EXECUTIVE SUMMARY 2.1 This Policy sets out the rules for parking management at St Bernard s Hospital, Lakeside Mental Health Unit, Broadmoor Hospital and any other Capital, Estates and Facilities sites. 2.2 This policy applies to staff, visitors, contractors and any other users of the West London Mental Health NHS Trust car parks at the sites listed above. 2.3 Failure to comply with this policy will result in enforcement action being taken. 2.4 Parking is not a right and the Trust does not guarantee parking for any person at any of its sites. 3. INTRODUCTION 3.1 West London Mental Health NHS Trust is committed to providing effective and efficient mental healthcare services. In providing these services, the Trust has an impact on the environment through commuter, business, service user and visitor travel and transport. 3.2 Parking is limited at all Trust sites and this Policy sets out how the Trust intends to make best use of its limited space in a fair and equitable way. Wherever possible, staff and visitors should share car journeys or consider other means of transport that may have lower emissions or encourage a healthier lifestyle. 4. PURPOSE 4.1 This policy is intended to: Provide Trust employees, contractors, volunteers, visitors and service users with clear guidance on the rules, requirements and penalties associated with parking in the car parks at St. Bernard s Hospital, Lakeside Mental Health Unit, Broadmoor Hospital and other Capital, Estates and Facilities sites. Set out the arrangements for managing these car parks in order to meet operational requirements; Make best use of available space to maximise the chances that those that need to use their cars are able to do so; and Ensure these car parks are used safely. 5. DUTIES 5.1 Chief Executive The Chief Executive is responsible for ensuring that the Trust has policies in place and complies with its legal and regulatory obligations. 5.2 Directors West London Mental Health NHS Trust Page 6 of 23

7 The Director of Organisational Development and Workforce is the lead Executive Director. The Director of Estates is responsible for ensuring that this policy is implemented, monitored and reviewed and that parking management at the Trust is undertaken in accordance with relevant legislation. The Director of Estates is the budget holder of any income generated through parking permit charges and pay and display machines. The roles and responsibilities of the Director of Estates are delegated to the Assistant Director of Estates for London in his/her absence. 5.3 Travel Plan Manager The Travel Plan Manager is responsible for the day to day implementation of the parking policy, including its monitoring and review. The Travel Plan Manager is the first point of contact for any complaints or comments about this policy and will deal with these in a timely manner. The Travel Plan Manager oversees the day to day management of Trust car parks in conjunction with the Estates teams and any parking enforcement company employed at Trust sites. 5.4 Travel Plan Administrator The Travel Plan Administrator is responsible for issuing permits and keeping accurate records about permits and permit holders in line with the Data Protection Act. 5.5 All Staff All staff are responsible for ensuring that this policy is complied with. Staff not complying with this policy may face enforcement action on their cars and/or disciplinary action. 5.6 All staff must inform their arranged visitors, contractors or other users of the car park of the contents of this policy. Information for visitors is available on the Trust s website and downloadable versions can be found on the Travel & Transport page of the Exchange. 5.7 Visitors, Contractors and other car park users All car park users must abide by this policy. 6. GENERAL INFORMATION 7.1 This Policy (P5/04) replaces the previous versions of the Parking Policy (P5/01, P5/02 and P5/03) which are now considered null and void. Permits issued under the old policies are valid until the expiry date specified on the permit but their continued use is done so under the terms and conditions of this policy. 8 7.2 This policy applies to St Bernard s Hospital, Armstrong Way, Lakeside Mental Health Unit, Broadmoor Hospital and any other WLMHT sites that come under the responsibility of the Capital, Estates and Facilities Department (CEF). This policy may apply to other Trust sites in the future as the need or requirement to manage parking arises. 7.3 These parking principles will be reviewed as required but not less than annually. Staff and Unions will be consulted on any relevant changes. Revisions and updates will be communicated to all staff through the Exchange, Monday Matters and other routes. 7.4 The Trust will not accept liability for the loss or damage of private property including motor vehicles when parked on or driving on the Trust s sites. 