Banks are advised to sanction collateral free loans under CGTMSE scheme as per RBI and GOI guidelines and advise the progress to SLBC. OTHER PRIORITY SECTOR ADVANCES: Other Priority Sector advances registered a growth of Rs crores upto September 13. The ratio of Other Priority Sector advances to Total Advances is 8.44% as at the end of Sep.'13. Micro Credit to SHGs increased by Rs.5.67 crores upto September 13 above mar'13 level. Education loan grown by Rs crore up to September 13 above Mar'13 level. Housing Loan under priority sector (upto 25 lac) inreased by crore upto September quarter for financial year over Mar'13 level. ADVANCES TO WEAKER SECTION: Advances to Weaker Sections registered a growth of Rs crores upto September'13 quarter. The ratio of Advances to Weaker Sections to Total Advances is 9.73% as at the end of the September quarter of financial year Agenda IV : Credit Deposit Ratio (CD Ratio) The CD ratio of All Banks in the State of Chhattisgarh has increased to 58.09% as on Sept 13 from 56.21% as on Mar'13. The adjusted CD ratio has decresesd to 70.84% from 71.18% in Sept'13. Page 14 of 31

15 The CD ratio of PSUs improved from 55.15% as on March,'13 to 56.00% as on Sept'13, CD ratio of Co-operative banks improved from 60.02% as on March'13 to 72.98% as on Sept'13, CD ratio of Private banks improved from 91.37% as on March'13 to 97.17% as on Sept.13 and CD ratio of RRBs has increased from 32.94% as on March'13 to 34.49% as on Sept'13. Major decline is Agri and MSE Sector whereas OPS (Housing, Education and Micro Credit) increased. Page 17 of 31

18 When analyzing agency wise performance, Commercial Banks achieved 33.57%, Cooperative Banks 31.56% and RRBs 17.92%. All the state heads of banks are advised to gear up their branches to achieve the Annual Credit Plan (ACP) AGENDA NO 6 (A) : FINANCIAL INCLUSION Out of 27 districts in the State, 100% Financial Inclusion had been achieved in the 22 districts. No further addition is reported in September 13 quarter. In these districts one member from each family is having one type of account or the other i.e. either saving bank a/c or loan a/c with Bank or Post Office. Other five districts : In Rajnandgaon financial inclusion work has been completed and the Collector of the district declared Rajnandgaon as 100% financially included. Now the LDM Rajnandgaon is to submit Certificate issued by the district authorities to SLBC. Dantewara, Bijapur, Narainpur and Sukma districts are intensively Naxal affected and hence the pace of progress is slow and likely to take longer time to achieve the target of financial inclusion. AGENDA NO 6 (B) : DIRECT BENEFIT TRANSFER (DBT) MOF, GOI in its second phase of implementation of DBT started on 1 st July 2013, identified two districts of Chhattisgarh i.e. Dhamtari (Lead Bank, Dena Bank) and Koriya (Lead Bank CBI) for 17 schemes. Several meetings have already been held under the Chairmanship of District Collectors of these two districts with LDMs and other officials and also one meeting of Collectors of these two Districts, LDMs and other officials has been held in New Delhi. The list of beneficiaries with their account numbers have already been provided to various banks of the above districts for opening of beneficiaries accounts. The seeding of Aadhar Card Nos. in beneficiaries accounts are also being done. As per LDMs of two districts accounts of beneficiaries have been Page 18 of 31

AGENDA No 6 (C) : OPENING OF ULTRA SMALL BRANCHES IN RURAL AR- EAS. Ministry of Finance, Government of India in its recent communication No.F.No.20/57/2010-FI dated has advised that all population villages covered by BCs/CSPs should be converted into Ultra small branches specially those villages in LWE districts till March'2014. SLBC has written to all banks regarding establishment of USBs in LWE districts along with a Format for reporting the progress every month to SLBC. As on , 596 CSPs out of 808 have been converted into USBs by banks. The establishment of USB would comprise two cost components, namely Capital/ Fixed Costs of Rs. 1, 40,000/- and the recurring costs. In LWE districts capital expenditure would be given by district collectors under IAP and recurring expenses would be borne by concerned banks. All Controlling Heads of the Banks are requested to initiate necessary steps to ensure that the instructions of the DFS are complied with for converting BCs to Ultra Small Branches. All LDMs in the LWE districts are advised to approach the District Collector/District Magistrate of the respective District for funding of capital cost for the establishment of USBs under IAP. AGENDA NO. 6 (D) PROVISION OF BANKING FACILITIES IN UNBANKED GRAM PANCHAYATS IN CHHATTISGARH Page 19 of 31

