3 Procedure for Recognition of TBT-free Anti-fouling Systems in Accordance with the IMO AFS Convention 1 General Information 1.1 Scope of Recognition Anti-fouling systems are applied to underwater marine surfaces to inhibit or prevent the growth or adhesion of organisms to that surface. Organisms attached to underwater surfaces of ships increase hydrodynamic drag and in turn, reduce the efficiency of the vessel The most common type of anti-fouling system is an anti-fouling coating formed of a discrete layer of paint applied as the outermost layer of a complete paint system. This document refers to throughout to anti-fouling systems because other, non-coating technologies may also be considered for certification under this recognition, if agreed by Lloyd s Register Lloyds Register TBT-free antifouling system certificates are issued as a recognition that the system is compliant with the IMO International Convention on the Control of Harmful Anti-fouling Systems on Ships, adopted in October This recognition does not cover other properties, such as anti-fouling performance, service life, safety or toxicity etc Anti-fouling systems which are described by documents submitted in accordance with this procedure are considered to comply with IMO International Convention on the Control of Harmful Anti-fouling Systems on Ships. A recognition certificate valid for three years will be issued, and the product will appear in Lloyd s Register s List Of Recognised Anti-Fouling Systems, which is published on Lloyd s Register s Class Direct web site. 4 1.2 Related Documents IMO International Convention on the Control of Harmful Anti-fouling Systems on Ships, October IMO Resolution MEPC.104(49) - Guidelines for Brief Sampling of Anti- Fouling Systems on Ships, July Lloyd s Register s Rules and Regulations for the Classification of Ships (hereinafter referred to as the LR Rules for Ships) Lloyd s Register s Rules for the Manufacture, Testing and Certification of Materials (hereinafter referred to as the LR Rules for Materials). 2 Application for Recognition 2.1 This section sets out the five stages involved in the granting of Lloyd s Register recognition as follows. 1. Application for recognition Form-AF to be completed and submitted to Lloyd s Register 2. The documents referred to in Section 3 of this procedure are to be prepared and submitted with Form-AF 3. Audits of the manufacturing site(s) by Lloyd s Register Surveyors are to be performed as described with section 4, and an audit report issued. Audits will not be required where a suitably accredited quality scheme exists, covering formulation and manufacturing control 4. A review of the submitted documents and the completed audit report will be conducted by the Materials and NDE department (MNDE) 5. An recognition certificate, valid for 3 years, will be issued by MNDE if all the submitted evidence is found to meet the requirements detailed in this procedure 3 Document Submission 3.1 Form-AF shall be completed, providing the required general information of the product, locations of manufacturing sites, indicating whether the product is being manufactured under licence, and forming a signed declaration that the formulation of the product will not be changed without informing Lloyd s Register. The following documents shall be provided together with the completed form: The product technical data sheet (PTDS) for the system shall be submitted for review. The technical content of PTDSs will be considered by MNDE and, if necessary, amendments requested in order to ensure these documents contain all the information required by end-users. Page 4 of 8

5 3.1.2 The material safety data sheets (MSDS) shall be submitted for each of the components of the system A test report meeting the requirements of section 4 and 5 of IMO Resolution MEPC.104(49) - Guidelines for Brief Sampling of Anti-Fouling Systems on Ships For systems which are new to the recognition scheme, service experience or field trial reports indicating the antifouling performance of the system. 4 Form-M 4.1 Form-M shall be completed indicating which manufacturing sites are to be certified as manufacturing the coating, and a copy of each site s quality control certificate (ISO 9001 or local equivalent) provided. 4.2 Where manufacturing site(s) do not have a certified quality system, an audit of each site may be required to be performed by Lloyd s Register surveyors, depending on the experience of the site in producing coatings. Such audits are limited in their scope to examining the quality control functions necessary in order to produce a product of a consistent quality, and are not intended to replicate the full scope of an ISO 9001 audit. 4.3 The details given on Form-M should be identical to the details present on the labels of each of the system components, and will be faithfully transcribed to the recognition certificate(s). 4.4 Applicants who are new to Lloyd s Register s approval and recognition schemes should provide a brief company profile, details of their experience in coatings formulation and manufacture, their provision of services to the marine industry, and the target markets for the product in terms of marine sectors and geographical areas. 5 Tin Content Tests 5.1 All anti-fouling systems submitted for recognition are to be tested in accordance with IMO Resolution MEPC.104(49) - Guidelines for Brief Sampling of Anti-Fouling Systems on Ships. This Resolution provides two methods for testing dry samples in the appendix - either analytical method is acceptable. 5.2 For systems which do not have a physical component in contact with the environment, alternative test arrangements shall be determined by Lloyd s Register at the time of initial application for recognition. 5.3 Where anti-fouling systems are available in multiple colours but each colour contains the same active ingredients, i.e. the formulations are functionally identical, testing of more than one colour is not required. 6 5.4 The analytical tests may be conducted at the manufacturer s own laboratory under Lloyd s Register survey, or at an independent test laboratory specialising in materials testing and accredited for the specific tests. 5.5 Acceptance is achieved by a result where the samples yield results below the threshold value of 2,500 mg organotin (measured as tin) per kg of dry paint. As every method of sampling and analysis has its own specific accuracy, a compound-specific tolerance level may need to be calculated and applied in borderline cases with concentrations close to the threshold level. 6 Test Report 6.1 The test report shall consist, as a minimum, of the following information: Details of the laboratory where the tests were conducted Evidence of the laboratory s accreditation status Details of the test method and instrumentation used (for example, inductively coupled plasma, atomic absorption spectroscopy or X-ray fluorescence The product name, manufacturer name, colour, and batch number of the antifouling system tested Results of the analytical testing of the test specimens, expressed in the format specified in MEPC 104(49), i.e. mg per kg of tin of dry paint 7 Review 7.1 A review of the required documents referenced in Sections 3 and 4 and the test report will be undertaken by MNDE. Queries arising from the review by MNDE will be referred back to the applicant for clarification. The suitability of the anti-fouling system for recognition will be determined by reference to the criteria given herein. 8 Validity of Recognition Certificate 8.1 Initial Recognition On satisfactory review of the submitted test report and other required documents, MNDE will enter the product onto the List Of Recognised Anti- Fouling Systems and an initial recognition certificate will be issued. Each recognition certificate is specific to both the product and the manufacturing site. Page 6 of 8