7.5 It is the responsibility of those parking at St Bernard s Hospital, Armstrong Way, Lakeside Mental Health Unit, Broadmoor Hospital and any other CEF sites to ensure that they are parking in compliance with the regulations set out in this policy and all other relevant legislation including, but not limited to displaying a valid tax disc, holding a driving licence, valid insurance and complying with the Highway Code. The Trust will report any known infringements of these rules to the relevant authorities. 7.6 Vehicles parked on Trust property must be taxed and insured. No cars may be declared SORN on Trust property, or left on Trust property without tax or insurance. Trust land must not be used to park vehicles for any purpose other than commuting to work, or used for the purpose of work i.e. Trust land must not be used to store vehicles. 7.7 Speed limits on Trust sites are in place for safety reasons, particularly the protection of elderly and vulnerable people. The speed limits are currently: St Bernard s Hospital: 15 miles per hour; Broadmoor Hospital: 20 miles per hour; and Lakeside Mental Health Unit 10 miles per hour speed limits as set by West Middlesex University Hospital Failure to adhere to safe parking and driving practices whilst on Trust sites, including speeding and using a mobile phone whilst driving (without the use of a legally compliant hands free kit), may result in the Trust taking disciplinary action against the offending member of staff or the removal of parking privileges. 7.8 All of the income from car parking charges will be directly reinvested in the administration of parking and to improve travel, transport and access to and on the relevant site including sustainable travel options and upgrades to the existing road network (signage, improved surfacing) and lighting. 7.9 The Trust will report on the income and expenditure from the parking permit system annually. 9 7.10 Parking is managed at St Bernard s Hospital, Armstrong Way, Lakeside Mental Health Unit, Broadmoor Hospital through the use of a parking permit system or pay and display tickets Parking at Hammersmith & Fulham Hospital (Charring Cross) is managed by Imperial College NHS Trust Parking at WLMHT community centres, at present do not require permits to park nor is there a cost at present The issue and acceptance of any type of parking permit means that the rules and regulations applicable at the time and updated from time to time are accepted by the individual. Failure to abide by the rules will result in enforcement action being taken. Enforcement action is currently in the form of parking charge notices (PCNs). This method may change depending on new legislations and industry best practice. All enforcement actions will be taken in line with relevant legislation Valid in-date permits or valid in-date pay and display tickets must be clearly displayed at all times when parked on Trust sites. It is the responsibility of the vehicle owner to ensure that their permit is clearly displayed. The Trust makes available holders to keep permits firmly displayed in vehicles. These are available from the Travel Plan Coordinator. Enforcement action will be carried out on vehicles that do not display a permit, even if the vehicle owner holds, and is paying for a permit and the Trust takes no responsibility for enforcement action carried out on vehicles not displaying permits Staff and visitors using the car parks are asked to be considerate to other road users and park safely without blocking accesses and egresses. Blocking accesses and egresses, parking on yellow lines, hatched areas, zig zags, across bays or in blue badge holder spaces without displaying a Blue Badge will result in enforcement action. Photocopied or forged permits 7.16 The use of photocopied or forged parking permits is strictly prohibited, and the Trust considers their use to be fraudulent Suspected forgeries or photocopied permits will be investigated. Disciplinary action may be taken against staff members by the Trust following the outcome of any subsequent investigation Any member of staff found to be using a photocopied or forged parking permit whilst parking on site will have all parking privileges removed, and will no longer be eligible, regardless of circumstances, to park on site at any time whilst employed by the Trust or whilst on Trust business. Disciplinary action may also be taken. 8. STAFF PARKING 8.1 St Bernard s, Armstrong Way and Lakeside parking permit applications must be made to the Travel Plan Coordinator based at St Bernard s, West London Mental Health NHS Trust Page 9 of 23