20 We have received communication from DFS,MoF dated regarding provision of banking facilities in 1927 number of Gram Panchayats where no bank/post offices exist in 5 KM distance. The Panchayat and Rural Development Deptt. is requested to provide the list of 1927 villages and Gram Panchayats. All banks/post office are requested to submit their status and plan to discuss the issue. AGENDA NO. 6(E) PROVIDING BANKING SERVICES IN VILLAGES BELOW 2000 POPULATION. The Financial Inclusion of villages with population below 2000 is to be done in a phased manner, in the year 2013, 2014, 2015 and beyond In the plan, villages between 1000<1999 population were to be covered before March 2013 but in the last SLBC the time was extended upto As per the progress upto October 13, the coverage percentage is only 61.91%. The slow progress needs to be accelerated as the second dead line fixed for has already passed. RBI & MoF are monitoring the progress through SW1 & SW3 returns.(attached as annexure) The roadmap for FI in villages with population below 1000 has been prepared by SLBC in which all banks have been allotted villages district wise. The SLBC has sent to RBI, the compiled list of villages allotted to various banks. AGENDA NO. 6(F) : RURAL SELF EMPLOYMENT TRAINING INSTITUTES (RSETIs) RSETIs are functional in eighteen districts of the State. In the nine new districts, RBI has assigned Lead Bank responsibilities to State Bank of India for five districts, Dena Bank for two districts and Central Bank of India for two districts. These banks will establish RSETIs in their Lead districts. Page 20 of 31

23 AGENDA NO.7 (a) : CHIEF MINISTER S HIGHER EDUCATION INTEREST SUBSIDY SCHEME. Central Government is implementing Interest Subsidy Scheme to economically weaker families (maximum income of Rs.4.50 lac per anum). Under this scheme Central Government is providing 100% interest subsidy for loan sanctioned up to the period of Moratorium. After moratorium students are not getting any benefit of subsidy. The purpose of this scheme of State Government is to reduce the burden of interest on educational loan availed by students after moratorium period. Only 4% interest will be borne by students, rest portion of interest will be borne by the State Government. It was observed that there is no progress in respect of Vocational Training Loan Scheme of IBA. In order to ensure adequate awareness and sanction of loans to the students under the scheme, it was decided to allot targets to banks in the state. The Target for for Vocational Training Loan Scheme of IBA has been allotted to various banks. Bankers are requested to popularize the scheme and provide benefit to the eligible students. Interest Subsidy amount will be reimbursed directly to member banks by Canara Bank on receipt of the same from Government of Chhattisgarh. AGENDA NO 7 (b) EDUCATION LOAN : Page 23 of 31

24 MoF, GoI has allocated target of 2844 education loan of crore for the financial year for Chhattisgarh State. As many as 1553 cases for Rs crore have been sanctioned up to during current financial year State Bank of India (549 cases), Uco Bank (149 cases) and Bank of India (110 cases) have done fairly well. Apart from this, Axis Bank is the only private bank who has done 5 cases. Rest of the private sector banks have not done even a single case. AGENDA NO. 8. REVIEW OF GOVERNMENT SPONSORED SCHEMES. Prime Minister s Employment Generation Programme (PMEGP) There are three Sponsoring Agencies, KVIC,KVIB and DIC. KVIC, KVIB and DIC have given margin money utilization target of crore for both the agencies for the FY The Target was allotted in August' 2013 but revised target received in Novemeber'13. In this scheme the system of Applications and their disbursal has been changed and now right from Applications to disbursal will be done through etracking and the system has already started. The progress in PMEGP is very less due to non submission of cases as well as less sanction done by the various banks. On the lines of NRLM, the sensitization of field staff, Branch Managers of Banks and sponsoring agencies will enhance the progress. c. Swaran Jayanti Shahri Swarojgar Yojna (SJSRY) The SJSRY scheme has been bifurcated into two categories i.e. USEP and UWSP. Target for USEP is 2249 (No.) and Rs crore (Amt.) and Target for UWSP is 566 (No.) and Rs11.78 crore (Amt.) for FY At the end of the September'13 quarter in USEP 624 cases for Rs7.26 crore and in UWSP,118 cases for Rs.2.34 crore has been sanctioned. The achievement in SJSRY is 61.46%. d. Antyodaya Swarojgar and Adivasi Swarojgar Yojna. The Target for Antyoday is cases and for Adivasi Vitt the Target is 2000 cases. Out of 2256 cases sent in Antyoday, 652 cases have been sanctioned upto September'13 quarter. Similarly, out of 1793 cases sent in Adivasi Vitt, 439 cases sanctioned upto September'13 quarter. In Antyoday achievement is 28.90% and in adivassi vitt achievement is 24.48%. Banks are advised to sensitize their ground level staff regarding these two schemes. The department of Antyavsayee and Adivasi Vitta are advised to take cognizance of submitting applications with all the documents for the beneficiaries under the schemes routed through LDM of the districts. 26 Department is also advised to send the list of beneficiaries Bank wise/branch wise to their Regional Heads and also to the LDMs of the respective districts. So that, pending position can be tracked at two levels. The progress in Government Sponsored schemes has also been taken from Government Departments. All Banks are advised to reconcile the position with the concerned Govt. Departments and advise SLBC. AGENDA NO. 9. REVIEW OF OTHER SCHEMES. ITEM NO 9(A). Kisan Credit Cards (KCC) Upto Sept.'13 quarter, 2,00,635 new cards were issued amounting to Rs crores. The Cumulative position comes to cards for Rs cr. As requested by SLBC, list of Non-defaulting elligible farmers who had not been covered before were provided by Agriculture Deptt. for five districts to respective LDMs. As advised by the LDMs, the list provided is partial and not exaustive. The Deptt. of Agriculture is requested to provide such list for remaining district and revised and complete list of farmers of those five aforesaid districts. As per information of NABARD and Agriculture Deptt. Govt of C.G., there are 32 lac farmers in the state and 40% of these are share croppers or cropping on leased basis as such how would they be covered. NABARD is requested to provide the modalities and methods to cover them. A large number of agriculturists are yet to be covered. Issuing Kisan Credit Cards to all eligible non defaulting farmers is the top priority of Ministry of Finance, Government of India and Reserve Bank of India. Out of total Agriculture advances of Rs crore, Agriculture Cash Credit is Rs crore and Agriculture Term Loan is Rs crore as shown in the data table 1-e (1). Page 26 of 31

