1 Special SLBC (51st) MEETING DATED AGENDA AGENDA NO. 1. ADOPTION OF THE MINUTES OF 50 th SLBC MEETING HELD ON Minutes of the 50 th meeting of State Level Bankers Committee held on were circulated on As two amendments have been received from RBI and duly incorporated in the revised minutes. Copy of the minutes may be viewed in/ downloaded from website AGENDA NO. 2. : FOLLOWING ACTION POINTS EMERGED DURING THE 50 th SLBC MEETING 1. FI Plan: i. FI Plan for is to be submitted to RBI and a copy of same to to be sent to SLBC. As per RBI guidelines, 5% Bricks & Mortar branches to be opened in unbanked rural areas. Banks are requested to resubmit their plan to RBI as well as SLBC Cell. Action : All banks Action :Financial Inclusion Plan for has been submitted to RBI. ii. Progress under Financial Inclusion Plan in both population and below 2000 population villages to be submitted to RBI and SLBC Cell. Action : All banks Action : Progress under Financial Inclusion in both and below 2000 population villages have been submetted to RBI. iii. Coverage under 1000 to 2000 to be completed at the earliest as the extended time line is already over. Action : All banks Action : As on August 2013, as many as 2053 villages have been completed. 2 2. i. Performance of Corporate BCs is not satisfactory. Hence one team consisted of bankers, CEO, official nominated by collector, financial inclusion official from P & RD, Govt. of C.G. Should be formed. The team will suggest the corrective measures in grey areas. Action : Principal Secretary, P & RD, Govt. of C.G./Convener SLBC Action: Additional Chief Secretary, Rural Development, Govt. of Chhattisgarh has already sent instructions to Collectors and CEOs and they are monitoring the performance of BCs in DLCC meetings. ii. In case of inactive BCs, banks may appoint women as BCs from Asha Workers, WSHGs, PDS shop owners, Didi Banks etc. subject to fulfilment of Bank's criteria for BCs. LDMs of the districts to obtain the list of such women members of the said groups from concerned authorities and provide the same to the concerned banks. Action: All banks/district CEOs of Jila Panchayats Action: LDMs have been instructed to obtain the list of women members of Asha Workers, WSHGs etc. from concerned district authorities and banks have also been advised in this regard to take advantage of such organisations and engage women members of these organisations as BCs, where existing BCs are not performing upto the mark. iii. Food department of C.G. Govt. advised that PDS is working on GPS connectivity and hence it is feasible to appoint them as BCs. SLBC to separately interact on this with food department. Action : SLBC/Food Deptt. Action : Food Deptt. has provided a list of PDS shop owners which has been provided to banks by SLBC. Also a Circular for appointment of BCs has been provided to Food Deptt. so that the same is circulated down the line of field staff. iv. GM & OIC RBI, R.O. Chhattisgarh suggested that where ever fixed and variable remuneration is paid to BCs, their performance is found better. Banks are requested to look into this matter. Action: All banks Action: Banks are working on it and awaiting approval from their respective Head Offices. Page 2 of 35

3 v. The Govt. has to issue orders to Gram Panchayats/Sarpanch to cooperate with BCs for opening of accounts and to provide place in Gram Panchayat Bhavan. Action: Principal Secretary, P& RD, Govt. of C.G. Action: Panchayat & Rural Deptt. of C.G.Govt. has already issued instructions in this regard. vi. Collector, Dantewada requested for opening 12 USBs, as the no. of accounts and transactions in those areas are very low. In implementation of establishing the USBs, connectivity is a serious issue. Now the BSNL and the Govt., jointly have to sort out the problem. To overcome connectivity problem SBI has opted for VSAT mode. Action :All bank/bsnl/ceos Jila Panchayat Dantewada Action: Connectivity is main issue and it is being pursued by SBI with BSNL to improve the position of connectivity. Without adequate connectivity, establishment of USBs is not feasible. vii. a).capital Expenditure of Rs /- on conversion of CSP points into Ultra Small Branches in LWE districts would be borne by MOF,GOI under IAP. The fund is made available to LDMs by Distt. Collectors. LDMs of the LWE disticts are instructed to draw the funds for FY and from Collectors at the earliest. b). From FY the IAP Format has been changed and Capital Expenses of USBs may not be available from current FY Action : LDMs of LWE districts Action: LDMs have been instructed in this regard and claims have already been submitted to Distt. Authorities by the LDMs. 3. FLCCs: Page 3 of 35

