4 Scope relationship to the SPP State Planning Policy (SPP) is the state s pre-eminent planning policy prevails to the extent of any inconsistency with another planning instrument (except an SPRP) SPP states the: role of a regional plan is to identify and interpret the state s interests in land use and development for a particular region regional plans provide the basis for prioritising, qualifying or resolving state interests in a particular region, as necessary
5 Scope relationship to state interests Not all state interests need to be prioritised, qualified or resolved at the regional level Some state interests flow directly into planning schemes from the SPP Regional planning Minister decides for example the DD and CQ regional plans focus on resolving conflicts between resource activities and agriculture/townships
6 Scope - summary Deals with matters of state interest (SPP) Must have a potential land use planning response Not duplicate other planning tools (e.g. SPP, specific infrastructure plans and programs, other strategies/plans such as natural resource management plans) Regionally specific policy considered necessary by the planning Minister, particularly where: resolution of conflicts between 2 or more state interests is required issue cannot be addressed by a single local government Extends planning horizon to 2041 (aligns to other 30-year government strategies and in response to stakeholder feedback)
7 The challenge growth projections Queensland Treasury and Trade projections - not approved for release so indicative numbers only Over 1 million additional dwellings projected for SEQ between 2011 and 2041 (>34,000 new dwellings/year) For the first time QTT have prepared employment forecasts by LGA (SEQ only, regional forecasts elsewhere) these may be useful to inform local government planning to accommodate jobs growth 2011 estimate 2041 projection Projected growth No. % Resident population 3.1 million 5.5 million 2.4 million 77% Dwellings 1.2 million 2.25 million 1.05 million 84% Employed persons 1.6 million 2.7 million 1.1 million 69% 6
8 The challenge growth comparisons The current regional plan seeks to accommodate 750,000 additional dwellings between 2006 and 2031 (30,000 new dwellings/year) Growth rate approx 15% higher than previous regional plan Mainly due to increased overseas migration By 2041, SEQ is projected to be: 25% larger than the Sydney metro region is now (2011 pop n 4.4 million) Almost 40% larger than the Melbourne metro region is now (2011 pop n 4.0 million) 6
9 The challenge key policy issues Some key policy issues for the regional plan: How much and where should new greenfield development areas be identified to achieve the government s objective of a competitive development sector that delivers a choice of affordable housing options? How much of the projected growth will be infill development and where? Plans by their nature don t create jobs but how can the regional plan help local governments plan for the projected 1.1 million additional jobs? 6
10 Approach it s a review There s a new planning framework and context but the government s approach is to consult with key stakeholders and: Keep the parts of the current plan that work and add value (e.g. there is considerable support for infill and total dwellings targets) Get rid of the parts that don t work or don t add value (e.g. those parts of the plan that duplicate or repeat other documents such as the SPP) Introduce new parts that will add value (e.g. employment projections that will assist local governments to identify suitable land for commercial, retail and industrial development)
11 Approach - governance and advisory arrangements
12 Urban Growth SRG advice - settlement pattern General support for Urban Footprint (UF) concept subject to: local governments having the flexibility to extend urban zones beyond the UF in response to local needs and investigations regulatory support to prevent inappropriate development (e.g. urban residential and rural residential) outside the UF Rural residential development General support for maintaining restrictions on rural residential development through the use of Rural Living Areas. Ability for local governments to identify new areas for inclusion through the periodic review of the regional plan.
13 SRG advice - economic development Development and construction provision of employment projections by region and LGA as basis for coordinated planning across region (not targets) identification of centres and other key employment locations (simplified from current plan) Tourism tourism adequately supported by SPP, Next Generation Tourism Planning guideline and regional tourism plans RP to reference these and support tourism indirectly scenic amenity to be considered in the regional plan with policy and direction to support local government decision-making
14 SRG advice - agriculture and resources Agriculture continued use of Regional Landscape and Rural Production Area (RLRPA) land use category supplemented by a new land use category for Class A and B agricultural land with lower minimum lot size absolute minimum lot size of ha for Class A and B land based on discouraging use for rural living purposes reduce complexity of regulation and use to limit only major land uses that may conflict with agriculture (i.e. residential) Resource activities a consistent approach to managing resource activities using the mechanisms in the Regional Planning Interests Bill 2013 (if passed by Parliament)
15 SRG advice - transport and infrastructure Scope - regional plan will not include specific infrastructure projects or priorities but provides the land use framework for infrastructure planning Framework - regional plan to adopt 2041 targets or projections by LGA as the basis for regional/sub-regional infrastructure planning - local governments may choose to exceed targets, but the regional plan targets will be adopted for state and regional agency infrastructure planning - preference for sequencing of development to be addressed by local governments through their planning schemes
