1 DRAFT MINUTES GENERAL MEMBERSHIP MEETING SATURDAY, NOVEMBER 18, 2017 PROPERTY OWNERS ASSOCIATION OF ARUNDEL ON THE BAY Attendees as indicated on the attached sign in sheet. The meeting was called to order at 1:06 p.m. by President Dawn Davis. The first order of business was the review of the minutes of the Association s meeting of June 10, After review, Philip Allen made a motion that the minutes be approved. The motion was seconded by Ed Conaway and passed unanimously. Update re New Addresses President Dawn Davis reminded the meeting of the new address protocol for the officers and members of the Board of Directors. For example, her general address is now President@arundelonthebay.org. The new addresses are available on the website. Magnolia Avenue Litigation Update David Delia provided a brief summary of the status of the Magnolia Avenue (Coble/Atterbeary) litigation. The matter is presently in mediation, which is a standard pretrial step in real property cases in Anne Arundel County courts. (An additional litigation update was provided later in the meeting.) Bank Reporting Agencies Errors in Interpreting Litigation The President announced that the Officers and Board of Directors have made arrangements for Susan Cook, an attorney who resides in the community, to provide assistance to property owners who may be experiencing difficulties in clearing title incident to the sale or refinancing of their property due to the pending Magnolia Avenue litigation. This assistance is provided at no charge to community members. If you are interested in assistance, you can contact Susan at SusanInAnnapolis@aol.com. Safety Reminder Dick Peyton mentioned that if people are going to be out of town for a period of time, they can contact our private patrol to ask them to look after their house. As always, if there is an immediate emergency, residents should call 911. People were also reminded to lock their car (and take their purse/wallet with them) in order to prevent car burglaries, which can be common anywhere during the holiday season. Visitors Passes With the holiday season, visitors can be more frequent. Persons are reminded to contact Lori Strum to get a Visitors Pass for their guests, and information about visitors passes is available on the website. 1

2 Fire Department Santa Visit Sunday, December 10 The community is reminded that the Fire Department will be coming through the neighborhood with Santa on Sunday, December 10 at 4:45 pm. Folks gather at the beach for a bonfire, hot chocolate and fun; children are of course welcome. Please bring an unwrapped, unused present for our contribution to the Fire Department s effort. The community has a history of being generous in its gift collection and we don t want to let our reputation be tarnished by lack of participation this year! Upcoming Dining with Your Neighbors Night These gatherings are so much fun. Honestly, if you haven t tried it you can t miss this one. Monday, December 11, 5-8 p.m. at Royal Karma Restaurant at 302 Truman Parkway (that s out Riva Road way). Get there early so you can catch up on neighborhood gossip and hear about everyone s holiday plans! A percentage of the sales for these events goes into our Contributions Account to fund all sorts of fun stuff in the coming year. The organizer is Margaret Delia and information can be found on the website and in blasts. Searching for the Dark David Delia and Dick Peyton reporting on their efforts to survey the community at night to determine if there are overly dark locations. They described their efforts, and ended the discussion with the invitation that if it concerns lighting too much or too little let them know. Dumpster Recap The President discussed the community dumpster visit of a few months past. Yes, it fills up early, so remember next time to get there early (like 8 a.m.) if you want to be able to get your stuff into the dumpster. The dumpster is provided by the county, and we have no ability to get a second dumpster once the first one fills up. Warning to Check the Condition of the Trees on your Property The community is reminded that nasty winter weather is to be expected and folks are encouraged to check the health of the trees on their property. The Newsletter Needs Articles Wonderful Tim Hamilton is working on our newsletter and reminds everyone that content is needed. If you have an article to contribute, please get in touch with him. If not, do you have a question or concern? Let Tim know if there is a subject you think the community needs more information on so he can go hunt down the person with the info and get it in print for you. Pier Beautification Plan Past President Andy Grannell is working on a pier beautification plan. I m sure he would love to hear about your ideas. As always, volunteer help is always needed. Cedar Ave Swale Repair It was announced that the Cedar Avenue Swale has been repaired courtesy of Lori Strum. 2

3 Secretarial Vacancy The Search for a Secretary continues. The President announced that the Association may have to hire out to a management company as it is a required function. (The good news is that at the end of the meeting Susan Cook volunteered to undertake the duty of Secretary.) Announcement of Next Meeting The next meeting will be Saturday, January 13, 1-3 p.m. at the Hillsmere library. This will be our annual vote on our tax district budgets. We will be voting on the budget for the Special Benefit Community Tax District and also the Shore Erosion Control District budget. You will receive a mailer with the budget details in advance of the meeting. Magnolia Avenue Litigation Update David Delia discussed additional information concerning the Magnolia Avenue Litigation. The meeting regarding mediation was productive. In late summer/early fall the parties completed Discovery, including depositions. He also noted that any agreement with the Plaintiffs has to be based on the Sockwell/Chesapeake Walk Use Agreement of years past. Treasurer s Report, Roxanne Veal Treasurer Roxanne Veal distributed the proposed FY2019 budgets for the AOTB Special Benefit Tax District and Shore Erosion Control District. General discussion regarding various budget items then occurred. Questions were posed to Ms. Veal, which were answered. A budget handout was provided, which is attached. The FY2019 budget will be voted upon at the Association s next meeting on January 13, 1 3 p.m. at Hillsmere Library. You will receive a mailer with the budget details in advance of the meeting. David Delia Discussion Regarding Street Light Project David Delia reported on AOTB s work with Anne Arundel County to improve the nighttime visibility along our county-controlled and maintained north/south streets. The community will be suggesting the addition of seven more light emitting Diode (LED) street lamps at certain locations. David notes that these LED lights are engineered to be directed downward, use about 70% less energy than incandescent, and last about 500% longer. More importantly, they can discourage crime and safeguard us and our neighbors who are out on foot at night. Ed Conaway Beach Restoration Project Ed Conaway provided an update on the beach restoration project. He noted that the preliminary design had been approved and now we need to select a contractor. He noted that the area is a winter water fowl location so that work cannot currently be undertaken but it is hoped that the actual project work can be started in the March 15 April 1 timeframe. He hopes work will be completed by the July 4 Labor Day time frame. Cost of the project is $300,000-$350,000. Approvals have involved 13 different agencies. Further information about the project can be found on the website. A motion to adjourn was made by Joe Phillips and seconded by Arend Thomas.