4 i. Awareness campaign for Financial Literacy and Credit Counselling Centres is to be conducted in a meaningful manner. For spreading F.L. amongst the villagers, banks to take help of Govt. Deptts. Like Social Welfare,Women and Child, Panchayat & Rural development. Action : All banks/director FLCC/Principal Secretary, Panchayat & Rural Development Deptt., Govt. of C.G./DIF Action: Banks are conducting their own FLCs and alongwith it, they have been advised to take help of Social Welfare Deptt. who are also in touch with villagers. Bilaspur and Kawardha districts are already taking help of this department in this regard. ii. Social welfare department has given publicity materials like CDs, Songs, Skits etc. to Gram Panchayats to show them in Gram Sabha. Banks should coordinate with Gram Panchayats. Action : Deptt. of Social Welfare Govt. of C.G./DIF Action: SLBC has advised the banks to coordinate with Jila/Janpad Panchayats for Gram Sabha and take help of social welfare department for publicity materials. Action of Social Welfare Deptt. is awaited. iii. Bank branches in rural areas are to conduct Financial Literacy camps in a month as per RBI dirctive. Action : All banks/ldms of the Districts. Action: Bank branches are conducting Financial Literacy Camps on monthly basis in rural areas. As on August 2013, 969 camps organised by various banks. Apart from this SBI has organising 1807 KCC renewal camps. 4. Branch Expansion Plan: i. Backlog of 24 ( ) branches, as per para 5.3 of Strategy & Guidelines on FI, of MOF, GOI to be cleared in unbanked areas ii. Progress is to be advised to RBI and SLBC on monthly basis. iii. Private banks to discharge their obligation of banking services in rural areas as their presence is dismal in rural area. Private banks to include rural areas also, while preparing Branch Expansion Plan for Page 4 of 35

5 iv. Banks who have not submitted their Branch Expansion Plan for FY , are requested to submit the same latest by Action : All banks Action: Branch Expansion Plan for has been submitted by 33 banks only; till Rest of the banks have been sent reminders for immediate submission of the same. The plan and progress is annexed. 5. RSETIs: i. Sponsoring banks are requested to start construction of building for RSETIs where first installment has been received. Action: The detailed position of construction of buildings for RSETIs is given in Agenda item no.6 ii. RSETI directors are requested to evaluate the standard of training/knowledge that is being imparted to the trainees as per standard set by the Govt. Over all performance of RSETIs with regard to standard of training, aptitude of candidates, status of their settlement etc. is to be discussed in DLCC meetings. Action : RSETI Directors are conducting the training programmes according to MoRD, GOI guidelines. However, the points indicated above are taken care of by existing grading system, conducted by MoRD. iii. The rate of settlement of trainees to be improved and should be 70%. Also RSETI directors to keep track of those who got settled after getting trained, for 2 years as per norms of the Govt. Action: The rate of settlement of trainees as on is 49% iv. Separate committee on Skill Development to be formed with district collectors as its chairman. They should sit together including RSETI director to discuss and compare the quality of training with the norms set by the Govt. The shortfall may be covered as per the norms. Action: The committee has been formed under the chairmanship of the District Collector as informed by the LDMs. v. Banks to ensure adequate no. of faculties/staff posted at RSETIs. Action: It is being implemented by the banks. Action : All banks/rseti Directors Page 5 of 35

6 6. CD Ratio: i. In districts ( Jashpurnagar, Janjgir Champa, Narayanpur, Bijapur, Koriya, Surguja, Gariyaband, Rajnandgaon, Surajpur, Surguja, Balrampur,Sukma,) where CD Ratio is less than 40%, sub committees are already formed except for Kanker district. The LDMs to send action plan drawn by the committee to SLBC. Action: Meetings of Sub-committee are being held by all districts other than those included in the list for the first time. Newly included districts are to form Subcommittees. ii. RBI has suggested that growth in advances say 40% may be targetted to improve the CD Ratio in districts where CD Ratio is less than 40% and the same should be monitored. It does not mean to do away with CD Ratio norms set by RBI. Action : All LDMs of districts where CD Ratio is less than 40% have been advised by SLBC to make effort to increase Advances. Also a copy of the same letter has been endorsed to all banks. iii. SLBC has reported CD Ratio for 18 old districts. Now SLBC is to send report for all 27 districts. Action : CD Ratio for all 27 districts are being reported by SLBC. District wise details are in page no.17. Action : SLBC/LDMs/Collectors 7. KCC: i. Directorate, Agriculture has given a list of non-defaulting farmers to LDMs for the districts of Raigarh, Mahasamund, Durg, Bilaspur, Raipur. Directorate, Agriculture is requested to provide to LDMs the list as above for remaining districts also. Action : LDMs of remaining districts have been instructed to get in touch with Deptt. of Agriculture of their respective districts to obtain the list of non-defaulting eligible farmers. LDMs informed that incomplete list has been provided to them for above mentioned districts. ii. Banks are requested for issueing KCCs to SC/ST farmers and also to JLGs to cover more and more small farmers. In JLGs, 1% interest subvention is already there but, apart from this, C.G.Govt. is giving Loan Subsidy of 20% or Maximum Rs.5000/- to JLGs. This information may be circulated to all banks to promote JLG financing. Action : Instructions issued by DIF has been circulated to all banks. Page 6 of 35

