1 Ashland Redevelopment Authority Draft Minutes 7/17/2017 Members in attendance: Sara Hines, Terry Hendrix, Brandi Kinsman. Guests: Brian Cheever, Meaghan Hammer, Chuck Joseph, Rob Moolenbeek, Florence Seidell, Steve Morgan, Beth Reynolds, Michael Herbert Meeting opened at 6:35 pm - Minutes from 5/10/17 reviewed. Mr. Hendrix motioned to approve as amended. Ms. Kinsman seconded. Approved Brian Cheever- 125 Front Street Property discussion o Mr. Cheever owns Ashland Lumber and other properties on either side of Ashland Lumber o Mr. Cheever is looking to expand his business in Ashland and was interested in purchasing 125 Front Street. His plans include both retail and residential space. The retail space could include a hardware store, paint, and showroom for doors, windows, cabinets o A portion of the property would either need to be developed as affordable housing or CPA funds used for 125 Front Street would have to be repaid ($279,000) o Mr. Herbert has said there have been mixed opinions on what 125 Front Street should be- developed like 21 Main Street or keep as open space. o Ms. Reynolds said there has been interest in creating co-op space, a commercial kitchen, open air markets, or mobile businesses. Businesses need to be creative in order to survive. o Before property could be sold, there would need to be a public vetting and bidding process for the land and the development o With the ARA dissolving (most likely in Spring 2018), most likely the RFP process would be with the Town of Ashland rather than the ARA. Given the strategic planning process underway and the desire to align 125 Front St with the strategic plan, the timing for a RFP process this year would be aggressive and unlikely. The ARA also has one more year on the lease with the Farmer s Market (after 2017 season), so that would need to be considered. o Next steps: Mr. Cheever to touch base with the ARA this fall /late in the year once the strategic plan is further along in the process for a status update. - ARA Dissolution Update o Mr. Herbert working with Representative Lewis on filing legislation to dissolve ARA. The timing for the filing will happen most likely after the summer with it being effective in Spring - Financial update o Mr. Hendrix reviewed current financials. The Ashland Farmers Market payment for 2017 was received. The property insurance as well as Directors Insurance was renewed and paid through June The ARA members did not have any additional comments on the financials. - ARA Sign at 125 Front Street o Was donated from the ARA to The Corner Spot and repainted.
2 - Mr. Hendrix had drafted a letter to Andrea Green thanking her for her service to the ARA and the Town of Ashland. All ARA members signed it and Ms. Kinsman will deliver the letter to Ms. Green. - ARA Website o Mr. Hendrix to contact Vista Print and transition the ARA website. - Citizen Participation o Steve Morgan voiced concerns that the property at 125 Front Street that be used for purposes other than the CPC designated it. He suggested that there be put a restricted deed on the property or otherwise the property be unwound. - Motion to adjourn at 7:42 by Ms. Kinsman. Seconded by Mr. Hendrix.
