3 1 Introduction 1.1 This document sets out a basic framework for an and should be read in conjunction with the Guidance for Developers document ( the Guidance ). 1.2 The purpose of the is principally to regulate access to CGB Land and to regulate low level activity on the same. 1.3 This document is designed to inform contractors of their obligations and responsibilities when applying for permission for, and carrying out, works on or near the CGB Corridor. 1.4 Principally the Guidance covers restrictions on methodologies and working techniques, however this gives guidance on the most effective way to seek relevant permissions to work on or near the CGB, 2 Definitions CGB means including the Maintenance Track, Stops, Park and Ride sites and associated structures and vehicles. CGB Corridor is effectively the space within which the CGB operates and includes the land, subsurface ground, airspace, structures, maintenance space, stops, depots, track work and equipment. It must be assumed that any proposals will avoid intrusion or changes within the Corridor. Any proposals that do impinge on the Corridor will be subject to detailed scrutiny and mitigation measures. CGB Equipment means infrastructure, structures, services, conduits, foundations and all other equipment used in relation to the operation of the CGB CGB Land means land owned by or leased to or that CGB has rights or infrastructure on, through under or over CGB Team means the operational, engineering, property, planning departments and any other individuals or departments responsible for the safe operation of the CGB. Developer means any person or entity that is the owner of land on which development or maintenance works take place, his principal contractor or agent. Page 3 of 7

4 Development refers to any activity, or presence, on land adjacent to the CGB, or any activity or presence (including but not limited to structures, machines, fluids, loads and pressures) that may trespass or affect CGB Land, or land over which CGB has rights or infrastructure of the Guideway. Engineering Hours refer to the period of time outside of Operational Hours Guideway means the passage used by the buses and includes (where relevant) the supporting structures and all related infrastructure Maintenance Track means the tracks and pathways used to maintain the CGB during Operational and Engineering Hours Operational Hours refers to the period of time that the CGB is in use PICOW is the Person In Charge Of Work during a possession or Engineering Hours. Possession means a period of time in which the CGB ceases operation for the purpose of carrying out works within the Corridor Works refers to the demolition, permanent works being constructed or altered, completed and maintained including civil, electrical and mechanical systems and all temporary works of every kind required in connection 3 General Policy 3.1 Applications to carry out works within or adjacent to the CGB Corridor should be made to: CGB Possession Planning Manager Cambridgeshire County Council ET1026 Trumpington Park & Ride Hauxton Road Cambridge CB2 9FT Telephone: (01223) Applications should be in accordance with the Guidance for Developers document which outlines what is and is not acceptable in working areas along the Corridor. 5 3.2 The following documentation should be supplied with each application: Works Request Form 1 ; detailing: o Scope of works o Duration and date of works o Supervisory arrangements o Contractors details Method Statement 2 Risk Assessment 3 Plan of the proposed work site Control of Substances Hazardous to Health Assessments Insurance documentation 3.3 The CGB Team can provide templates of Works Request Forms and Method Statements and it is suggested that these are used by contractors to avoid any confusion when being assessed. Risk assessments should be provided by the contractor. 3.4 The Possession Planning Manager will decide which H & S requirements and courses are necessary based on the scope of the proposed works. 3.5 This information can be provided through or written correspondence, however if the works are of a complex nature a meeting may be necessary to confirm details and clarify certain issues. 4 Safety Inductions 4.1 Depending on the type of works, safety inductions may need to be carried out prior to entry onto the Corridor. 4.2 For general works the CGB Team expects all contractors to work within the bounds of reasonable common sense and safety whilst in the vicinity of CGB Land. 4.3 Contractors are ultimately responsible for their own actions and where works involve special equipment, all relevant safety certificates must be held by the operatives. The same applies to any other construction activities which require specific certified qualifications. 4.4 For non-corridor works, a Health and Safety induction covering basic levels of Guideway Awareness is the minimum training required. 6 can be completed on site prior to works commencing. 4.5 For Corridor access including Maintenance Track and possessions, the Corridor Awareness course must be completed. This course is carried out offsite prior to entry to the Corridor. 4.6 In instances where supervision is required, a Person in Charge of Worksite (PICOW) must be in attendance for the duration of the works. The contractors must also have completed the Corridor Awareness course prior to entry. The PICOW can be provided by CGB at the cost of the contractor, and to qualify as a PICOW an individual must have completed no less than ten working sessions within the Corridor under the supervision of a certified PICOW. Details of necessary training courses can be obtained through the Possession Planning Manager. 5 Access 5.1 Generally a turnaround time of up to five weeks will be required to assess and comment on Method Statements and supporting documents. Access will only be authorised once these documents are completed and approved. Access to carry out the works specified in those documents will then be granted and arrangements made to take entry to land (where applicable). 5.2 Depending on the type of work, guidelines are set out below for the requirements pertaining to different works; Non-Corridor works o 5 weeks notice time is required o Works Request Form is required o Risk Assessment o Method Statement o Minimum H & S requirement is Guideway Awareness course Works within the Corridor requiring possessions o 20 weeks notice time is required o Works Request Form is required for possession o Risk Assessment o Method Statement o H & S may require PICOW Overnight possessions may require additional training and H & S requirements Page 6 of 7

7 Works within the Corridor during Engineering Hours o 5 weeks notice time is required o Works Request Form is required o Risk Assessment o Method Statement o Minimum H & S is completed Corridor Awareness course o H & S may require PICOW 5.3 In certain cases, meetings may be required to establish programmes for more complicated works arrangements i.e. in the event replacement buses or alternative transport, notification and publicity need to be considered in advance. 6 Requirements and Restrictions 6.1 Under the Order 2005, the Busway as constructed has the status of a Statutory Undertaker, and is regarded as a tramway for the purposes of applying Part III of the New Roads and Street Works Act 1991 (NRSWA). This legislation must be taken into account when planning works. In all instances of proposed works on CGB Land documentation must be made available to the CGB Team prior to any works being carried out. Copies of approved forms should be retained by the contractor on site for the duration of the works. 6.2 During the works the following items need to be considered and agreed between the CGB Team and the contractor prior to works commencing, and must be adhered to for the duration of the works: Booking on procedure o Booking on location and times Working areas o No-go zones Guideway during Operational Hours EMI high risk areas Incident log o Refer to risk assessment Nature of incident Severity of incident Actions taken Mitigation against similar events Leaving site o Temporarily o Permanently Signing off works Reinstatement Page 7 of 7

14 METHOD STATEMENT BRIEFING Communication of the method statement to the personnel who will be doing the work is essential to the safe and successful completion of the operation. The briefing sheet is used to record the sections of the method statement that have been discussed. All attendees and the supervisor presenting it sign the briefing sheet. It then forms part of the site records in the safety record folder. All supervisors connected to the operation are included on the distribution list for a full method statement. 18 Who is responsible for briefing the Method Statement Before commencement of work the Site Manager/PICOW will brief the staff on the type of work to be carried out and the safe method required completing it. How is understanding confirmed He/She will ensure, by question and answer, that they have understood the method statement brief.