7 iii. LDMs will provide the list to banks and pursue with banks in facilitating loans eligible non defaulting farmers and they may review the progress in DLCC meeting. to Action : It is being done by the LDMs in DLCC meetings. Issuing of KCCs and current status of KCCs reviewed in every DLCCs meetings as informed by LDMs. Action : Directorate Agriculture/LDMs 8. Direct Benefit Transfer (DBT) : i. a. In its second phase of rolling out of DBT scheme, Chhattisgarh state has two districts i.e. Dhamtari and Koriya. LDMs and banks are requested to expedite the procedure for opening of accounts, seeding of Aadhar Cards etc. as per directives of the Govt. The progress under the DBT to be advised by LDMs and Nodal Agency of Govt. of C.G. to SLBC for onward submission to DFS,MOF,GOI. b. Blank account opening forms should be provided to the concerned Govt. official who will, after completing the form, mentioning Aadhar No. on the form, will send to bank branch. Banks are requested to open these accounts sent by the Govt.official with Aadhar No. mentioned on the form, without insisting on beneficiaries to be physically present. Acton : LDMs of both the districts have been instructed by SLBC to expedite the work and also provide blank account opening forms to the concerned Govt. officials. List of beneficiaries has been provided by Govt. of C.G., out of which accounts have been opened so far. Action : Office of Registrar, UID Project/LDMs of Dhamtari & Koriya/SLBC ii. For DBT, one bank account of the beneficiaries in NEFT enabled branch is required. Action : LDMs are ensuring that one bank account of the beneficiaries are opened in CBS/NEFT enabled bank branches. iii. Banks to educate their customers to record their Bank A/c no. during registration of biometric & KYR particulars in National Population Register (NPR). SLBC to advise all banks. Action : All banks are educating the customers and also put up banners/posters in branches and prominent public places, including gram panchayat bhavans. Action : Dena Bank/Central Bank/LDMs/SLBC Page 7 of 35

8 9. SHGs i. SGSY scheme has been withdrawn on Now in there will be no Capital Subsidy, instead, Interest Subsidy will be made available by NRLM Project. Target for is to be advised district wise/bank wise by NRLM. Action : NRLM deptt. has given the state target (Rs223/- crore) for all the districts for LDMs has allocated the targets to various banks. And also as per the instructions of ACS, Deptt. of Panchayat & Rural Development, sesitisation workshop districtwise is being held by state coordinator and SLBC. ii. Data related to Self Help Groups including Linkages done should be submitted to SLBC every month. Data related to LWE districts DDM, NABARD and LDMs will provide the data. Action : All banks/cgm NABARD/Director SRLM/Convenor SLBC Action: Format devised by NABARD for reporting progress of SHGs were sent to all LDMs and banks, but has not been submitted by LDMs/DDMs. 10. Education Loan : i. Targets given by DFS, MOF, GOI will be allocatted to banks by SLBC. ii. Targets given by State Govt, Deptt. of Technical Education for extending education loans to vocational trainees be provided to SLBC and SLBC will allocate the Targets to Banks. iii. Private Sector Banks should also be given target for education loan and Private banks to extend education loan like PSU banks. Action : Targets of Edn. Loan of both, DFS,GOI and State Govt., Deptt. of Tech. Edn. has been allocated to all banks including private banks. iv. Progress of disposal of cases received in Youth Conclave is to be provided to Deptt. of Technical Education. Action : Banks have reported that all eligible cases received in Youth Conclave have been sanctioned and there is no pending cases. Action : All banks/slbc/deptt. Of Technical Edn., Govt. of C.G. 9 11. Details of loans given by all banks to SC/ST and women borrowers, to be provided to SLBC Cell. Format designed by SLBC has already been circulated to LDMs and all banks. Action : Information called from all the banks on prescribed format. Information so far received from 17 banks. Action : All banks/ldms 12. Govt. Sponsored Scheme : i. In many cases subsidy has not been used by banks in Govt. sponsored schemes. In Kanker, subsidy is lying unused for more than 6 months with RRB and Dena Bank. They are requested to dispose the pending cases at the earliest. Banks are advised to clear all pending subsidies of last year immediately. Action : No pending cases of above scheme have been reported by the banks. LDM Kanker has advised that pending subsidy cases of RRB and Dena Bank have been disbursed and now no pending case regarding subsidy (disbursement) is there in Kanker. ii. There is significant time lag between subsidy being deposited and loans disbursed by the bnaks. Banks are requested to disburse loan immediately after receiving the subsidy. iii. Sponsoring agencies to provide list of beneficiaries by to LDMs, who in turn forward the same to regional heads of the bnaks for better monitoring. Action : Such instructions are already there, and we had requested the sponsoring agencies to provide a list of such cases to LDMs/Regional Heads of the banks, so that the matter could be pursued by Regional Heads and LDMs, but the list has not been provided by the sponsoring agencies. iv. Target for of various Govt. Sponsored Schemes district wise/bank wise may be sent by concerned departments, to SLBC by Page 9 of 35