27 ITEM NO 9(B). PROMOTION AND SUPPORT OF WOMEN SELF HELP GROUPS (SHGs) For promotion of SHGs in the state, two agencies are working. First, promotion of SHGs through NRLM Project (C.G.Govt.) and second, promotion of WSHGs through NGOs (NABARD). Now as per NRLM project, the Linkages of SHGs are to be done only for Women Groups. Now subsidy will not be provided to groups. Only interest subvention will be provided. The position of SHGs in the state is as under as on : Rs. in Crore a. Out of total WSHGs Linked by various banks The NABARD has formulated separate scheme for LWE districts, where NABARD is promoting SHG Linkages programme through NGOs. As per NABARD there are 24 NGOs identified in 10 LWE districts and are working with various linked bank branches. How many groups have been formed by these NGOs under NABARD scheme, district wise position is not available at SLBC. However, SLBC has sought information on WSHGs as per Formats provided by NABARD from all LDMs including LDMs from LWE districts. SLBC has sent reminders to all LDMs for provision of information as above, but no information has so far been received by SLBC. Now SLBC requested the NABARD to collect this information through their DDMs and provide this information to SLBC also. State Bank of India and Chhattisgarh Gramin Bank have or- Page 27 of 31

28 ganised sensitization programmes at Bastar and Rajnandgaon at ground level, with Branch Managers, with the support of NABARD for promoting and increasing linkages of SHGs, specially Women SHGs. AGENDA No. 10 : MISCLENIOUS ISSUES WITH GOVERNMENT a. COMPUTERISATION OF LAND RECORDS Computerization of land records is essential in present scenario. After feeding revenue data, land records should be made available on line to the banks. This will help banks in eliminating chances of fraud by fake registries. b. REGISTRATION OF EQUITABLE MORTGAGE. There is a need that equitable mortgage should be recorded in respective registrar offices of the State. This will safeguard banks interest against multiple financing. The Charge should be noted in Revenue Record both, manually and in system. c. SERFAESI. In many cases banks are unable to take physical possession of the property of defaulting borrowers, as required under SARFESI act. There are such cases where Banks have applied to DM but applications are still pending even after the gap of quite a good time. Supreme Court in its judgment has clarified that - o DM acting under Sec.14 of the SARFAESI Act is not required to give notice either to the borrower or to the third party. Page 28 of 31

29 o He has to only verify from the bank or financial institution whether notice under section 13(2) is given or not and whether the secured assets fall within his jurisdiction. o All applications filed under Section 14 which are in compliance with the requirements, shall be disposed off by the DM as expeditiously as possible and under any circumstances, within a period of two months from the date of proper presentation of the application. o Banks/Financial Institutions are only required to annex a copy of the notice issued under Section 13(2) of the SARFAESI Act along with proof of dispatch and affidavit of service to that effect, to their application under Section 14 of the SARFAESI Act. 30 The List given by various banks for such delay has been annexed and provided by SLBC to concerned district collectors. State Government is requested to advise District Administration to promptly take physical possession of the property of defaulting borrowers as required under the SARFESI Act. d. RRC. A total number of cases amounting Rs crore are pending for recovery as at the end of Sept The number of new cases filed during the quarter is 9488 for Rs crore. We have requested member banks in the previous SLBC meetings also, to instruct their branches to reconcile the actual pending RRCs in consultation with local revenue authorities. LDMs are advised to take initiative for their respective districts. The District authorities should be approached for conducting special drives for recovery. BRISC amount, wherever pending should be paid to the Government without delay. RRC filing should be on line, on the lines of Madhya Pradesh Govt. so that actual position of RRCs filed and recovery made through RRCs, can be ascertained. State Government is requested to advise District Administration of all the districts to expedite recovery in RRC cases filed, by holding Recovery Camps, Lok Adalats, etc. e. Automation of Interface of State Government Treasuries. Public Sector Banks have been providing banking services to various State Governments, and have also been effecting payments on behalf of the State Government Treasuries. The full automation of interface of State Government Treasuries with the Banks has not yet happened. State Bank is in process of full automation of interface of State Govt. Treasuries. The pilot has been started at Special Govt. Business Branch, Raipur. Page 30 of 31