10 Canal Mews. Application for parking permits for Broadmoor must be made to the Estates and Facilities Department at Broadmoor. Application forms can be found on the Travel & Transport page of the Exchange. 8.2 The trust will make every effort to inform the permit holder their permit is due for renewal; however it is the responsibility of the permit holder to renew their permit. 8.3 At Lakeside, Trust staff must park in designated Lakeside staff parking only. Staff parking permits are not valid in visitor, disabled or West Middlesex Hospital parking areas. 8.4 At St Bernard s, Trust staff may only park in designated yellow permit holder bays only. Staff permits are not valid in Ealing Hospital Trust s parking areas or in designated pay and display spaces. 8.5 At Broadmoor, staff parking permits are only valid in designated staff parking areas. 8.6 Parking permits are required in staff parking areas between the hours of 8am and 4pm Monday to Friday. Outside of these times no enforcement action is undertaken and therefore no permits are required. 8.7 Parking permits entitle staff to seek an available space, but do not guarantee one will be available. 8.8 Permits display the Trust s full name (West London Mental Health NHS Trust) and include digital security measures to prevent fraudulent copy. The Travel Plan Coordinator must be informed of the registration numbers valid for the permit upon application. West London Mental Health NHS Trust Page 10 of 23

11 8.11 Applying for a permit Lakeside, Armstrong Way and St Bernard s Staff wishing to apply for a new permit should return a completed application form, signed by their line manager to the Travel Plan Administrator in the CEF at St Bernard s, Canal Mews Submitting the application form does not guarantee that a permit will be issued. The CEF retains the right to decline a permit application Staff applying for a permit under the exemption criteria described in section 6.33 must provide further details on their application form. Each application made under the exemption criteria will be assessed on a case by case basis using the information provided on the application form. Applicants should state what documentation they intend to provide to support their application if they are successful Collection of permits for permanent members of staff will be notified via of their collection point, collection points will be: Canal Mews (St Bernard s & Armstrong Way based staff) Lakeside Mental Health Unit reception (Lakeside based staff) 8.12 Applying for a permit Broadmoor Hospital Staff wishing to apply for a new permit should return a completed application form, signed by their line manager to the Estates & Facilities Department, Broadmoor Hospital. All Broadmoor staff permits are to be collected from the Broadmoor Estates Department Staff members must show their valid driving licence when collecting their parking permit to act as proof of address and identity. This is the only form of identification which will be acceptable Staff members who have applied under the exemption criteria should bring supporting documentation that confirms their situation when collecting their permit. Permits will not be issued without supporting documentation Charges Staff parking permits for London sites are currently chargeable to CEF. Charge levels are reviewed on an annual basis Permits at Broadmoor hospital are currently issued to staff free of charge. This reflects the local transport situation and lack of realistic alternatives for the journey to work, however staff are encouraged to walk, cycle and car share if possible. Broadmoor Hospital charges will also be reviewed on an annual basis, and subject to demand on the parking. Charges may be introduced in the future The costs for parking will remain at 2012 prices until 31 March Following this period, the trust reserves the right to review any price adjustments in line with the Consumer Price Index (CPI). Charges will be reviewed on an annual basis to ensure that the inflationary cost of delivering this service is adequately catered for. All identified stakeholders will be consulted as part of the review process. West London Mental Health NHS Trust Page 11 of 23

12 St Bernard s Hospital - 12 per month Armstrong Way - 12 per month Lakeside Mental Health Unit - 12 per month A short term permit is available for up to 5 working days for St Bernard s, Armstrong Way and Lakeside. Advance notice must be requested. Broadmoor Hospital free Permits issued before or on the 15 th of the month will be required to pay the full month. Permits issued after the 15 th of the month will pay ½ of the months charge Employees of WLMHT who are paid through payroll will have deductions taken from their pay Employee s not paid via payroll will be contacted by the trust s finance department with ways in which they can pay for their permit Permit applicants who are not paid via the trust payroll system will be given a permit valid until the end of the financial year (i.e. 31 st March 2015) There are no charges for motorcycles, bicycles or registered Blue Badge holders Cash payments to be phased out buy the end of Cancellation of Permits: St Bernard s, Armstrong Way and Lakeside To cancel a permit a permit must be returned to the Travel Plan Coordinator before a charge can be stopped For a charge