10 v. DIF is requested to coordinate with all concerned departments and send targets to SLBC. Action : Except NRLM (bank wise), Targets have been received by SLBC and advised to all banks. SLBC is following up with NRLM/LDMs for bank wise Targets in the districts for the year Action :RRB Kanker/DenaBank Kanker/All banks/kvic/kvib/pmegp/antyavasayee /DIF 13. Miscellaneous issues with Government : i. It has been observed progress in Branch Expansion for was very low on the part of Pvt Sector Banks. The House observed that hence forth the Govt. deposits may be given only to those banks that are contributing in the rural development by opening branches/usbs. For Govt deposits empanelment of banks, there should be legitimate share of education loan and loans to SHGs in overall advances. Action : DIF has already advised the scoring model for empanelment of Banks for getting Govt. Deposits and has already provided the list of banks eligible for Govt. Deposit for Action : DIF, Govt. of C.G. ii. Computerization of Land Records is essential in present scenario. This will help banks in eliminating chances of fraud by fake registration of land. Department of Revenue and Land record should act fast on this issue. Action : Land Records and Revenue Deptt. of Govt. of C.G. is working on it. Action : Revenue Deptt., Govt. of C.G./DIF iii. Debt Recovery Tribunal (DRT): Setting of DRT in Chhattisgarh will facilitate early settlement of cases pertaining to bad debts. All banks will provide to SLBC Cell, details like no. of cases pending at DRT, Jabalpur. On the basis of compiled report submitted by SLBC, the DIF will take up the matter with GOI. Action : Correspondence regarding setting up of DRT, has been made by DIF. Banks are not providing the list to SLBC Cell. Action : DIF, Govt. of C.G./SLBC Page 10 of 35

11 iv. Land mortgage of tribal land is a difficult issue. Banks are unable to secure their advances by mortgage in tribal area. The state Government may make necessary amendments or alternatively a credit guarantee trust fund may be set up on the lines of CGTMSE, so that the tribal areas can also be financially included in a big way. A draft of approach paper is to be prepared by Bank of Baroda and sent to Govt. of Chhattisgarh in Mid July'13. Action : Bank of Baroda is preparing a draft approach paper. Action : DIF v. The concerned authorities in various centers to be advised to take physical possession of property of defaulting borrowers as required under the SARFAESI Act and DIF will help the banks in this matter. All the banks are requested to provide a current list of such cases to SLBC Cell. Action : Current list of defaulting borrowers of banks under the SARFAESI Act has been provided by SLBC to Chief Secretary, Govt. of C.G. and concerned district collectors also. Action : DIF/SLBC vi. The sub-committee on Minor Forest Produce which has been formed, should hold its meeting and the outcome and suggestions of the meeting would be forwarded to respective Govt. deptt. and SLBC Cell also. Action : A meeting of Sub- committee was called by M.D. Minor Forest Produce on , but was cancelled due to absence by most members. Action : MD, Minor Forest Produce Corporation Govt. of C.G. vii. Automation of State Govt. Treasuries is to be completed as early as possible. Action : Automation of State Govt. Treasuries is under process. Action : DTA/Concerned Banks viii. RRC filing, on line is not being done in Chhattisgarh. It is to be done in the state Page 11 of 35