7 8.1.2 The recognition certificate will contain the following information as a minimum: Name of Company, and address of the manufacturing site Name of the anti-fouling system Colours available, as specified in the application Certificate number, date of issue and date of expiry Recognition will normally be valid for a three-year period from the date of issue. Significant changes to the manufacturing site quality system, equipment or relocation of existing activities may result in the withdrawal of the certificate Recognition is contingent on the formulation of all the components remaining the identical to those tested during the recognition process It is the responsibility of the manufacturer to inform Lloyd s Register of any change in formulation of any component of their Recognised anti-fouling system(s) prior to any changes being made, or if new colours are to be added to an existing certificate The system s details will be entered into the Lloyd s Register database of Recognised products, in the List Of Recognised Anti-Fouling Systems, which is published on Lloyd s Register s Class Direct web site. This entry will include the system name, available colours, site(s) of manufacture, active ingredients, expiry date and certificate number When a recognition certificate is withdrawn or allowed to expire, the Class Direct listing will be amended to reflect the termination date. 8.2 Withdrawal of Certificate Lloyd s Register reserves the right to cancel or suspend a certificate if: It becomes known that recognition tests have been improperly conducted, or the results of tests improperly reported Significant alterations to the manufacturing site quality systems have been made without notification to Lloyd s Register, or the quality system certification has been withdrawn or allowed to expire The manufacturing site has relocated or different equipment is being used for anti-fouling production The formulation of any of the components of the anti-fouling system has been altered, or if additional colours have been added Alterations have been made to the product technical data sheets The manufacturer no longer wishes the recognised system to remain on the Lloyd s Register list of Recognised anti-fouling systems Page 7 of 8

8 8.2.2 If Lloyd s Register considers that a recognition certificate should be withdrawn or cancelled, the manufacturer will be informed in writing and be given the opportunity to take appropriate corrective action, or give notice of appeal If a recognition certificate is withdrawn, suspended or has expired, the affected anti-fouling system(s) entry in the Class Direct recognition list will be amended to reflect the new status A manufacturer whose recognition has been cancelled or suspended may apply for renewal of recognition provided that they demonstrate that they have made the necessary remedial actions to satisfy Lloyd s Register s requirements. 8.3 Renewal of Recognition Application to renew recognition certificates is to be made at intervals not exceeding three years by the manufacturer applying for renewal of recognition Manufacturers wishing to renew their recognition certificates should submit to their local Lloyd s Register office the following documents: Form-AF completed for each product The current product technical and safety data sheets for each component of the primer(s) Written confirmation that all of the formulations of the components of the primer(s) have been unchanged since the initial recognition Form-M completed for each manufacturing site, together with the current quality system certificate for each site. In the absence of quality system certification a renewal audit should be requested On receipt of the completed Form-AF and the required supporting documents the application will be reviewed by MNDE, and any omissions or observations will be referred back to the applicant for clarification If the formulation(s) of the anti-fouling(s) have been significantly altered then repeat testing in accordance with section 5 above will be necessary for renewal of recognition Upon satisfactory renewal, the Lloyd s Register recognition will be extended for a further three year period. A certificate will be issued with a new certificate number and expiry date, and the entry in the Class Direct recognition database updated accordingly. Page 8 of 8