to be stopped the permit must be returned before the end of the month Cancellation of Permits: Broadmoor When a permit is no longer required the permit is to be returned to the Estates and Facilities department at Broadmoor Temporary staff permits Temporary permits will only be issued for: Staff who are on induction (time limited to three days from issue); Permit holders who are driving a courtesy car for a short period of time the permit holder must come to the CEF, Canal Mews to obtain this. Staff will only qualify for a temporary permit if they are currently charged for a permit and this covers the period when the temporary permit will be required. Permit holders who have forgotten their permit and currently paying for a permit. Short term contractors (Broadmoor Hospital only) Exceptional circumstances at the discretion of the Director of Capital, Estates and Facilities department. 13 There is no fee for a temporary permit. Requests for temporary permits must be made to the Travel Plan Coordinator Temporary permits will not be issued under any other circumstances Renewing permits Vehicles displaying out of date permits will be subject to enforcement action. The CEF will make every effort to contact permit holders prior to the expiry date of their permit to ask if the permit holder wishes to renew their permit and to confirm that the information held on file is correct. If the permit holder wishes to renew, the permit will be available within 5 working days for collection. It is the responsibility of the permit holder to respond to the CEF s request for information. If no response is received, it will be assumed that the permit holder no longer wishes to park on site and the permit will not be renewed If the CEF do not receive notification that the permit holder wishes to renew, the permit will be cancelled and salary deductions will be stopped. If the permit holder continues to park on site they will then be liable for enforcement action Lost permits If a permit is lost, misplaced or unable to be surrendered for any reason, there will be a 10 administration charge Applications for replacement permits should be made to the relevant Estates & Facilities department Change of Details Staff must inform the Travel Plan Coordinator of any change in details (change of vehicle, address etc.) For a permanent change of details, a replacement permit will be issued. There is no cost for the new permit providing the old permit is returned to the Travel Plan Coordinator Eligibility Criteria Due to the limited parking at St Bernard s Hospital and Lakeside Mental Health Unit, staff that has the option to use alternative modes of transport should do so whenever possible. To this end, staff who live within 2km of their main work location (by road route), or within 400 metres of a 30 minute direct bus route 1 will not normally be eligible for a permit. 1 A direct bus route is one that stops on the grounds of, or immediately outside of a Trust property. 2 Regular car users refers to person(s) who use their vehicle to run Trust business West London Mental Health NHS Trust Page 13 of 23

14 Eligibility criteria does not apply to Broadmoor Hospital because of the current local conditions. This will be subject to yearly review and may be revised in the future depending on parking pressure Exemptions from the eligibility criteria in 6.30 above will be made for the following categories of staff: Regular car users ²; Blue Badge holders; Experiencing health problems which mean they cannot travel to work by any mode other than driving. This is by approval from Occupational Health only and subject to quarterly review; and Staff with caring commitments (reviewed on an annual basis) These criteria will be reviewed on an annual basis and may be altered as parking levels, HR policies, staffing levels and parking demand change. An employee who has previously been eligible for a staff permit may not automatically be eligible on renewal Between the hours of 8am 4pm, Monday to Friday Allied Mental Health Practitioners (AMHP) have designated red bays to park in and can collect red permits from the reception building they are visiting which allows their vehicle to be parked in either a red marked bay or a yellow permit holder bay, clearly displaying a red permit Parking in designated bays Cars must only be parked in designated bays at St Bernard s Hospital, Armstrong Way, Broadmoor Hospital and other CEF sites. Failure to do so may result in enforcement action being taken. Specific rules apply to Lakeside regarding buddy parking (see below) Lakeside specific management arrangements Buddy parking may be continued under the following conditions: All vehicles must display a valid Lakeside West London Mental Health Trust Lakeside staff parking permit; Staff must not park in front of any other vehicle if they are meeting with a service user. Leaving an appointment with a service user to move a parked