12 like in M.P. Action : No reply has been received from the Govt. of C.G. Action : DIF/Revenue Deptt. 14. Miscellaneous issues with the banks: i. Non submission of SLBC data within time. RBI is to intervene in the matter. SLBC Cell will send to the RBI the list of banks not submitting quarterly SLBC data on time. Action : RBI has been intimated about the banks who have not submitted SLBC data on time. Action : SLBC/RBI R.O. C.G. ii. Banks to ensure participation in quarterly SLBC meeting by bank heads of the state only. Action : Instructions regarding participation in SLBC meetings have issued by SLBC to all banks. 14 NUMBER OF BRANCHES: 50 new bank branches have been opened during the June Quarter during FY Commercial banks opened 43 branches, Private Sector Banks opened 5 branches and RRBs opened 2 branches up to the period under review. There are 1013 rural, 560 semi-urban and 561 urban branches in the State of Chhattisgarh aggregating 2134 branches as at the end of June, 2013.Out of these,73.71% branches are operating in rural and semi-urban areas. NUMBER OF ATMs: There are 211 rural, 421 semi-urban and 867 urban ATMs in the State of Chhattisgarh aggregating to 1499 ATMs as at the end of June, PSU Banks have 1177 ATMs and Private Banks have 320 ATMs. DEPOSIT AND ADVANCES DEPOSITS: Deposits recorded a negative growth of Rs crores during the June 13 quarter over the March'13 level during the F.Y Higher growth is shown by Bank of Maharashtra,United bank of India,Canara bank,icici bank.higher negative growth shown by Bank of India,Allahbad bank,dena bank & Axis bank during this quarter. ADVANCES: Advances recorded a growth of Rs crores over March 13 level during the F.Y In percentage terms, it is 0.72%. Credit exposure made in Chhattisgarh through limits sanctioned out side the State is Rs crores as reported by the banks operating in Chhattisgarh. Taking this amount into consideration, the total advances figure works out to Rs crores. 16 PRIORITY SECTOR ADVANCES : The break-up of Priority Sector Advances in the diagram below : The Priority sector advances registered a growth of Rs.62 crores during the quarter, as compared to March'13 level. The ratio of 'Priority sector advances to Total advances' is 44.72% as on Jun. '13 which is above the bench mark of 40%. PRIORITY SECTOR ADVANCES MSE % AGRI % OPS % AGRICULTURE ADVANCES: Agricultural advances have registered a growth of Rs crores during the June quarter for financial year In percentage term the growth in Agr. Adv. Is 3.13%. Although the share of Agri Advances to total advances is 16.83%. The total outstanding under Agriculture Cash Credit were Rs.4442 crores and Agriculture Term Loan were Rs crores as at the end June quarter for financial year Banks are requested to increase investment credit in Agriculture Segment. MSE ADVANCES: MSE advances registered a nagative growth of Rs crores upto June quarter for financial year The ratio of MSE advances to Total Advances decreased from 20.10% as on March'13 to 19.65% as at the end of Jun. 17 Banks are advised to sanction collateral free loans under CGTMSE scheme as per RBI and GOI guidelines and advise the progress to SLBC. OTHER PRIORITY SECTOR ADVANCES: Other Priority Sector advances registered a negative growth of Rs crores upto Jun 13. The ratio of Other Priority Sector advances to Total Advances is 8.24% as at the end of Jun.'13. Micro Credit to SHGs increased by Rs.0.37 crores upto Jun. 13 above mar'13 level. Education loan grown by 7.38 crore up to Jun. 13 above Mar'13 level. Housing Loan under priority sector (upto 25 lac) decreased by crore during June quarter for financial year over Mar'13 level. ADVANCES TO WEAKER SECTION: Advances to Weaker Sections registered a growth of Rs crores upto Jun 13 quarter. The ratio of Advances to Weaker Sections to Total Advances is 9.44% as at the end of the June quarter for financial year Agenda IV : Credit Deposit Ratio (CD Ratio) The CD ratio of All Banks in the State of Chhattisgarh has increased to 56.68% as on Jun 13 from 56.21% as on Mar'13. The adjusted CD ratio has incresesd to 71.22% from 71.18% in Jun'13. The CD ratio of PSUs improved from 55.15% as on March,'13 to 55.64% as on Jun'13, CD ratio of Co-operative banks improved from 60.02% as on March'13 to 60.36% as on Jun'13, CD ratio of Private banks improved from 91.37% as on March'13 to 91.83% as on Jun.13 and CD ratio of RRBs Banks has increased from 32.95% as on March'13 to 33.46% as on Jun'13. 21 AGENDA NO 5 (A) : FINANCIAL INCLUSION Out of 27 districts in the State, 100% Financial Inclusion had been achieved in the 22 districts. No further addition is reported in June 13 quarter. In these districts one member from each family is having one type of account or the other i.e. either saving bank a/c or loan a/c with Bank or Post Office. Other five districts : In Rajnandgaon financial inclusion work has been completed and the Collector of the district declared Rajnandgaon as 100% financially included. Now the LDM Rajnandgaon is to submit Certificate issued by the district authorities to SLBC. Dantewara, Bijapur, Narainpur and Sukma districts are intensively Naxal affected and hence the pace of progress is slow and likely to take longer time to achieve the target of financial inclusion. AGENDA NO 5 (B) : DIRECT BENEFIT TRANSFER (DBT) MOF, GOI in its second phase of implementation of DBT started on 1 st July 2013, identified two districts of Chhattisgarh i.e. Dhamtari (Lead Bank, Dena Bank) and Koriya (Lead Bank CBI) for 17 schemes. Several meetings have already been held under the Chairmanship of District Collectors of these two districts with LDMs and other officials and also one meeting of Collectors of these two Districts, LDMs and other officials has been held in New Delhi. The list of beneficiaries with their account numbers have already been provided to various banks of the above districts for opening of beneficiaries accounts. The seeding of Aadhar Card Nos. in beneficiaries accounts are also being done. As informed by the LDMs, the pace of issuing Aadhar Card is slow resulting in delay in seeding of the same in benefici- Page 21 of 35

