Roll Call: Rick Rodgers called roll, 38 districts were present and a quorum was declared. 2 Approval of 2012 Minutes: Squaw Creek moved to accept the 2012 Business meeting minutes as presented. South Bingham seconded. none Vote on the motion: Unanimous - The motion carried. Committee Chair Reports: Urban/RC&D (Paul Calverley, Chair) Director of Parks and Rec in Canyon county gave a report about projects done in the county with different conservation partners. No-till drill Ada County just purchased a no till drill and it s available to rent. Discussed benefits of no-till and soil health. Also showcased 5 th grader tour in the city of Boise. Approx. 50 people attended. Land Resources (Kyle Hawley, Chair) Idaho Department of Lands (IDL) and BLM discussed management of wildfires. BLM traditionally has looked at fuels reduction and planting perennial grasses to compete with cheat grass. Great interaction with participants. Public Outreach (Art Beal, Chair) Talked about fire in relation to a dwelling: trees, dry grass, etc. 19 people present. IASCD/ NACD poster rules make a recommendation 14X22 poster size. Art will be changing positions and the chairman position will be open. Water Resources Committee (Mel Briggs, Chair) Engineer for hydroelectric projects showcased possibilities for irrigation projects and how to bring extra money into community. Approx 25 participants. Treasurers Report: Steve Becker presented the revised FY 2014 budget to the membership. Please see attached budget. Last pickup is Ford Ranger to be sold. NACD conference amount reflects an accurate expense for 2 directors to go to NACD conference. Director s travel reflect a more accurate cost of directors to travel to meetings. Payroll declines to $35,000. Office expenses increase due to more direct mailings. Vehicle expenses increased for mileage/rentals rather than owning vehicles. Net income shows positive balance of $5, to go to LGIP account to build it back up. Owyhee moved to approve the revised FY13 budget as presented. Blaine seconded. none Vote on the motion: unanimous The motion carried. Steve Becker presented proposed FY 2015 budget. Please see attached Proposed FY 2015 budget. Director s expense include: conference calls meals, travel, and lodging. Changing staff expenses and travel categories are now grouped into District Outreach and Support. Budget would reflect a $200 credit to districts on dues. Squaw Creek moved to adopt the FY12 budget, as presented and approved, as the proposed budget for FY13. Canyon seconded. Owyhee asked if budget was approved and dues structure changed would IASCD have to redo budget. President Tillotson envisions that resolutions may be amended go into effect the following fiscal year if it is approved to avoid revisiting the budget process. Blaine asked about the net income and the rebate to districts. Steve Becker felt that a good goal is for IASCD to save about 5% but give the rest back to the districts. Balance Rock concurred. K/S asked how much is in savings today. 18, in the LGIP. 3 Blaine called previous question Minnedoka 2 nd Vote on the motion 32 yeah/ 4 NO The motion carries. Balanced Rock moved to accept FY 2015budget and Treasurer s report as present. Gem 2 nd. Vote on the motion: 35 Yea/3 No - The motion carried. Resolutions: Recommendations from Resolutions committee: 13-01: Do not pass 13-02: No recommendation 13-03: Do not pass 13-04: Do not pass Emergency Resolution: No action Resolution 13-01: IASCD Dues Sponsored by Squaw Creek No motion to bring to the floor Resolution 13-02: Advanced notice for dues change Sponsored by JeffersonSWCD Resolution was no recommendation in the resolutions committee. K/S moved to bring resolution to the floor, Custer seconded. Vote on the motion: 26Yea/ 11 No The motion carried. Minnedoka moves to accept resolution as printed Custer 2 nd Blaine concern is with advance notice is with things having Concern over knowing how individual boards felt prior to conference Balanced Rock concern over an opportunity to amend the process in the case of an unforeseen situation such as a 2/3 vote to override. Kit responded that some division meetings do not have a 30 day lead time to recommend an adjustment to dues. Owyhee gives opportunity for boards to discuss prior to conference Motion to table by Madison, Clark 2 nd. Vote on the motion: 30Yea/ 7 No The motion carried. Resolution 13-03: IASCD Dues Adjustment Sponsored by Owyhee SWCD No motion to bring to floor Resolution 13-04: Sponsored by Nez Perce SWCD Motion to bring to the floor by Portneuf, Nez Perce2 nd. Vote on the motion: 12Yea/ 23No The motion failed. Emergency Resolution: Restructuring Dues Paid by Districts in Support of IASCD Motion to bring to the floor by South Bingham, Gem 2 nd. 4 Intent of legislatures amount intended to fund association Potential of adding a maximum amount to dues structure response is that there is a built in cap/maximum due to match structure from the state Intent is equally for districts can help small districts have a voice in the association Original budget is set up so that we get equal representation and that not all districts may get an equal voice when large districts are contributing higher amounts to IASCD Discussion on using rebate money to help districts that are struggling to pay dues and let the association decide which districts can receive the money. Dues would change each year based on percentage of allocation from the state If match significantly goes down, can an association be funded Each district should have an idea ahead of time what match will be based on last FY budget Committee should be formed to give this more thoughts larger districts will have to spend more of discretionary income on dues Proposed structure is cumbersome Overall intent should be to raise up smaller districts and find a way to incorporate and raise funds IASCD is charged with giving the body a real-time budget in accordance with policy manual and with the structure based on match allocations that are not yet available. **Meeting recessed for a 10 minute break*** Discussion continues: Want districts to stay visible to legislatures to continue funding Madison called for a vote Gooding 2nd Vote on the motion: 35Yea/ 2No The motion carried. Vote to accept resolution: 10 Yea/27No The resolution fails K/S moves to remove Resolution from the table. Vote to revisit resolution: 22Yea/13No - The motion carries Discussion on Resolution 13-02: Should have enough lead time for notification of dues increase to districts due to advance preparation of IASCD budget Clarification of powers to increase dues IASCD board or body of voting members. Clarification by President Tillotson South Bingham moved to previous question Gooding 2 nd. Vote on motion: unanimous Vote on resolution 12 Yea/25 No The resolution fails New Business: Balanced Rock In light of discussion on dues increase. 5 Nez Perce moved to establish a sub-committee to study an equitable dues structure to IASCD and explore an appeals process for districts that are financially unable to pay their full dues. Balanced Rock 2 nd. NACD offered assistance to work with proposed sub-committee to look at examples of states facing similar issues Vote on motion unanimous - The resolution carries Discussion on conference feedback Not enough cookies in the room, food was excellent Recognition of hotel staff s responsiveness for sound and support was excellent Do resolution committees have the ability to make recommendations to change wording of a resolution to bring to the floor or provide assistance in the structuring of an effective resolution ahead of floor debate?
