The Commission however did not propose any new funds, which is why the Parliament has to reinstate funding for these projects. In connection with the regulation on air passengers' rights, with regard to denied boarding, the Commission needs to develop additional measures to make enforcement of the regulation more efficient. In practice, many air transport passengers have been confronted with difficulties and burdens in obtaining their rights, when facing problems with denied boarding. 8 Draft amendment 6417 Budget reference line : << Tabled by Eva Lichtenberger, Group of the Greens/European Free Alliance >> === TRAN/6417=== Article Financial support for projects of common interest in the trans-european transport network Amend remarks as follows: Budget 2008 PDB 2009 DB 2009 AMENDMENT DB+AMENDMENT Appropriations Financial support for projects of common interest in the trans-european transport network After paragraph Special attention must be paid to cross-border rail projects that...old and new Member States and the reunification of Europe. In order to (continue to) benefit from TEN-T funding, Member States will commit to introduce a "Eurovignette" levy. It is widely recognised that public support for rail infrastructure alone will not provide sufficient incentives for the necessary modal shift from road to rail transport. The "Eurovignette" is a useful tool to help bring about the necessary modal shift. Member States that wish to receive public funding from the European Union for infrastructure should therefore introduce a "Eurovignette" levy. 9 SESAR offers, among other measures, good opportunities to make air transport safer and more environmentally friendly: two main purposes of EU transport policy. Draft amendment 6403 Budget reference line : Item Research related to transport (including aeronautics) === TRAN/6403=== Amend heading, remarks and figures as follows: Budget 2008 PDB 2009 DB 2009 AMENDMENT DB+AMENDMENT Appropriations Research related to sustainable transport (including aeronautics) After list beginning with : This appropriation is intended to cover action aimed at:developing means...system (Galileo) with a view to the next technology generation.... and ending with : developing the European Satellite Navigation System (Galileo) with a view to the next technology generation. In the aeronautics area, an overview of research findings on the possible climatic impact of aviation vapour trails should be compiled and published. The Commission should step up research into transport avoidance through, inter alia, better mobility management and more efficient logistics and compile and publish an overview of existing «good practice» projects. Climate change by air transport is identified as an increasing problem. Vapour trails in the atmosphere, caused by aircraft, are discussed as being a potential problem in this field and more scientific evidence is needed. 9
10 Transport avoidance by better mobility management and more efficient logistic systems could offer a large potential in favour of climate protection and energy saving. Amend text as follows: This appropriation is intended to continuefor the preparatory action for the facilitation of cross-border traffic security and safety at three EU north-east external border-crossing points by establishing up to three safe truck parking areas in order to improve road safety and driver and freight security and tackle environmental and social problems created by long queues of lorries at border-crossing points. This preparatory action will include a new component for the construction of safe parking places, placed along the pan-european transport corridors and Trans-European Network (TEN) priority projects in the newest Member States situated in the south-eastern part of the European Union. 10

Draft amendment 6404 === TRAN/6404=== Budget reference line : << Tabled by Bilyana Ilieva Raeva, Committee on Economic and Monetary Affairs >> Add: Amend classification: NCE Amend type: DA Budget 2008 PDB 2009 DB 2009 AMENDMENT DB+AMENDMENT Appropriations Preparatory action - EU common framework for monitoring and control over road safety The objective of this preparatory action is to support and supplement Community legislation due to enter into force regarding the safety of pedestrians and other vulnerable road users, as well as to ensure the safety of road infrastructure. In order to increase road safety, this action proposes to develop an indicator and benchmarks on European level for road accidents with lethal consequences, to which the Member States would have to adhere. Exchange of best practices between Member States would be stimulated, as well as a study for the harmonisation of rules and sanctions for monitoring and control over road safety. Road accidents take a great toll on European lives, as well as on Member States finances. The implications reflect also upon the standard of living in different Members States. There is a considerable gap between the road safety standards in some of the older Member states compared to some of the States, which have just entered the Union. Developing European standards and rules would reduce this gap, and improve road safety in all parts of the European Union. 11