22 ary s accounts, the pace of which needs to be accelerated. As per LDMs of two districts accounts of beneficiaries have been opened and seeding of Aadhar no. is done only in 442 accounts. AGENDA No 5 (C) : OPENING OF ULTRA SMALL BRANCHES IN RURAL AREAS. Ministry of Finance, Government of India has advised that all population villages covered by BCs/CSPs should be converted into Ultra small branches. As on , 591 CSPs out of 808 have been converted into USBs by banks. The establishment of USB would comprise two cost components, namely Capital/ Fixed Costs of Rs. 1, 40,000/- and the recurring costs. In LWE districts capital expenditure would be given by district collectors under IAP and recurring expenses would be borne by concerned banks. All Controlling Heads of the Banks are requested to initiate necessary steps to ensure that the instructions of the DFS are complied with for converting BCs to Ultra Small Branches. All LDMs in the LWE districts are advised to approach the District Collector/District Magistrate of the respective District for funding of capital cost for the establishment of USBs under IAP. AGENDA NO. 5(D) PROVIDING BANKING SERVICES IN VILLAGES BELOW 2000 POPULATION. The Financial Inclusion of villages with population below 2000 is to be done in a phased manner, in the year 2013, 2014, 2015 and beyond In the plan, villages between 1000<1999 population were to be covered be- Page 22 of 35

23 fore March 2013 but in the last SLBC the time was extended upto As per the progress upto August 13, the coverage percentage is only 55.73%. The slow progress needs to be accelerated as the second dead line fixed for has already passed. RBI & MoF are monitoring the progress through SW1 & SW3 returns.(attached as annexure) The roadmap for FI in villages with population below 1000 has been prepared by SLBC in which all banks have been allotted villages district wise. The SLBC has sent to RBI, the compiled list of villages allotted to various banks. AGENDA NO. 5(E) : RURAL SELF EMPLOYMENT TRAINING INSTITUTES (RSETIs) RSEIs are functional in all eighteen old districts of the State. In the nine new districts, RBI has assigned Lead Bank responsibilities to State Bank of India for five districts, Dena Bank for two districts and Central Bank of India for two districts. These banks will establish RSETIs in their Lead districts. Grant is not received for Durg, Rajnandgaon (Dena Bank) and Jagdalpur (SBI) RSETIs. Construction of RSETIs buildings is started in Kanker, Jagdalpur and Bilaspur. All RSETIs are registered as Vocational Training Provider (VTP) with State Skill Development Mission. Sponsoring Banks are advised to immediately start construction of building where the first installment has been received. AGENDA NO. 5(F) Branch Expansion Plan In , the Target for opening new branches was 159 out of which 139 Bricks & Mortar branches were opened by all banks and 99 branches are opened in unbanked areas. The gap of 20 branches in has been included in the Branch Expansion Plan, for which 33 banks have submitted their plan for and 139 Bricks & Mortar branches are to be opened. SLBC has stipulated that 70% will be in unbanked areas and 5% branches will be in Bricks & Mortar. AGENDA NO. 5(G) FLCC. Thirteen FLCCs have been established in 12 out of 18 old districts of the State as under: Page 24 of 35

25 1. State Bank of India Jagdalpur, Kanker, Bilaspur, Kawardha and Janjgir- Champa. 2. Dena Bank Durg, Rajnandgaon, Raipur,Dhamtari and Mahasamund. 3. Central Bank of India Ambikapur, Koriya 4. C.G. Gramin Bank Sakri (Raipur) In other districts, LDMs are conducting Financial Literacy activities. Apart from this, as per latest RBI guidelines, all rural branches are to conduct Financial Literacy activities once a month. 26 AGENDA NO.6 (a) : CHIEF MINISTER S HIGHER EDUCATION INTEREST SUBSIDY SCHEME. Central Government is implementing Interest Subsidy Scheme to economically weaker families (maximum income of Rs.4.50 lac per anum). Under this scheme Central Government is providing 100% interest subsidy for loan sanctioned up to the period of Moratorium. After moratorium students are not getting any benefit of subsidy. The purpose of this scheme of State Government is to reduce the burden of interest on educational loan availed by students after moratorium period. Only 4% interest will be borne by students, rest portion of interest will be borne by the State Government. It was observed that there is no progress in respect of Vocational Training Loan Scheme of IBA. In order to ensure adequate awareness and sanction of loans to the students under the scheme, it was decided to allot targets to banks in the state. The Target for for Vocational Training Loan Scheme of IBA has been allotted to various banks. Bankers are requested to popularize the scheme and provide benefit to the eligible students. Interest Subsidy amount will be reimbursed directly to member banks by Canara Bank on receipt of the same from Government of Chhattisgarh. AGENDA NO 6 (b) EDUCATION LOAN : MoF, GoI has allocated target of 2844 education loan of crore for the financial year for Chhattisgarh State. 899 cases for Rs crore have been sanctioned up to during current financial year Page 26 of 35

