1 1 Summary Analysis of the Scottish Index of Multiple Deprivation (SIMD) shows that North East Fife has one area - Cupar North West - which features in the 20% most deprived for Scotland. The rural nature of North East Fife is reflected by 38 of the area s datazones (previously 45) featuring in the 20% most deprived in Scotland on the Access Domain. Area covered by this report This report focuses on the North East Fife Committee Area, which includes the wards of Howe of Fife and Tay Coast, Tay Bridgehead, St Andrews, East Neuk and Cupar. Background The Scottish Index of Multiple Deprivation (SIMD) brings together a range of indicators by domain at datazone level (areas with around population) to give a picture of relative deprivation across Scotland. The Index calculates a score for all 6,505 datazones in Scotland which is then put in to order, with the most deprived area being ed 1 and the least deprived ed 6,505. Areas ed higher on the Index are not necessarily more deprived in absolute terms but are more deprived relative to other areas. This report will focus on those datazones in Fife that are in the 20% most deprived in Scotland. Band Ranked 5% % % % The Index is compiled from 38 indicators across seven domains: Domain weight % of overall weight Income Employment Health 6 14 Education 6 14 Housing 1 2 Access 4 9 Crime 2 5 Briefings Scottish Index of Multiple Deprivation (SIMD) : Focus on Glenrothes Scottish Index of Multiple Deprivation : Focus on North East Fife Each domain reflects a particular type of deprivation, and the SIMD09 is designed to reflect overall levels of multiple deprivation. The combined domains are weighted differently when giving a score in the multiple deprivation ing. The weightings have remained the same between the 2006 and Indices. Datazones with a higher proportion of income or employment deprivation, 56% of the overall weighting, will as more deprived in the overall SIMD06 index than those with a high proportion of housing or crime deprivation.
2 2 Overall Ranking on the Index For the North East Fife area, only one datazone features in the 20% most deprived overall in Scotland. With the index, Cupar North West remains in the 20% most deprived in Scotland. Comparison with other areas and with previous indices Areas of relative need can be examined locally by focusing on those areas of Fife which are within the 20% most deprived for Scotland. Only one of these datazones is in the North East Fife committee area. As with the 2006 Index, the effect of Glasgow, which has seen a major reduction in the number of its areas in the 15% most deprived in Scotland, will impact on other areas which will move up the ing order in relative terms.
3 3 Employment domain Employment deprivation reflects the uptake of employment related benefit for the working age population including Unemployment Claimant count, Incapacity Benefit, Severe Disablement Allowance and Compulsory New Deal. It accounts for 28% of the overall index. Employment deprivation has improved generally across Fife and Scotland between the 2006 and Indices (from 12.6% in 2006 to 11.6% in ). For the North East Fife area overall, 6.0% (2,840 people) are employment deprived in, compared to 6.8% (3,127 people) in However, in relative terms, North East Fife now has 1 datazone in the 20% most deprived for employment (employment deprivation rate of 20%), where it had none in people are employment deprived in this datazone, accounting for only 3.7% of the employment deprived people in the North East Fife committee area. 4 4 Income domain Income deprivation reflects the uptake of income related benefit across the whole population, including income support (adults and children), guaranteed pension credit, and jobseekers allowance (adults and dependent children). It accounts for 28% of the overall index. Child Tax Credit data (families on low incomes of less than 220 per week) is new for the index, increasing the number of people who can be counted as income deprived across both Fife and Scotland. Income deprivation has risen in Fife (to 14.3% from 12.6%), and Scotland (to 15.1% from 13.9%). For the North East Fife area overall, 8% (6,055 people) are income deprived, compared to 6.9% (5,110 people) in In relative terms, North East Fife now has 1 datazone in the 20% most deprived for income (income deprivation rate of 27%), compared to 2 in people are income deprived in this datazone, accounting for 4.0% of all income deprived people in the North East Fife committee area. 5 5 Education domain The Education domain is based on school pupil absences, pupil performance at Standard Grade, working age adults with no qualifications, progression to higher education, and young people not in full-time education, employment or training. Education is given 14% of the overall weighting on the Index. 6 6 Health domain The indicators which make up the Health domain include: Standardised Mortality Ratio, Emergency admissions, Hospital Episodes related to Drugs use and Alcohol Use, Prescriptions for anxiety, depression or psychosis, Low birth weight babies, and Comparative Illness Factor (which takes account of health related benefits). Health is given 14% of the overall weighting on the Index. There are no datazones in North East Fife which feature in the 20% most deprived for Health. Housing Domain The Housing Domain picks up on overcrowding and lack of central heating, based on 2001 Census variables. There has been no change to this domain since North East Fife has 5 datazones that appear in the 20% most deprived for Housing, all of which are in St Andrews. Any improvements to the housing stock in these areas since 2001 are not reflected in the housing domain data. 7 7 Access domain The Access domain is based on drive times and public transport times to key facilities such as GP surgery, Petrol Station, Post Office, Shopping Facilities and Primary and Secondary Schools. Access is only given 9% of the weighting on the overall Index, although there has been a change in the way in which the index is calculated with two-thirds based on drive times, and one-third on public transport (previously 75:25). North East Fife now has 38 datazones (41%) in the 20% most deprived for Access, compared to 45 datazones (48%) in 2006, reflecting the rural nature of the area. 9 9 Crime Domain Crime was measured for the first time in the 2006 Index, and is given only 5% of the overall weighting. SIMD Crime is a count of selected indicators from the following categories: crimes of violence, domestic housebreaking, vandalism, drug offences, and minor assault. 10 10 Conclusion The Index identifies a number of areas of North East Fife as being in greatest need relative to other areas of Scotland.