car may result in disciplinary action; Vehicles must not block access /egress or emergency routes; Contact information including mobile phone number must be displayed prominently on the windscreen; The buddy parking system must be managed by vehicle owners however staff using the car park or buddy system can report noncompliance with the spirit of the system. Repeat offenders may have their permits withdrawn and face disciplinary action Due to the limited parking facilities at Lakeside, on occasion permit holders may be unable to find an available space in the car park. When the car park is full, staff permit holders may use the West Middlesex Hospital visitor car park and claim back their parking charges through their expenses. Staff should be aware that throughout the day, space in the main car park may become available, and if this happens, vehicles West London Mental Health NHS Trust Page 14 of 23

15 should be moved form the visitor car park at the earliest opportunity to keep costs to a minimum Leaving the Trust Permits remain the property of West London Mental Health NHS Trust and must be retired to the Travel Plan Coordinator when leaving the employment of the Trust Until a permit is retired payment will continue to be requested from the trusts finance department. 9 NON PAYROLL MEMBERS OF STAFF 9.1 All members of staff who do not receive their pay via the trust payroll system are required to purchase a permit suitable to their circumstance. 9.2 Applications for London sites should be made to the Travel Plan Coordinator. Application forms are available on the Travel & Transport page of the Exchange. For Broadmoor, permit applications should be made to the Estates and Facilities dept at Broadmoor. 9.3 Agency workers, staff on short term contracts and those working for other agencies will be charged the same rate as members of staff. The trusts finance department will contact the permit holder and inform them of their options of how to pay. 9.4 All other rules including eligibility criteria for staff parking apply to agency staff or staff on short term contracts. See the staff parking section for more details. 10 STUDENTS 10.1 Students on placement at West London Mental Health NHS Trust may apply for a parking permit which will allow them to park in staff parking areas on site. Applications should be made to the Travel Plan Coordinator. Application forms are available on the Travel & Transport page of the Exchange All other rules including eligibility criteria for staff parking apply to students. See the staff parking section for more details 11 VOLUNTEERS 11.1 Volunteers are defined as those people who receive no remuneration for services provided to the Trust. This group includes formal volunteers, Mental Health Act Managers and people who attend the Trust on an ad hoc basis to provide services (for example, those providing entertainment to service users) Volunteers must display a valid permit. Volunteers who attend the Trust on a regular basis may apply for a permit at no charge. Those who West London Mental Health NHS Trust Page 15 of 23

16 attend occasionally or on an ad hoc basis will be given a temporary permit Volunteers parking without displaying a valid permit will be subject to enforcement action Patients working in a volunteer capacity, for example, Service Users sitting on interview panels will be provided with a temporary permit at the request of the Volunteer Manager Lost permits will be charged a 10 replacement fee from the Volunteer Coordinators budget. 12 CONTRACTORS 12.1 Contractors carrying out work for or on behalf of the Trust are required to park in accordance with the rules in this policy and, where required, must display a permit at all times when parked on Trust sites Site compounds or working areas for contractors are exempt from this policy, providing that they are enclosed or clearly signed and marked. It is the responsibility of the contractor to manage these areas. The trust takes no responsibility for parking within these. Contractor Parking - Broadmoor 12.3 Contractors at Broadmoor Hospital are not required to display a permit but may park only in the designated contractor parking areas. Any Contractor parked elsewhere on site will be liable for enforcement action. Contractors delivering an on-going service for the Trust St Bernard s Armstrong Way and Lakeside 12.4 Contractors delivering an on-going service to the Trust for more than 1 month may apply for a permit. All other rules including charges and eligibility criteria for staff parking apply to contractors. See the staff parking section for more details 12.5 A reasonable limit of permits will be applied to each company delivering services for the Trust. The Trust reserves the right to refuse permits if it is considered that an excessive number have been requested, or that parking pressure at the required site is too great Permits are only valid while the Contractor is working for the Trust. Permits must be retired to the CEF department when work for the Trust ceases It is the responsibility of the contractor to ensure that the permit is displayed in the vehicle parked on site. Enforcement action will be carried out if no permit is displayed At request contractor vehicles that have their company name clearly marked on their vehicle can apply for a permit with there chosen company name as oppose to a registration number. 