3 Page : 3 of 5 1. GENERAL CONDITIONS FOR ISSUING CERTIFICATE OF DAMAGE PREVENTION INSPECTION (DPI) 1.1. Certificate of Damage Prevention Inspection and Preliminary Certificate The Certificate for Damage Prevention Inspection certifies that the vessel complies with the aspects and items of the DPI check-list, leading to the minimum required score. However, when as a result of the Inspection a vessel does not comply with all aspects and items of the check-list a Preliminary Certificate of Inspection will be issued Conditions for issuing of the Certificate of Damage Prevention INSPECTION. The Certificate of Damage Prevention Inspection is issued on the basis of the DPI check-list. The Inspection must be carried out by a recognized IVR/DPI-Surveyor. The Certificate of Damage Prevention Inspection is not a substitute for official documents (such as Certificate of Investigation) which is issued by the proper authorities Invalidation When during the validation of the Certificate of Damage Inspection reasonable doubts arise about the compliance with the conditions for issuing the Certificate of Damage Inspection, the leading insurance companys reserve the right to carry out / to have carry out a new IVR reserves the right to withdraw or to declare the Certificate of Damage Prevention Inspection if it appears that the vessel does not comply with the minimum score regarding the requirements of the check-list. The owner, the IVR/DPI Surveyor, who conducted the previous Inspection, the underwriter and the broker will be informed about the withdrawal of the Certificate. 1.4 Sale / Change of management The Certificate of Damage Prevention Inspection becomes invalid in case of sale. The leading insurance company must be informed in case of change of management Liability Neither the IVR/DPI Surveyor nor IVR is liable for incorrect judgement, failures and omissions Oath of secrecy No document or information, concerning the DPI of the vessel will be handed out or given to third parties, without permission in writing of the leading insurance company and the barge
4 Page : 4 of 5 owner Registration All investigated ships will be registered in the database of the IVR, in relation to the DPI. 2. DAMAGE PREVENTION INSPECTION 2.1. Basic rule The base of the Damage Prevention Inspection is the DPI Check list and the corresponding explanation (enclosure I and enclosure II). A certificate of Damage Prevention Inspection will exclusively be issued after a preceding, objective and thorough Inspection of the vessel by an IVR/DPI Surveyor, and after meeting the minimum requirements. A Preliminary Certificate of Damage Prevention Inspection will be handed out until the issue of the final Certificate of Damage Prevention 2.2. Validity The Certificate of Damage Prevention Inspection has a validity of 2.5 years Assignment The assignment to an IVR/DPI Surveyor for carrying out the Damage Prevention Inspection is commissioned by the leading insurance company. Preceding the Inspection, the barge owner has to give permission for carrying out the damage Prevention The leading insurance company is the owner of the check-list and receives a copy of the filled out check-list as well as the original (Preliminary) Certificate of Damage Prevention The barge owner and insurance broker receive a copy of the filled out check-list as well as the original (Preliminary) Certificate of Damage Prevention 2.4. DPI The IVR/DPI Surveyor carries out the Inspection according the DPI check-list and the corresponding explanation. The filled out DPI check-list will be sent to the IVR after the Inspection, for the purpose of issuing the (Preliminary) Certificate of
5 Page : 5 of 5 Copies of the (Preliminary) Certificate of Damage Prevention Inspection will be handed out to the owner, the broker and the Surveyor. 3. IVR/DPI SURVEYORS 3.1. Assignment The assignment of the IVR/DPI Surveyor will occur on the basis of Rules for the Surveyors for carrying out a Damage Prevention Inspection (IVR/DPI Surveyor) (enclosure 3) Procedure The IVR/DPI Surveyor is subjected to the regulations of Rules for the Surveyors for carrying out a Damage Prevention Inspection (IVR/DPI Surveyor) and is accountable to the IVR. 4. CLAUSES 4.1. The interpretation of the IVR Rules for Damage Prevention Inspection is exclusively reserved to the IVR Where IVR is stated in these Rules the General Secretary is meant The relevant organs of IVR will be informed by the General Secretary about all matters IVR charges a fixed tariff for issuing the (Preliminary) Certificate of Damage Prevention