27 State Bank of India (206 cases), Uco Bank (149 cases) and Bank of India (110 cases) have done very well. Apart from this, Axis Bank is the only private bank who has done 5 cases. Rest of the private sector banks have not done even a single case. AGENDA NO. 7. REVIEW OF GOVERNMENT SPONSORED SCHEMES. The Achievements under various Govt. 28 FY The Target was allotted in August' In this scheme the system of Applications and their disbursal has been changed and now right from Applications to disbursal will be done through etracking and the system has already started. c. Swaran Jayanti Shahri Swarojgar Yojna (SJSRY) The SJSRY scheme has been bifurcated into two categories i.e. USEP and UWSP. Target for USEP is 2249 (No.) and Rs crore (Amt.) and Target for UWSP is 566 (No.) and Rs.5.41 crore (Amt.) for FY At the end of the June'13 quarter in USEP 472 cases for Rs5.63 crore and in UWSP, 93 cases for Rs.1.70 crore has been sanctioned. In the first quarter under USEP achievement is 20.98% and in UWSP 16.43%. d. Antyodaya Swarojgar and Adivasi Swarojgar Yojna. The Target for Antyoday is cases and for Adivasi Vitt the Target is 2000 cases. Out of 1081 cases sent in Antyoday, 456 cases have been sanctioned upto June'13 quarter. Similarly, out of 760 cases sent in Adivasi Vitt, 285 cases sanctioned upto June'13 quarter. In Antyoday achievement is 4.56% and in adivassi vitt achievement is 14.25%. Banks are advised to sensitize their ground level staff regarding these two schemes. The department of Antyavsayee and Adivasi Vitta are advised to take cognizance of submitting applications with all the documents for the beneficiaries under the schemes routed through LDM of the districts. Department is also advised to send the list of beneficiaries Bank wise/branch wise to their Regional Heads and also to the LDMs of the respective districts. So that, pending position can be tracked at two levels. The progress in Government Sponsored schemes has been taken from Government Departments. All Banks are advised to reconcile the position with the concerned Govt. Departments. Page 28 of 35

29 AGENDA NO. 8. REVIEW OF OTHER SCHEMES. ITEM NO 8(A). Kisan Credit Cards (KCC) During the FY , 1,78,919 new cards were issued amounting to Rs crores. The Cumulative position comes to cards for Rs cr. For the last 2-3 SLBC meeting, SLBC Convener is requesting Govt. Authorities to provide a list of uncovered/non-defaulting eligible farmers for issuing new KCCs. As per information of NABARD and Agriculture department Govt. of C.G., there are 32 Lac farmers in the state and 40% of these are share croppers or cropping on leased basis as such how would they be covered. NABARD is requested to provide the modalities and methods to cover them. A large number of agriculturists are yet to be covered. Issuing Kisan Credit Cards to all eligible non defaulting farmers is the top priority of Ministry of Finance, Government of India and Reserve Bank of India. Out of total Agriculture advances of Rs crore, Agriculture Cash Credit is Rs crore and Agriculture Term Loan is Rs crore as shown in the data table 1-e (1). ITEM NO 8(B). PROMOTION AND SUPPORT OF WOMEN SELF HELP GROUPS (SHGs) For promotion of SHGs in the state, two agencies are working. First, promotion of SHGs through NRLM Project (C.G.Govt.) and second, promotion of WSHGs through NGOs (NABARD). Now as per NRLM project, the Linkages of SHGs are to be done only for Women Groups. Now subsidy will not be provided to groups. Only interest subvention will be provided. The position of SHGs in the state is as under as on : Rs. in Crore a. Out of total WSHGs Linked by various banks The NABARD has formulated separate scheme for LWE districts, where NABARD is promoting SHG Linkages programme through NGOs. As per NABARD there are 24 NGOs identified in 10 LWE districts and are working with various linked bank branches. How many groups have been formed by these NGOs under NABARD scheme, district wise position is not available at SLBC. However, SLBC has sought information on WSHGs as per Formats provided by NABARD from all LDMs including LDMs from LWE districts. SLBC has sent reminders to all LDMs for provision of information as above, but no information has so far been received by SLBC. Now SLBC requested the NABARD to collect this information through their DDMs and provide this information to SLBC also. State Bank of India and Chhattisgarh Gramin Bank have organised sensitization programmes at Bastar and Rajnandgaon at ground level, with Branch Managers, with the support of NABARD for promoting and increasing linkages of SHGs, specially Women SHGs. Target for WSHGs Savings Bank and Linkages district wise/bank wise has been allocated and advised to all respective banks. Page 30 of 35