17 12.9 At St Bernard s Hospital, contractors may park in any marked yellow permit holder bay. Contractors parked elsewhere on site will be subject to enforcement action Applications for parking permits for contractors should be made by the manager commissioning the contractor. The commissioning manager will be responsible for ensuring that contractors park in accordance with the rules set out in this policy. Any contractors who are found to be doing otherwise will have their parking privileges revoked and will be reported to the commissioning manager Dispensation to park in other areas of the site (for example, to deliver materials or services closer to the point of use) must be sought by prior arrangement with the Travel Plan Coordinator for St Bernard s and Lakeside and with the Estates Department at Broadmoor Hospital. 13 BLUE BADGE (DISABLED) PARKING 13.1 There are no charges for any Blue Badge (disabled) holder to park at St Bernard s or Lakeside Blue Badge holders (staff and visitors) should, in the first instance, park in designated disabled parking bays. When parking in these bays, no staff or pay and display permit is required however Blue Badges must be clearly displayed. If the designated disabled bays are full, Blue Badge holders may park in any other designated bay on site The Trust roads are private property and as such are not subject to Blue Badge rules for public roads. Blue Badge holders are not allowed to park on the Trust roads or block access or egress routes on any Trust site Blue Badge holders not complying with the rules of this parking policy may be subject to enforcement action Any vehicle parked in a designated disabled bay without properly displaying a valid Blue (disabled) Badge will be liable for enforcement action. 14 MOTORCYCLES 14.1 Motorcycles may park free of charge in designated areas at Trust sites. No permit is required. 15 SERVICE USERS, PATIENT SOCIAL VISITORS AND CARERS 15.1 St Bernard s Hospital Service users, patient social visitors and carers should park in the designated visitor parking areas. A valid pay and display permit must be displayed at all times or enforcement action will be taken. Visitor parking fees are in operation between 8am and 4pm. Outside of these hours visitors may park free of charge and are not required to display a permit, however they must park in the designated visitor bays only. 18 15.2 Lakeside Mental Health Unit There is no visitor parking at Lakeside Mental Health Unit. Visitors using West Middlesex University Hospital NHS Trust visitor parking area must abide by their rules Broadmoor Hospital Patient social visitors will receive a permit for parking at Broadmoor Hospital The point of contact at Broadmoor Hospital is responsible for arranging the visitors parking permit. 16 VISITOR (PAY AND DISPLAY) PARKING 16.1 St Bernard s Hospital 16.2 At St Bernard s, Trust visitors must park in designated visitor parking areas at all times and display a valid pay and display permit. Signs on site show the location of visitor parking areas. Visitor parking at St Bernard s is located near the Chapel, next to Mott house and outside the Orchard Pay and display charges apply between 8am and 4pm and valid pay and display permits must be displayed in the windscreen during this period. Outside of these hours visitors must still park in designated visitor parking bays but no permit will be required Pay and display permits are available from the pay and display machines located in the visitor parking areas. Visitors parking elsewhere on site or not displaying a valid permit between the hours of 8am and 4pm will be subject to enforcement action Permanent and temporary permit holders (staff, contractors, students, volunteers etc) are not entitled to park in pay and display areas. Any vehicle parked in the pay and display area that does not display a valid pay and display ticket, including those vehicles that display a staff or contractor permits will be liable for enforcement action Visitor parking for organised events Visitors to organised events such as conferences must park in the pay and display areas and display a valid pay and display permit. Visitors to organised events are subject to the same rules as other visitors to Trust sites as set out in this policy. Lakeside Metal Health Unit 16.7 There is no Trust visitor parking at Lakeside. Visitors must use the West Middlesex University Hospital visitor pay on foot parking and abide by their rules Broadmoor Hospital Official visitors will be sent a parking permit when their visit to the Hospital is booked. It is the responsibility of the host member of staff and West London Mental Health NHS Trust Page 18 of 23

