2 2018 LEGISLATIVE SCORECARD WHAT IS PPVC & WHAT DO WE AIM TO DO? Planned Parenthood (PPVC) advocates for creating, improving and protecting reproductive health care access, effective comprehensive sex education, pregnancy and STI prevention policies, and Coloradan s rights to determine when and whether they become pregnant. In turn, PPVC challenges government interference in personal decisions that should be left to individuals and their families. Parenthood of the Rocky Mountains, Inc. (PPRM). We engage in educational and electoral activity, including legislative advocacy, voter education, and grassroots organizing to promote the Planned Parenthood mission. WHY DO WE DO A LEGISLATIVE SCORECARD? Planned Parenthood compiles legislative scorecards to educate and inform voters about the record of support for reproductive health and education of current members of the Colorado Senate and Colorado House. The information presented is based on votes on key legislation related to reproductive health and rights. Colorado prioritizes reproductive health and continues to protect the right to safe and legal abortion care. Every Coloradan deserves access to the full range of reproductive health care, including abortion care, regardless of geography, ethnicity or race, disability, immigration status, family income, sexual orientation, or gender expression. PROACTIVE LEGISLATION These bills will improve access to health care for individuals and families in our state: HOUSE BILLS : Drug Coverage Health Plan would have prohibited health insurance carriers from increasing covered person enrolled in the plan. PASSED. SENATE BILLS : Enhanced Nurse Licensure Compact expands the existing nurse licensure compact which allows mutual recognition of nursing licenses between member states and requires all registered and licensed nurses PASSED. ANTI-DISCRIMINATION LEGISLATION These bills will protect Coloradans from unjust discrimination: HOUSE BILLS FAILED : Prohibit Conversion Therapy Mental Health Provider would have prohibited a licensed physician conversion therapy with a patient under 18 years of age. FAILED : Sunset Continue Civil Rights Division And Commission continues the division and commission through As amended, the bill requires the commission to include three commissioners from each major political party and one from another party and three members must represent the business community, and requires the commission to undergo a performance audit. PASSED.
3 2018 LEGISLATIVE SCORECARD ANTI-REPRODUCTIVE HEALTH CARE LEGISLATION During the 2018 session, we again saw numerous attacks on reproductive health care in Colorado. However, with the help of our coalition partners, we defeated all four anti-abortion bills. These attacks included: HOUSE BILLS : A Woman s Right To Accurate Health Care Information would have criminalized health care providers for performing abortions, established a 24-hour mandatory period and unnecessary ultrasound requirement, and required providers to give medically inaccurate information to patients with the goal of reducing access to abortion care. FAILED : The Prohibition Of Dismemberment Abortions would have banned dilation and evacuation abortions and essentially banned second-trimester abortions. FAILED lifesaving medical research by prohibiting higher education institutions from obtaining donated fetal tissue. FAILED : Protect Human Life At Conception would have made it class 1 felony for any doctor to perform an abortion except to prevent the death of the pregnant person. FAILED. DISCRIMINATORY LEGISLATION These bills that would have put Coloradans at risk of government-sanctioned discrimnation were defeated: HOUSE BILLS : The Live & Let Live Act would have alowed health care providers, adoption and foster care critical laws that protect LGBTQ people from discrimination. FAILED. SENATE BILLS : Public Safety Protection From Sanctuary Policies would have prohibited the state and other jurisdictions from encouraging the harboring of an illegal immigrant, among other hateful provisions. FAILED : The Colorado Children First Act would have enabled adoption and foster care agencies to discrimniate against LGBTQ families. FAILED. BARRIERS TO HEALTH CARE ACCESS These bills that would created barriers to health care access: HOUSE BILLS : Health Care Charges Billing Required Disclosures could have deterred patients from seeking care by presenting them with potentially inaccurate health care pricing, regardless of insurance coverage or payment plans, on provider websites. It could have further put patient privacy and safety at risk by requiring itemized bills to be mailed home. FAILED. SENATE BILLS medicaid participating in Colorado, including directing Colorado s state medicaid department to submit a waiver to the federal government requesting authority to impliment employment and job application requirements for medicaid eligibility. FAILED.