31 AGENDA No. 9 : MISCLENIOUS ISSUES WITH GOVERNMENT a. COMPUTERISATION OF LAND RECORDS Computerization of land records is essential in present scenario. After feeding revenue data, land records should be made available on line to the banks. This will help banks in eliminating chances of fraud by fake registries. b. DEBT RECOVERY TRIBUNALIN CHHATTISGARH STATE. Setting up of a DRT in our State will facilitate early settlement of cases pertaining to bad debts and bank funds locked up in cases pending with DRT may be available to banks for further lending to eligible units for furthering credit growth in the State. The State Government is requested to follow up the matter with appropriate authorities in the Ministry of Finance, Government of India so that DRT in the State may start functioning during FY c. REGISTRATION OF EQUITABLE MORTGAGE. There is a need that equitable mortgage should be recorded in respective registrar offices of the State. This will safeguard banks interest against multiple financing. The Charge should be noted in Revenue Record both, manually and in system. d. MORTGAGE OF TRIBAL LAND. Page 31 of 35

32 There is problem in creating equitable mortgage of tribal land. The banks can not sell mortgaged tribal land without permission of DM even under SARFAESI Act. Government should make necessary amendment, or alternatively a credit-guarantee trust fund may be set up on the lines of CGTMSE, so that, the tribal inhabitants of the state can be financially included in big way. A meeting was convened on by SLBC Convener with a few major banks and also formed a sub-group to make suggestions for an alternative on the lines of CGTMSE for coverage of more and more tribals under banking fold. Bank of Baoroda has prepared a draft Approach paper and sent to the Govt. for examining the issue. e. SERFAESI. In many cases banks are unable to take physical possession of the property of defaulting borrowers, as required under SARFESI act. There are such cases where Banks have applied to DM but applications are still pending even after the gap of quite a good time. Supreme Court in its judgment has clarified that - o DM acting under Sec.14 of the SARFAESI Act is not required to give notice either to the borrower or to the third party. o He has to only verify from the bank or financial institution whether notice under section 13(2) is given or not and whether the secured assets fall within his jurisdiction. o All applications filed under Section 14 which are in compliance with the requirements, shall be disposed off by the DM as expeditiously as possible and under any circumstances, within a period of two months from the date of proper presentation of the application. o Banks/Financial Institutions are only required to annex a copy of the notice issued under Section 13(2) of the SARFAESI Act Page 32 of 35

33 along with proof of dispatch and affidavit of service to that effect, to their application under Section 14 of the SARFAESI Act. The List given by various banks for such delay has been annexed and provided by SLBC to concerned district collectors. State Government is requested to advise District Administration to promptly take physical possession of the property of defaulting borrowers as required under the SARFESI Act. f. RRC. A total number of cases amounting Rs crore are pending for recovery as at the end of June The number of new cases filed during the quarter is 9744 for Rs crore. We have requested member banks in the previous SLBC meetings also, to instruct their branches to reconcile the actual pending RRCs in consultation with local revenue authorities. LDMs are advised to take initiative for their respective districts. The District authorities should be approached for conducting special drives for recovery. BRISC amount, wherever pending should be paid to the Government without delay. RRC filing should be on line, on the lines of Madhya Pradesh Govt. so that actual position of RRCs filed and recovery made through RRCs, can be ascertained. State Government is requested to advise District Administration of all the districts to expedite recovery in RRC holding Recovery Camps, Lok Adalats, etc. cases filed, by g. Automation of Interface of State Government Treasuries. Page 33 of 35

34 Public Sector Banks have been providing banking services to various State Governments, and have also been effecting payments on behalf of the State Government Treasuries. The full automation of interface of State Government Treasuries with the Banks has not yet happened. State Bank is in process of full automation of interface of State Govt. Treasuries. The pilot has been started at Special Govt. Business Branch, Raipur. There are 68 Treasuries and Sub-treasuries in the state and linkage to Bank Branches is as under: Sl.