19 the visitor to ensure they understand the parking regulations and display the permit provided. A small number of temporary permits will be available at Broadmoor reception. 17 TRUST OWNED VEHILCES 17.1 Staff who are provided with a lease car for their exclusive use will be eligible to apply for a permit regardless of where they live but will be required to pay for the permit All other vehicles owned by the Trust will be provided with a permit free of charge All trust vehicles are to park in accordance with the trusts parking policy 18 PARKING ENFORCEMENT 18.1 All vehicles parked in contravention of the rules described in this document will be subject to enforcement action. Enforcement is currently carried out through the issue of civil tickets by an approved contractor. The method of enforcement is subject to change based on legislation and current best practice. The Trust and associated contractors will carry out enforcement in accordance with relevant legislation No warnings will be issued. Enforcement action will be taken on any vehicle parked in contravention of the rules set out in this document including but not limited to: Failure to clearly display a valid permit (permits that have fallen down the windscreen, on the floor or are upside down are not clearly displayed); Parking anywhere other than in a designated parking bay; Blocking access /egress; Parking on double yellow lines, zigzags or hatched areas; Parking in a disabled parking bay without displaying a valid Blue Badge; Parking in the visitor parking area without displaying a valid pay and display permit; and Permanent permit holders parking in the visitors (pay and display) parking. 19 OFF SITE PARKING 19.1 Staff that choose to park off WLMHT property are reminded that the Trust exists as an integral part of the wider community and aims to achieve and maintain excellent relationships with local residents, community groups, Councils, Police and other road users Many residential streets adjacent to Trust properties are subject to Controlled Parking Zones (CPZ). The Trust accepts no liability for any parking tickets, clamping or other enforcement action taken against employees parking off site The Trust cannot and will not condone inconsiderate, illegal or dangerous parking by members of staff. 20 20 CIVIL PARKING NOTICE APPEALS St Bernard s, Lakeside & Armstrong Way 20.1 All vehicles parked in contravention of the rules described in the parking policy (P5) will be subject to enforcement action. Enforcement is currently carried out through the parking management company Car Parking Partnership (CPP). The method of enforcement is subject to change based on legislation and current best practice. CPP will carry out enforcement in accordance with relevant legislation If you wish to appeal against your CPN served you may do so by following the instructions overleaf on your notice WLMHT supporting your appeal If an individual feels unduly treated and seeks support from the trust a request can be made to the trusts review panel (see appendix 1). A request to the review panel may jeopardise the discounted price offered by CPP. 21 COMPLAINTS AND APPEALS 21.1 Complaints must be put in writing to the Travel Plan Coordinator. Responses will be dealt with in accordance with the Trust s Complaints Policy Abuse of Trust staff or contractors will not be tolerated. The Trust reserves the right to take disciplinary action against any member of staff who abuses or threatens any other person involved in the issue of parking Persistent abuse of the Trust parking principles may result in disciplinary proceedings Permit eligibility criteria will be applied consistently to all staff at all sites with the current exception of Broadmoor Hospital. Exceptional circumstances will be assessed by the Parking Permit Panel who will consider such individual cases and ensure consistency of decision making. The Panel will consist of representatives from HR, Unions and the Travel & Transport Team There is no right of appeal for staff or visitors who are subject to enforcement action if they have failed to comply with the terms of this policy. 22 REVIEW 22.1 This policy will be reviewed as required but not less than annually. The review panel will be chaired by the Travel Plan Manager and be made up of anonymous WLMHT staff known only to the Travel Plan Manager. 10 staff will be selected from various disciplines for the panel and hold the position for a 6 month period. From the 10 staff 4 will be randomly selected for each appeal to vote on if the trust should support the appeal. For the panel to make their decision the registration, CPN number and a brief reason why a notice should be supported will be the only information provided.
