4 Single Window Services: Models, International Experiences and the Country Case of Brazil s Cadastro Único Moderator Alicia Spengler Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH Alicia is advisor at the Sector Initiative for Social Protection at Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. She is a professional with fifteen years experience in project management with strong familiarity with advocacy and networking. She has worked with a range of stakeholders including: bi- and multilateral Organizations (UN System, German Cooperation), international and local NGOs, academic research centres and policy think tanks. Technical areas of expertise include social protection, ICT4D, community development, financial inclusion and education, electronic money and payment systems. She has a master from University of Cologne in Politics and Economics with a focus on the Latin American Region and a post-graduation in HR management. She has been working in different developing and emerging countries in Latin America.
5 Single Window Services: Models, International Experiences and the Country Case of Brazil s Cadastro Único Presenter Martina Bergthaller Independent Consultant Martina is an independent consultant, specializing in the design, implementation and evaluation of social protection policies and programmes, with a focus on social assistance and single window service models to improve access to social protection. She holds a Master s degree in Political Science and a Master s degree in Development Studies from the University of Vienna and is currently finalizing a joint Master s degree in Comparative Social Policy and Welfare. Before becoming an independent consultant, Martina worked for various social protection programmes of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. She brings experiences from social protection work in a range of Asian and Latin American countries, such as Indonesia, India, Pakistan, Ecuador and Mexico.

He has an MBA in Social Policies Management.
7 Single Window Services: Models, International Experiences and the Country Case of Brazil s Cadastro Único Discussant Valerie Schmitt ILO Geneva Valerie is the Deputy Director, Social Protection Department, ILO Geneva. She is also leading ILO s Flagship programme on building social protection floors for all. She holds a Master of Advanced Studies (first year of doctoral studies programme) in quantitative economics from Paris Sciences Economiques (Laboratoire du Delta) and a Master of Business Administration with honours from HEC (Europe's highest ranked MBA programme by the Financial Times). She has 20 years of progressively responsible professional experience in the field of social protection, combining both headquarters and field experience in various types of organizations: the ILO at HQ, in Africa and Asia, the corporate sector in France, and a NGO in Africa.

In 2012, she worked for the Social Protection Floor Recommendation s commission (n. 202). Veronika holds a Master's degree in International Politics from the Queen's University, Canada. She has experience in the field of development cooperation in India, Ghana and Honduras.

Single window services for social protection = integrated social service delivery in the form of contact points for (potential) beneficiaries of social protection programmes and other social services at local level. - One window for clients to increase access to SP programmes by providing information, referral services, support with applications, etc. for various programmes - Devolved programme functions to the SWS by institutions responsible for various programmes, such as application handling, assessment, registration and management Seite 12

28 WHAT IT IS A tool for identification and socioeconomic characterization of brazilian low-income families that is used for selecting families and individuals for social programs and policies Monthly per capita family income up to ½ minimum wage or Monthly total family income up to 3 minimum wages
29 AND... It is a strategic tool for coordinating the social protection network. It also allows data communication among various areas and levels of government. By sharing administrative information, government permits beneficiaries to access a bundle of policies rather than just one.
