1 MINUTES OF THE MEETING OF THE STRATA COUNCIL, STRATA PLAN BCS 1724, COTTONWOOD GREEN, HELD ON MONDAY, JANUARY 14, 2013, AT 7:00 PM IN UNIT COTTONWOOD DRIVE, MAPLE RIDGE, BC Council in attendance: Susan Hicks, Vice-President Jeanie Fox, Buildings and Grounds Lila Lawler Kathleen Gorman, Strataco Management Ltd. Absent without leave: Richard Churchill-Browne, President Sherry Fox, Treasurer CALL TO ORDER: The meeting was called to order by the Strata Manager, Ms. Kathleen Gorman, at 7:05 pm. MINUTES OF THE MEETING OF NOVEMBER 26, 2012: It was That the minutes of the meeting of November 26, 2012 be adopted as distributed. BUSINESS ARISING FROM THE MINUTES: There was no business arising from the minutes. PRESIDENT S REPORT: Christmas Decorations Notice The Strata Manager noted that the Christmas decorations notice had been printed and would be distributed shortly. There was deadline of January 31 for removal of Christmas decorations. Garbage Can at Mailbox The Strata Council reviewed the unauthorized placement of a garbage can at the mailbox area. There are no janitorial services available at Cottonwood Green. The garbage can was filled with paper, junk and dog droppings. Council will remove the garbage can and request owners to take their junk mail home to be recycled at their unit. Special General Meeting Agenda The Strata Manager tabled for Council s review the draft agenda for the Special General Meeting to be held on February 13, 2013 for the owners to decide if they wish to proceed with a deprecation report. The Strata Manager requested that the February 12, 2013 Council meeting be moved to February 13, 2013 to follow the Special General Meeting. 2 January 14, 2013 Page 2 STRATA MANAGER S REPORT: 1) Finance Report Financial Statements The Strata Manager tabled for Council s review the financial statements for the months of October and November Due to the absence of the Treasurer the financial statements were tabled for approval at the next meeting. Receivables Report The Strata Manager advised that the unit that had been liened in May 2012 had not responded to requests for information. The Strata Council carefully reviewed the outstanding balance on this account, and it was To proceed with notice of forcible sale procedures in accordance with the powers and authorities vested in the Strata Corporation by the Strata Property Act against strata lot 9, and all costs incurred in the enforcement of the bylaws in collection of the maintenance arrears be assessed against the operating assessment of said strata lot. 2) Staff Report Site Inspection Reports The Strata Manager informed Council that the site inspection reports were on file in the office and available for review during regular business hours. Ironwood Properties The Strata Manager tabled for Council s review the light bulb replacement received from Ironwood Properties. 24 Hour License to Electrify The Strata Manager advised that the timers for the common property exterior lights had been replaced. The Strata Manager requested Council to monitor the system to ensure that it is working properly. If there are any issues with the lighting the management office should be notified immediately in order to take advantage of any warranty coverage for the new lighting system. Advantage Plumbing The Strata Manager tabled for Council s review the drain cleaning quotation, which had been accepted by the Strata Council. Advantage Plumbing has scheduled the drain cleaning for May ) Correspondence The Strata Manager advised that since the last Council meeting correspondence had been sent or received concerning the following: electrical outlet replacement; installation of realtor signage; pickup newspapers request; missing flashing; outstanding fees; request for documents; rental request (denied); request for payment of fine; Christmas decorations time limit; owners parking in visitor stalls; concerns with garbage can at

3 January 14, 2013 Page 3 mailbox; concerns with wandering cat; concerns with odours emanating from adjacent unit; concerns with loud piano playing. Council requested staff to forward correspondence to an owner regarding the electrical outlet replacement and to an owner regarding marijuana odours emanating from their unit. 4) Landscaping Council reminds all owners that Strata Corporation policy requires all communication to Council to be sent via the management office. This will ensure that the correspondence can be dealt with officially by the Strata Council at a duly convened meeting. Correspondence may be ed to managers@stratacomgmt.com. Thank you for your assistance. Davey Tree The Strata Manager tabled for Council s review the Davey Tree Services maintenance report noting that there were several items that required maintenance. The Council reviewed the quotation and requested staff to ensure that the budget included sufficient funds for the tree maintenance in the fall. 5) Insurance 2013 Insurance Policy Bid Review The Strata Manager tabled for Council s review the 2013 insurance policy bid review. The Council reviewed the bids and was satisfied with the HUB International Coastal Insurance policy, which was selected by Strataco Insurance Certificate The Strata Manager advised that a number of firms had been requested to quote on the 2013 insurance coverages for the Strataco Management portfolio and that subsequent to review of these various proposals, the insurance policy had been renewed with HUB International Coastal Insurance at an annual premium of $43, It was That Council concur with staff s recommendations and renew its insurance policy with HUB International Coastal Insurance at a cost of $43, The Strata Manager confirmed that the 2013 insurance policy had been renewed with HUB International Coastal Insurance, and provided a copy of the insurance certificate, which is attached to the minutes for the information of the owners. Please retain this information for future reference and note in particular the water loss deductible. The Strata Corporation s insurance does not cover betterments and improvements. It is the responsibility of the strata lot owner to determine all betterments and improvements that have been made to their strata lot since initial construction, and to obtain the appropriate insurance to cover such against loss.

4 January 14, 2013 Page 4 Owners are again reminded that the Strata Corporation's insurance policy does not cover personal belongings or improvements that may have been made to the strata lots since originally built. Owners who have made improvements to their strata lots, such as flooring upgrades, appliance upgrades, cabinet upgrades, or the installation of other fixtures or chattels, must ensure that all of these are reported to their homeowner insurers, and that they have coverage to allow for these improvements to be restored in case of a major loss. Owners are also responsible to ensure that they obtain insurance for their personal belongings as well as for personal liability in case of a civil lawsuit against them. Owners are further reminded to ensure that they query their broker about obtaining coverage to buy down the Strata Corporation's insurance deductibles (which can be a significant amount) to the level of their homeowner's insurance deductible. A number of homeowner insurance polices do not provide this coverage as a matter of course, and this should be specifically requested. If owners have any questions regarding their insurance requirements or their current homeowner policy, they are urged to take the Strata Corporation's insurance certificate to their personal brokers so that they can discuss coverages to avoid any financial hardship in case of an insurable claim. 6) Completed Items The Strata Manager advised that the following had been completed since the last meeting of the Strata Council: notices sent to owners regarding sump pump maintenance, gutter cleaning. 7) In Progress The Strata Manager advised that the following remained in progress: distribution of the seasonal decorations notice. OTHER BUSINESS: Missing Vinyl Siding From Unit A Council member noted that a piece of siding was missing adjacent to her unit, and requested staff to follow up. Pet Gates A lengthy discussion took place regarding pet gates located throughout the property. The Council felt that aesthetically, the types of gates that have been installed do not meet with the building décor and requested staff to forward letters to owners to remove these items. Council requested that staff request owners to offer suggestions for replacement for these pet gates. The matter was tabled for further consideration.
