2 Background ASM is an important economic activity in over 55 developing countries Several actors: concession owners, mine operators, miners, dealers, buying agents and equipment owners (Kristensen et al., 2013; Okoh, 2014) Miners adopt unsafe mining practices leading to environmental degradation and health risks (Spiegel and Veiga, 2010) 2
3 Background - Cont d ASM workers and their communities are exposed to: Mercury, Arsenic and Cadmuim Exposure to these chemicals can cause: Respiratory problems (chest pains, dyspnea, cough, hemoptysis, impairment of pulmonary function and pneumonitis Cancer Damage within central nervous system Environmental Pollution and degradation 3
4 Background - Cont d Despite the health risks, knowledge among miners and their communities is low (International Labour Organization 2006) Specific Legislations in Ghana include: Minerals and Mining Act (Act 703), 2006 Artisanal and Small Scale Mining Framework, 2015 National Environmental Policy National Land Policy National Water Policy 4
5 Background Projects and measures aimed at mitigating the risks include: Legalisation Mercury Retort Implementation Exercises Global Mercury Project (USEPA, 2011; Long et al., 2015) Low success 5
6 Background Cont d Past Interventions have failed because of the following: Poorly-coordinated, top-down approaches to administer technological support Poor understanding of community dynamics and failure to involve miners in key decision- making processes (Hilson et al and Hentschel et al., 2002) 6
7 Background Cont d Some researchers have called for a community-based approach to manage ASM problems (Hilson et al., 2007; Hentschel et al., 2002) The approach has seen limited application especially in ASM in SSA This study adopts a community-based approach to: Risk assessment, determination of risk handling strategies risk alternatives and risk communication 7
