Bose, Secretary Commissioners: Re: Annual Recomputation of Fuel and Lost and Unaccounted-for Retention Percentages, Including the Operational Purchases and Sales Report; ; Docket No. RP17- ("EPNG") tenders for filing and acceptance by the Federal Energy Regulatory Commission ("Commission"), Version of Part II, Statement of Rates, Section 3 Fuel and L&U Rates of the Third Revised Volume No. 1A Tariff of its FERC Gas Tariff ( Tariff ). This tariff record revises the Fuel and Lost and Unaccounted-For ( L&U ) retention percentages applicable to transportation service on EPNG s system and is proposed to become effective on January 1, Background Section 13 of the General Terms and Conditions (GT&C) of EPNG s Tariff provides that EPNG will annually restate its Fuel and L&U percentages to be effective January 1 st of each year. Pursuant to the Tariff and Subpart C of Part 154 of the Commission's Regulations, EPNG is hereby filing to revise its Fuel and L&U retention percentages to become effective January 1, The filing uses a twelve-month data collection period ending September 30, 2016 and includes true-up computations as specified by the Tariff. Description of Filing The development of the Fuel and L&U retention percentages involves two computations, in accordance with EPNG s Tariff provisions. First, the current period Fuel and L&U retention percentages are calculated based on Fuel consumption and L&U experienced during the twelve-month data collection period ending September 30, 2016.
2 Federal Energy Regulatory Commission 2 November 29, 2016 Second, a volumetric true-up is computed by comparing the Fuel and L&U retention during the same data collection period against actual Fuel use and L&U experienced. EPNG computes and collects L&U through a system-wide L&U reimbursement percentage, while the Fuel charges are separated into defined categories such as Mainline Fuel, Production Area Fuel 1 (further defined as Anadarko Basin Fuel, Permian Basin Fuel, and San Juan Basin Fuel), Permian Basin-Anadarko Basin Fuel, Willcox Lateral Incremental Fuel, and Interruptible Storage Service ( ISS ) Fuel. Lost and Unaccounted-for Gas The total overall system-wide L&U retention percentage increases to 0.08%. 2 The current period collection percentage increased from 0.09% to 0.12% and the volumetric true-up increased from -0.09% to -0.04%, which includes 1,000,000 dekatherms ( Dth ) of over-collected L&U that had been deferred in the previous annual filing. 3 Mainline Fuel EPNG proposes a Total Mainline Fuel retention percentage of 2.42%, an increase from the existing Total Mainline Fuel retention percentage of 2.34%. 4 The Total Mainline Fuel retention percentage is composed of a current period retention percentage of 2.35% and a true-up retention percentage of 0.07%. This represents an increase in the current period retention percentage from 2.27% to 2.35% and no change in the true-up retention percentage of 0.07%. Production Area Fuel Anadarko Basin Fuel The total fuel retention rate for the Anadarko Basin is proposed to be 0.33%, which is composed of a current period Fuel retention rate of 0.24% and a prior period true-up rate of 0.09%. 5 This is an increase of 0.15%, as compared to the total existing fuel retention rate of 0.18%. The increase is primarily due to the increase in the true-up percentage, as the over-collected volumes from prior periods have been returned to shippers. The fuel retention and true-up rates in the Anadarko Basin were calculated using the throughput volumes and fuel burned during the 12-month data collection period ending September 30, The term Within Basin in the attached schedule is synonymous with the term Production Area. 3 Federal Energy Regulatory Commission 3 November 29, 2016 Permian Basin Fuel The total fuel retention rate for the Permian Basin is proposed to be 0.47%, which is composed of a current period fuel retention rate of 0.51%, and a prior period true-up rate of -0.04%. 6 This is a decrease of 0.08%, as compared to the existing fuel retention rate of 0.55%. This decrease is due to a combination of a 0.04% decrease in the current percentage and a 0.04% decrease in the true-up percentage as compared to those assessed in the prior period. The current period fuel retention and true-up rate in the Permian Basin were calculated using the throughput volumes and fuel burned during the data collection period. San Juan Basin Fuel The total fuel retention rate for the San Juan Basin is proposed to be 0.92%, which is composed of a current period fuel retention rate of 0.54%, and a prior period true-up rate of 0.38%. 7 This is an increase, as compared to the existing fuel retention rate of 0.80%, due to a large true-up percentage applied to under-collected fuel. The fuel retention and true-up rates in the San Juan Basin were calculated using the throughput volumes and fuel burned during the data collection period. Permian-Anadarko Area Fuel The total fuel retention rate for the Permian-Anadarko Area Fuel zone is proposed to be 0.02%, which is composed of a current period fuel retention rate of 0.11%, and a prior period true-up rate of -0.09%. 8 This is a decrease, as compared to the existing rate of 0.24%. The decrease is attributable to a lower current period retention percentage and an over-collection from the prior period which results in a negative true-up retention percentage. The fuel retention and true-up rates in the Permian-Anadarko Area Fuel zone were calculated using the throughput volumes and fuel burned in the data collection period. Willcox Lateral Incremental Fuel Based on the throughput and fuel burned during the data collection period, EPNG proposes a total fuel retention rate for the Willcox Lateral of 1.19%, which is composed of a current period fuel retention rate of 1.50%, and a prior period true-up rate of -0.31%. 9 Overall, this is a decrease of 0.08% from the existing total retention rate See Appendix A, Schedule 1, Line 4.
